(Baonghean.vn) - Giving opinions to National Assembly deputies, voters of Quy Hop district requested that the authorities need to re-examine the land reclamation process at mineral mines that have expired, and at the same time, divide the land to people for production and stable life.

Voter Nguyen Thi Hien (residing in Chau Tien commune) reported that provincial road 532 was built in 1985 but has not been upgraded yet. Currently, heavy vehicles carrying minerals have passed through it, causing damage. In the dry season, dust and smoke affect health and traffic accidents occur frequently. Therefore, it is recommended that the State have a project to upgrade and repair this road.
Regarding the issue after the merger of hamlets, voter Hien said that the allowance for hamlet officials is still low, while the workload is large and the area is large. Therefore, it is necessary to increase the allowance to ensure operations. At the same time, it is necessary to expand the subjects eligible for preferential loans for production and business, increase family income, and reduce poverty.

Voter Vi Van Khiem (residing in Chau Hong commune) reported that currently in the area, there are many mineral mines that have expired their exploitation period, but the reclamation work at these mines has not received attention, and many mines have not been reclamation according to the correct procedures.
"People do not understand the handover of mines to localities to divide land for people to produce. Meanwhile, people are lacking land for production," Mr. Khiem said and suggested that the authorities review the work of mine reclamation, review the forest land managed by the protective forest management boards, and hand it over to localities to divide for people to produce.
Voter Nguyen Thi Thanh (residing in Chau Thanh commune) reported that the Pieng Luong resettlement program project has been going on for nearly 10 years, although the province has sent a document requesting the Central Government to support 10.5 billion VND. But up to now, the project is still quiet, and has not yet relocated 50 households for resettlement.

"I request the State to implement the project soon because people have been waiting for a long time. At the same time, Chau Thanh urgently wants to have 3 bridges so that people do not have to wade across streams during the rainy season, which is dangerous to their lives," said Ms. Thanh.
At the meeting, the representative of the Department of Natural Resources and Environment explained that regarding the issue of environmental rehabilitation at expired mines, the department has been reviewing for the past 3 years and the whole province has 170 mines that have been closed. However, in Quy Hop, there is still illegal mining and accidents have occurred. These mines were then handed over to local management to effectively exploit the land fund. In 2019, the province reviewed again, people needing information should contact the Department of Natural Resources and Environment for specific information.
Regarding the use of environmental fees, the representative of the Department of Natural Resources and Environment said that it is not paid directly to the people, but assigned to the locality to pay for common tasks to improve the environment. In addition, the annual environmental protection fee is not currently available to allocate to the district and commune to renovate and upgrade this road.

Comrade Hoang Van Thai - Vice Chairman of Quy Hop District People's Committee explained some contents that voters reflected. Regarding the subsidy regime for hamlet cadres, the district is currently waiting for detailed instructions to pay these people. Currently, the loan capital for economic development is still available and has not been fully disbursed. Comrade Thai suggested that people who need to borrow capital should apply for a loan to be considered.
Regarding the recruitment of ethnic minority children, the Vice Chairman of the District People's Committee said that the recruitment process does not discriminate against ethnicity, is fully publicized and the recruitment process will have specific conditions. In fact, many ethnic minority children have been recruited to work at all levels.
Responding to voters' opinions, comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee suggested that Quy Hop district re-examine the organization of propaganda and implementation of Party and State policies to the people. Regarding the specific opinions of voters, comrade Phan Dinh Trac said that the reason for the deterioration of Route 532 is due to the large and overloaded vehicles. If there is capital but the above problem cannot be solved, it will be difficult. This is the responsibility of the district, which must be done resolutely and strongly. At the same time, he requested the Office of the National Assembly Delegation to work with the Provincial People's Committee to find a way to solve this problem.
The purpose of merging communes and hamlets is to improve management efficiency, but when there are fewer officials, more people, and lower allowances, management efficiency may not be as good as before the merger. Therefore, the National Assembly Resolution only merges places that meet the conditions first.
Regarding the allowance regime for hamlet cadres, although it has been raised according to Decree 34 of the Government, due to the characteristics of mountainous terrain, it is still difficult. Therefore, the National Assembly will take note and report to the Government.
