Concerns about poor quality of domestic water

At the conference, there were 12 voters' opinions reflecting the aspirations of Dong Vinh ward residents to the Provincial People's Council delegates.

Accordingly, the opinion of Dong Vinh ward voters reflected: Dong Vinh ward has more than 200 hectares of agricultural land but does not enjoy the new rural construction mechanism. It is proposed that Vinh City People's Committee annually support capital and agricultural production for the ward to repair and upgrade the canal system serving agricultural production.

Voter Phan Quang Phan reflected: Cua Nam Lake in Cua Nam Ward and Dong Vinh Ward since its inception has created a beautiful landscape and contributed to water drainage. However, environmental pollution is currently occurring. Recently, there have been drowning incidents at Cua Nam Lake, it is recommended to ensure more safety, and at the same time the city needs to install additional protective railings and safety warnings to ensure sustainable ecology.

One of the issues that Dong Vinh ward voters are concerned about and have made recommendations to the Provincial People's Council delegates is the poor quality of domestic water, which affects the lives and health of the people, and the proposal to renovate the water pipeline. "We request that the Provincial and City People's Councils strengthen inspection and supervision to ensure the quality of life for the people" - Ms. Phan Thi Dat proposed.

Currently, Dong Vinh ward has announced two new urban planning areas, namely the new urban area of ​​Dong Vinh ward and Cua Nam ward. It is recommended that the province and city select capable investors to implement the plan, avoiding the situation of announcing the plan for many years but not implementing it, causing resentment among the people and affecting the development of the ward.

Voters of Dong Vinh ward also said that the province currently has no policy to re-establish Dong Vinh Secondary School, children go to school far away, not ensuring safety. They requested the city to consider allowing Dong Vinh children to enroll in neighboring secondary schools. At the same time, they requested the city to recommend the Provincial People's Committee to consider the policy for Dong Vinh ward to survey and select locations to build two facilities of Nguyen Truong To Secondary School, which have been approved in the new urban project of Dong Vinh ward and Cua Nam ward, to facilitate the children of Dong Vinh ward to study.

In addition, voters of Dong Vinh ward suggested that the city should pay attention to investing in building entertainment areas and drainage systems for the entire area west of Vinh Station because just a small rain causes flooding, causing resentment among the people; factories in Dong Vinh industrial park cause environmental pollution, increase allowances for part-time cadres at block, hamlet and commune levels; inadequacies in socializing education...

Solving collective housing areas under railway management

Many voters also requested that all levels resolve collective housing areas under the management authority of the railway industry such as: material companies, locomotive and wagon factories, railway attendant stations, etc.

The shabby collective housing areas are due to the lack of management projects and the arrangement of the governing bodies. Households in the collective housing areas have to pay land use fees from the authorities many times higher than the non-agricultural land use tax; infrastructure is not invested in, leading to environmental pollution and many weaknesses in fire prevention. It is recommended that the province and the railway industry hand over the land to the locality for management and planning to ensure the people's lives.

Receiving and explaining the issues proposed by Dong Vinh ward voters, Mr. Nguyen Van Lu acknowledged and highly appreciated the enthusiastic, responsible and constructive opinions of Dong Vinh ward voters.

Regarding enterprises causing environmental pollution in Dong Vinh industrial cluster, the Standing Deputy Secretary of Vinh City Party Committee said that the city will strengthen inspection and supervision to require enterprises to ensure environmental hygiene. If violations are not corrected, it will report and coordinate with relevant authorities for handling.

Regarding the poor quality of domestic water, the Provincial People's Council delegates accepted the recommendations of relevant departments and branches and continued to recommend to the Provincial People's Council solutions to ensure the quality of life for the people.

Regarding the issue of railway dormitories, Mr. Nguyen Van Lu said that through inspection, it was found that 500 households and individuals are using land within the Vinh station planning area, this land is managed and used by Vietnam Railway Corporation (every year households and individuals are still paying land rent to Vinh station railway transport company).

The Standing Deputy Secretary of Vinh City Party Committee informed that on December 17, 2012, Nghe An Provincial People's Committee issued Official Letter No. 8982/UBND-DTXD on the temporary refusal to receive state-owned housing at Vinh station for local management with the following reasons: Vinh station is in the planned upgrade plan to become a high-speed railway station system because the level of impact when building a station in this area has not been determined and the Vinh station area has not been planned.

Propose that Vietnam Railways establish a detailed master plan for the Vinh station area in coordination with the JICA research team to clearly define land use structures and functional zoning as a basis for implementing the next steps.

While waiting for approval of the planning for the Vinh station area, the Vinh City People's Committee allows households living in the apartment complex to temporarily repair their houses to prevent storms and floods, but not to upgrade, expand or add to them. "The request of the households asking the railway sector to return the land to the Dong Vinh Ward People's Committee for management is unfounded," said Comrade Nguyen Van Lu.

Regarding people's complaints about environmental pollution, Mr. Nguyen Van Lu said that the city will assign the Urban Environment Joint Stock Company to handle environmental pollution points, and at the same time have a plan to build railings at Cua Nam Lake to avoid tragic drownings.
