Voters of Quynh Luu district petition about clean water supply and compensation for site clearance
Clean water issues, compensation for land clearance on National Highway 1A,... are hot topics that voters of Quynh Luu district proposed at the meeting with National Assembly Deputies.
On the morning of October 7, the National Assembly Delegation of Nghe An province met with voters of Quynh Hong, Quynh Ba, and Quynh Hung communes (Quynh Luu district) before the 8th Session of the 15th National Assembly.

Attending the meeting with voters were National Assembly deputies: Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province; Pham Phu Binh - Standing Member of the National Assembly's Foreign Affairs Committee; Hoang Thi Thu Hien - Permanent Vice President of the Provincial Women's Union.

Also attending the meeting with voters were local leaders and representatives of the following departments: Agriculture and Rural Development; Transport; Natural Resources and Environment; Labor, War Invalids and Social Affairs; and Department of Home Affairs.
The 8th Session of the 15th National Assembly is expected to open on October 21, 2024. The session will be held in two phases: the first phase will take place from October 21 to November 13, 2024, and the second phase will take place from November 20 to November 30, 2024.
At the session, the National Assembly will discuss and consider passing 16 draft laws; discuss and pass 2 resolutions; give opinions on 12 draft laws and consider and decide on socio-economic issues, the state budget, supervision work and other important issues.

After listening to the National Assembly delegates announce the expected content and program of the 8th Session of the 15th National Assembly; the results of the activities of the Provincial National Assembly Delegation since the 7th Session of the 15th National Assembly, voters of Quynh Luu district sent many recommendations to the National Assembly delegates and relevant departments and branches in the spirit of democracy, frankness and responsibility.

At the conference, Mr. Nguyen Thanh Tung - Chairman of Quynh Ba Commune People's Committee reflected: In the program of building advanced new rural areas, model new rural areas, there are regulations on providing clean water for people. Therefore, voters suggested that there should be mechanisms and policies to support funding when people build water supply works, meeting the daily needs of the people.
In addition, people also want the State to regulate the price of domestic water more clearly and fairly. Voters proposed that if the project has capital invested by enterprises, the water price should be higher, while if the project is built with contributions from the State and the people, the water price should be lower, in accordance with the people's wishes.

In addition, voters of Quynh Ba commune also proposed that some provisions of the Law on Environmental Protection are not specific, leading to difficulties and costs in the implementation process. Voters suggested that the Ministry of Natural Resources and Environment consider not assessing the environmental impact when reclaiming small areas of rice fields, and at the same time, it is necessary to specify more clearly how much area must be reclaimed to assess the environmental impact. In addition, voters proposed not assessing the environmental impact for projects to build local welfare facilities such as village and commune cultural houses, schools, medical stations, etc.

Voter Nguyen Tien Lam (Block 7, Cau Giat Town) made recommendations regarding compensation for land clearance on National Highway 1A. The project to upgrade and expand National Highway 1A through Cau Giat Town has 382 residential land plots affected by the project, of which 319 land plots were used before December 21, 1982. However, some opinions said that the additional measurement and drawing excerpts do not match the current land use status of households.
Accordingly, the land area within 13.5m, within the clearance boundary shown on the 2014 survey map, is not measured into the residential land area of households in the cadastral map over the periods, does not have land use documents, and is not eligible for compensation and support according to regulations. Therefore, the people request to be considered for compensation and support for the land area within 13.5m according to the project's survey map, because this is the legal residential land of the people.

In addition, voters in some communes in Quynh Luu district also proposed a number of issues related to policies for people with meritorious services and the elderly, proposed increasing allowances for women's association heads, and supporting health insurance for People's Council delegates...

Based on voters' opinions and feedback, leaders of departments, branches and Quynh Luu district directly explained a number of issues under their authority.

On behalf of the Provincial National Assembly Delegation, Deputy Head of the Delegation Thai Thi An Chung answered the issues within her authority, and at the same time received voters' opinions and recommendations to forward to the Government, the National Assembly and relevant levels and sectors for consideration and resolution.
