Emulation Cluster No. IV of the People's Court summarizes emulation and reward work in 2025
On the morning of October 17, in Nghe An, Emulation Cluster No. IV of the People's Court (including the provinces of Nghe An, Ha Tinh, Thanh Hoa, Ninh Binh, Quang Tri) held a conference to summarize emulation and reward work in 2025 and deploy tasks in 2026.
Attending the conference were comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province; representatives of the Supreme People's Court; leaders and former leaders of the Courts in Emulation Cluster No. IV.
Emulation is associated with political tasks, improving the quality of trials.
In 2025, the units in the cluster comprehensively and effectively implemented patriotic emulation movements, associated with the political and professional tasks of the industry and the practical situation in the locality. The work of directing and guiding emulation and rewards was carried out methodically and synchronously; the activities of the Emulation and Reward Councils at all levels had clear innovations.
From October 1, 2024 to September 30, 2025, the Courts in the cluster accepted 56,756 cases; resolved and tried 54,683 cases of all kinds, reaching a rate of 96.3%. Of which, the Provincial Court resolved 7,380/7,906 cases (reaching 93.3%), the Regional Court resolved 47,303/48,850 cases (reaching 96%). Many units exceeded the assigned targets.
The quality of settlement and adjudication continues to improve. The rate of cases annulled or amended due to subjective errors of judges accounts for only 0.48% of the total number of resolved cases (261 cases/54,683 cases), significantly lower than the prescribed rate. Notably, some regional courts have no annulled or amended cases.
The commendation work has had positive changes, the quality of evaluation has been improved, ensuring the right person, the right job, overcoming the situation of widespread and formal commendation. The preliminary and final summaries of emulation movements have been carried out promptly, contributing to praising and spreading advanced models.
Based on the achieved results, in 2026, the units in the Cluster determined to continue promoting the emulation movement "Serving the public, following the law, being impartial and impartial" associated with the motto of action "Being close to the people, understanding the people, helping the people, learning from the people". Emulation is associated with the effective implementation of Directive No. 05-CT/TW of the Politburo and Resolutions of the 4th Central Committee of the 11th, 12th and 13th terms on Party building.
The emulation cluster focuses on innovating the content and form of emulation in a specific and practical direction, closely following the core tasks of the industry; encouraging creative and effective models that are suitable to actual conditions. Emulation work is strongly oriented towards the grassroots, taking work efficiency and people's satisfaction as measures to evaluate results.
At the same time, continue to improve the quality of adjudication, minimize the number of judgments that are annulled or amended due to subjective errors; ensure that all judgments and decisions that have legal effect are strictly enforced. Promote the organization of experience-sharing sessions, online trials, and publication of judgments on the Court's Electronic Information Portal in accordance with regulations.
2026 is also a key year to promote digital transformation and build an e-Court according to the Resolutions and directions of the Supreme People's Court. Units continue to effectively exploit Virtual Assistant software, digitize records, and apply technology to the trial and case resolution process.
Along with that, focus on discovering, fostering, and replicating advanced models, promptly rewarding small groups, cadres, and civil servants directly performing tasks, ensuring fairness and transparency in emulation and rewards.
Continue to promote exemplary role, improve trial quality
At the conference, representatives of units in Emulation Cluster IV actively participated in discussions and contributed many practical ideas to improve the quality of emulation and reward work.
Speaking at the conference, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province acknowledged and commended the outstanding results in emulation and reward work of Emulation Cluster No. IV in 2025.
He highly appreciated the comprehensive development in all socio-economic fields of the provinces in the Cluster: the economy maintained a good growth; the appearance of urban and rural areas became increasingly civilized and modern; people's lives were gradually improved; national defense, security and social order were ensured; the great national unity bloc and people's trust in the Party and State were firmly consolidated.
He also emphasized the important role of the Court sector in protecting security and order, political stability and socio-economic development, especially in the context of streamlining the apparatus. Through monitoring, he highly appreciated the positive changes in professional activities, improving the quality of trials, ensuring fairness and justice for the people.
