Quy Chau voters propose to soon transfer forestry land of the Protective Forest Management Board to the communes.
(Baonghean.vn) - Voters of Quy Chau district requested the Provincial People's Committee to soon convert and transfer forestry land of the Protective Forest Management Board to the communes of Chau Phong, Chau Hoan, Dien Lam, Chau Binh and Chau Hoi with an area of 1,425.01 hectares.

The implementation of the Project to strengthen management of land originating from state-owned farms and forestry farms currently used by agricultural and forestry companies not subject to rearrangement under Decree No. 118/2014/ND-CP, Forest Management Boards and other public service organizations, households and individuals according to Decision No. 32/2020/QD-TTg dated January 7, 2020 of the Government.

Regarding the work of reviewing and marking boundary markers; measuring and drawing cadastral maps; granting land use right certificates to Forest Management Boards and Quy Chau Protective Forest Management Board(including land review for recovery and transfer to local management), The Prime Minister issued Decision No. 32/QD-TTg dated January 7, 2020 approving the Project to strengthen the management of land originating from state-owned farms and forestry farms currently used by agricultural companies, forestry companies not subject to rearrangement under Decree No. 118/2014/ND-CP, forest management boards and other public service organizations, and individual households.
On March 26, 2020, the Ministry of Natural Resources and Environment issued Official Dispatch No. 1596/BTNMT-TCQLDD to the People's Committees of provinces and centrally run cities to implement the above Decision. In which, in section 3.1, it states:“Direct the Department of Natural Resources and Environment to preside over the preparation and submit to the Provincial People's Committee for approval before June 30, 2020 the Project on Strengthening the management of land originating from state-owned farms and forestry farms currently managed by agricultural companies and forestry companies not subject to restructuring under Decree No. 118/2014/ND-CP, the management boardForests and other career organizations, individual households using locally and Technical designs - detailed estimates according to the instructions of the Ministry of Natural Resources and Environment to urgently carry out the assigned tasks in the Project on schedule".
To carry out the assigned tasks, the Department of Natural Resources and Environment synthesizes the volume and budget requirements for implementing the tasks in the project, develops a master plan, an annual plan on progress, volume and budget estimates to implement the project and submits it to the Ministry of Natural Resources and Environment in Official Dispatch No. 2645/STNMT-QLDD.DDBĐVT dated June 9, 2020; and has drafted the project according to regulations.
On May 11, 2021, the Provincial People's Committee issued Decision No. 1319/QD-UBND approving the project to strengthen the management of land originating from state-owned farms and forestry farms currently used by agricultural companies, forestry companies not subject to rearrangement under Decree 118/2014/ND-CP, Forest Management Boards and other public service organizations, and individual households.
On January 24, 2022, the Provincial People's Committee issued Decision No. 222/QD-UBND on adjusting Decision No. 1319/QD-UBND of the Provincial People's Committee on the above content for implementation. Currently, the Department of Natural Resources and Environment is taking the lead in reviewing and marking boundary markers; measuring cadastral maps; and granting land use right certificates to units.(includingQuy Chau Protective Forest Management Board)according to approved plan.

On May 11, 2022, the Department of Natural Resources and Environment chaired a meeting with the People's Committees of relevant districts, Forest Management Boards and consulting units to deploy the plan and implement the above contents.
On the other hand, regarding the proposal to convert protective forest land to production forest land, it is recommended that the Quy Chau Protective Forest Management Board organize a specific review of each location to synthesize and send to the Department of Agriculture and Rural Development for advice on handling according to its authority and regulations of law.
Therefore, after completing the land review, boundary marking, and cadastral map measurement according to regulations, it is recommended that the People's Committee of Quy Chau district coordinate with the Quy Chau Protective Forest Management Board to prepare a dossier requesting the Provincial People's Committee to reclaim the forestry land area and return it to the locality for management and use./.
