Voters of Nghia Dan district reflect on inadequacies in land allocation and money collection from farms.

(Baonghean.vn) - At the meeting with National Assembly delegates, voters of Nghia Hieu commune (Nghia Dan) expressed their concern about many shortcomings in land allocation, production organization plans and farm revenues.

Proposal of many shortcomings from farm activities

On the morning of April 21, National Assembly deputies: Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee on Culture and Education; Vi Van Son - Member of the Provincial Party Executive Committee, Head of the Provincial Ethnic Committee had a meeting with voters of Nghia Hieu commune, Nghia Dan district.

At the meetings with voters, on behalf of the National Assembly deputies, delegate Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee on Culture and Education informed voters about the expected content of the 5th session of the 15th National Assembly, taking place from May 22 to June 23, 2023; the results of the activities of the National Assembly Delegation of Nghe An province from the 4th session to present.

Next, in a frank and constructive spirit, voters expressed their thoughts, aspirations and recommendations to the National Assembly, the Government, central ministries, branches and authorities at all levels for attention and resolution.

The issue that many voters of Nghia Hieu commune are interested in reflecting on is related to the policy of contracting, production plan and implementation of revenues from Tay Hieu 2 Farm.

Voter Duong Cong Hai, Le Loi hamlet, Nghia Hieu commune, stated that households contracted land from the farm for production, however, they were not allowed to own their contracted land, and they were not allowed to build effective economic models, while production according to the farm's orientation and planning was ineffective.

Also concerned, voter Nguyen Xuan Minh, Trung Thinh hamlet, proposed that all levels and sectors work with Tay Hieu Farm to adjust the production plan, allowing people to raise livestock in the area of ​​orange, lemon, and sugarcane cultivation, creating conditions for people to increase their income, and at the same time, have fertilizer for crops.

In addition to the production plan, some voters also reported shortcomings in collecting fees from the farm. Such as collecting 1.5 million VND/ha for workers who are past working age when they transfer their production land to their children; collecting 5 million VND/ha for households transferring to each other; fines for raising livestock in the assigned production area; contract fees and land rental fees...

Due to many shortcomings, some voters proposed that the National Assembly, the Government and central ministries and branches need to review the current farm system, whether it should still exist or not; at the same time, research the transfer of production land area from farms to local management to hand over to people for production.

Some voters are interested in proposing that the National Assembly study the merger of administrative units in accordance with reality, ensuring connectivity in terms of land administration, transportation, rivers and streams, creating convenience for the people. Along with the merger, it is important to pay attention to solving the problems that arise, especially the regime and policies for those working in the political system.

Many issues related to environmental protection, legal regulations on livestock farming affecting people's living environment, policies for forces participating in the prevention and control of Covid-19, policies for schools with students reintegrating into the community, etc. were also proposed by voters.

Forward recommendations to relevant levels for resolution

After receiving comments and suggestions from voters, representatives of the Departments of Natural Resources and Environment, Agriculture and Rural Development, Labor, War Invalids and Social Affairs and leaders of Nghia Dan district received and explained issues within their authority.

On behalf of the National Assembly delegates, delegate Vi Van Son - Member of the Provincial Party Executive Committee, Head of the Provincial Ethnic Minorities Committee acknowledged the voters' reflections and recommendations on very practical issues to forward to all levels and sectors to grasp the shortcomings and difficulties and study and resolve them.

Explaining voters' opinions reflecting on the inadequacies in the contract delivery regime and the implementation of farm revenues, National Assembly delegate Vi Van Son informed that currently, based on the direction of the Government, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to review and evaluate the reality to report to the province before April 30, 2023 to remove difficulties and obstacles, and at the same time, make recommendations to the Central Government on practical issues.

National Assembly Delegate Vi Van Son also explained and clarified a number of issues related to voters' recommendations and proposals on allowances for population and family planning officials; support policies for teachers of disabled children in non-specialized general education institutions; allowances for non-specialized activists in hamlets, etc.
