Nghe An National Assembly Delegate proposes effective implementation of public investment restructuring
(Baonghean.vn) - Delegates from Nghe An proposed to effectively restructure public investment towards focusing on national target programs, important and key projects that have an impact on socio-economic development of the whole country, inter-regions, areas and localities.
On July 27, the National Assembly continued to discuss in the hall the investment policy of 2 National Target Programs: Sustainable Poverty Reduction for the 2021-2025 period and New Rural Development for the 2021-2025 period; Plans: National 5-year Finance for the 2021-2025 period; Borrowing and repaying 5-year public debt for the 2021-2025 period; Medium-term public investment for the 2021-2025 period; Report on explanation, acceptance, revision and approval of the draft Resolution on the 5-year Socio-Economic Development Plan (2021-2025) and the draft Resolution on the Law and Ordinance Development Program for 2021.

Delegates proposed strengthening public investment management and focusing on improving the effectiveness of investment preparation; strengthening review work to ensure that programs and projects are arranged in the annual medium-term public investment plan; strictly managing the use of reserve funds in the medium-term public investment plan; reserve funds are only used for truly necessary and urgent purposes according to the provisions of the Law on Public Investment and the Resolution of the National Assembly, and not used for projects for the wrong purposes.
Improve the quality of public investment management; strictly manage project preparation and appraisal; strengthen monitoring, supervision and evaluation of public investment plan implementation and implementation of specific investment programs and projects.

Delegates from Nghe An also proposed to effectively implement the process of restructuring public investment; public investment capital should only be focused on national target programs, important projects, target programs and key projects that have an impact on the socio-economic development of the whole country and inter-regions, areas and localities.
Amend relevant laws such as planning and land if necessary to combine with the Law on Public Investment to create favorable conditions to speed up projects; there should be a mechanism to publicly disclose details of public investment projects so that people can participate in inspection and supervision; create a more open and concise legal corridor to reduce costs and time so that projects can be implemented effectively and disbursed capital in accordance with regulations.

The Nghe An delegation also recommended that the Government promptly and urgently submit to the National Assembly for approval the investment policy for important national projects that have not been approved in accordance with regulations. Avoid splitting into small projects with capital under VND 10,000 billion so that the investment policy does not have to be submitted to the National Assembly for approval. Submitting to the National Assembly for approval does not take much time and can even resolve problems with the mechanism. The National Assembly should assign the Government to allocate and transfer to create space for the Government to regulate according to the economic conditions of each locality, especially poor and disadvantaged provinces...
The Government should also review and inspect carefully to save regular spending and use it effectively, avoiding spreading and being impractical; strengthen the coordination responsibility of ministries, branches and localities for the common development of the country;...
