The 2nd Congress of Hoang Mai Town Party Committee, term 2020 - 2025 officially opened its session

On the morning of August 26, Hoang Mai Town Party Committee held the 2nd Congress of Delegates, term 2020 - 2025.

Attending the congress was comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee.

Comrades in the Provincial Party Standing Committee: Ho Phuc Hop - Head of the Provincial Party Organization Committee; Bui Thanh An - Chairman of the Provincial Party Inspection Committee; Nguyen Nam Dinh - Secretary of the Provincial Agencies Party Committee; Colonel Nguyen Ngoc Ha - Commander of the Provincial Military Command; comrades in the Provincial Party Executive Committee; representatives of leaders of provincial departments, branches and sectors.

Attending the congress were 238 official delegates, representing more than 3,825 party members of 32 party committees and grassroots party cells directly under the Party Committee.

Speaking at the opening of the congress, Hoang Mai Town Party Secretary Le Truong Giang affirmed that the congress has the following tasks: Summarizing the implementation of the Congress Resolution for the 2015-2020 term; on that basis, evaluating the achieved results and pointing out shortcomings, causes and lessons learned; clearly defining the directions, goals, tasks and solutions for the coming term, aiming to mobilize and effectively utilize all potentials and advantages, creating a breakthrough in socio-economic development, building an increasingly prosperous and civilized town.

“The 2nd Congress of the Town Party Committee, term 2020 - 2025 demonstrates the great political determination of the Party Committee and people of the town, which is: Promoting the revolutionary tradition, uniting, improving the leadership capacity and fighting strength of the Party Committee, making strong changes in socio-economic development, striving to make Hoang Mai complete the criteria of a type III urban area before 2025 in a civilized and modern direction; becoming a growth pole of the province" - Comrade Le Truong Giang emphasized.

Notably, the average economic growth rate over the past 5 years has reached 14.15%, and the economic scale is ranked 3rd among 21 districts, cities, and towns in the province. The average added value per capita has increased rapidly, expected to reach 58.09 million VND by 2020, an increase of 23.79 million VND compared to the beginning of the term. The town has gradually affirmed its role as one of the three growth poles of the province.

State budget revenue in the area has grown rapidly, creating an important resource for investment in essential infrastructure of the town. It is forecasted that by 2020, state budget revenue in the area will reach 442.9 billion VND.

Aquaculture exploitation is developing rapidly, gradually modernizing means and equipment for offshore exploitation. The total output of aquatic products caught and farmed is expected to reach 54,042 tons in 2020, an increase of 2.2 times compared to 2015. Services are developing rapidly and diversifying, reflecting the increasingly developed urban landscape.

Investment attraction and promotion work has been given regular attention. In the 2016-2020 period, 40 projects were attracted, with a total registered capital of over 16 trillion VND. Total social investment capital in 5 years reached over 66,400 billion VND. Investment in economic and social infrastructure continues.

The cultural and social fields have many positive changes. Education and training, health care, culture and society, hunger eradication and poverty reduction have many progressive changes; the lives of the majority of people have been stabilized and significantly improved. Security and order have been maintained. The great national unity bloc has been strengthened; the political system has been streamlined, operating effectively and efficiently.

The Congress Political Report also frankly pointed out the limitations and shortcomings; from there, analyzed and clarified the causes and lessons learned to find solutions to overcome them.

In their speeches at the Congress, delegates highlighted the achievements in many fields in the past term; at the same time, they made many recommendations and added solutions to the Congress Political Report to effectively implement the goals and tasks in the coming term.

Towards a type III urban area

Speaking at the congress, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong commended and congratulated the important achievements that the Party Committee and people of Hoang Mai town had achieved in the past term.

According to the Deputy Secretary of the Provincial Party Committee, the results that Hoang Mai has achieved in recent years are quite good, but that is not a guarantee for Hoang Mai to develop strongly and firmly in the coming period.

The goal of being recognized as a type 3 urban area at the end of the term (when Hoang Mai has currently achieved 50/58 targets) is still fraught with difficulties, because the basic targets that determine the type of urban area are comprehensive targets, the result of comprehensive development, not separate and independent. Therefore, to develop in the right direction, we also need to clearly recognize the advantages and difficulties to have appropriate responses.

The Deputy Secretary of the Provincial Party Committee suggested that Hoang Mai must fully exploit and promote the role of the locality with a favorable location in the Nam Thanh - Bac Nghe region, the role as a growth pole of Nghe An province.

In the current context, determining the development direction of Hoang Mai urban area must be extremely flexible, with the view of taking advantage of opportunities suitable to the circumstances and meeting requirements quickly and sustainably...

In addition, it is necessary to pay close attention to and pay attention to the development of supporting industries, services, tourism, and marine economy. These must be considered as the main pillars that Hoang Mai relies on to develop rapidly but ensure balance, comprehensiveness, stability and solidity. Continue to pay attention to and promote cultural factors in the development process of the town.

Hoang Mai needs to be stronger and more determined in directing and implementing the major tasks and goals of the town. Pay attention, closely monitor, promptly detect, remove and effectively resolve arising problems, difficulties and obstacles for the people and businesses.

Along with that, Hoang Mai needs to strongly innovate the Party's leadership methods from issuing policies and plans to propaganda work, mobilizing people and arranging cadres to meet the requirements of the new stage's situation and tasks.

Continue to pay attention to improving the capacity and fighting strength of Party organizations, considering the implementation of requirements on exemplary behavior of cadres and Party members, especially leaders, as the core content to consolidate and enhance the prestige of the Party and Party members.

During the working session on the morning of August 26, the Congress elected the Executive Committee of the Town Party Committee for the 2nd term, 2020 - 2025; and voted for the position of Secretary of the Hoang Mai Town Party Committee for the 2020 - 2025 term for comrade Le Truong Giang - Secretary of the Hoang Mai Town Party Committee for the 2015 - 2020 term.

Some key targets for the 2020-2025 term of Hoang Mai town:

- Average economic growth rate per year 14-15%.

- Economic structure by 2025: Industry - Construction: 60.72%, Services: 27.30%, Agriculture - Forestry - Fishery: 11.98%.

- Average added value per capita/year: 105.5 million VND (of which, the town manages 87.24 million VND).

- Total state budget revenue in the area by 2025 will reach 988.65 billion VND, of which the balanced state budget revenue will reach 688.65 billion VND.

- Total social investment capital in the area in the period 2021 - 2025: 71,777 billion VND.

- Annual aquaculture and exploitation output is over 62,000 tons.

- By 2025, the multidimensional poverty rate will be below 1% (according to current standards).

- The Town Party Committee is classified as having completed its tasks well and strives to complete its tasks excellently.

- By 2024, the Town will meet the criteria of a type III urban area, according to the provisions of Decree 42/CP.
