Party Congress of Ngoc Son Commune (Do Luong) for the term 2020 - 2025

On the morning of June 9, the Party Committee of Ngoc Son commune (Do Luong) held the Party Congress for the 2020 - 2025 term. Attending the Congress were comrade Hoang Van Hiep - Vice Chairman of the District People's Committee; comrade Nguyen Dinh Khuong - Chairman of the District Party Committee's Inspection Committee, and representatives of a number of district-level departments and branches.

At the Congress, comradeNguyen Van Truong - Secretary of the Party Committee of Ngoc Son commune approved the political report of the Party Committee of the commune for the term 2015-2020. During the past term, the Party Committee and government of Ngoc Son commune, together with cadres, party members and people, have well implemented the targets and resolutions of the Party Congress for the term 2015-2020.

Outstanding in the construction of the New Rural Area, by doing it in a suitable way, creating high consensus and unanimity among cadres, party members and people, in the past 5 years, the entire political system of Ngoc Son commune and all the people have joined hands to contribute to investing in asphalting provincial road 534 with a length of 2.4 km; 5 inter-commune roads with a length of 5.1 km. Inter-hamlet roads have 45 routes with a length of 15.3 km and 34 village alley roads with a length of 1.9 km have been concreted. 33 main intra-field roads with a length of 12.7 km have been hardened to 100%.

The irrigation system, pumping stations, and dams were built to standards, 6.6 km of canals were concreted to 100%, focusing on investing in building sports grounds, commune offices, Lang market, repairing and consolidating school facilities, medical stations, and Phuc Yen communal houses and pagodas. The total investment capital for the entire new rural construction phase was more than 176.5 billion VND, of which 85.4 billion VND was mobilized from the people, and nearly 5,500 m²land and contributed 12,000 working days. In 2019, the commune achieved 19/19 criteria for building new rural areas, finishing 1 year ahead of the Congress Resolution...

Up to now, the average annual economic growth rate of the commune has reached 9.1% (exceeding the congress target by 1.1%). The total production value has reached 138.8 billion VND (reaching 100% of the congress target), an increase of 102.1% compared to the beginning of the term. The average income per capita in 2019 reached 35.6 million VND, an increase of 11.6 million VND compared to 2015; the poverty rate has gradually decreased over the years, now down to 2.8%.

The economy grows rapidly, cultural and social fields achieve good results. The rate of cultural families annually reaches 76% - 90%. The quality of education and excellent students is increasing; school facilities are renovated and renewed; primary schools maintain national standards level 1, kindergartens are advanced schools.Attention is paid to the care and protection of people's health. National defense and security are maintained.

In the 2020-2025 term, the Party Committee and people of Ngoc Son commune will focus on maximizing the available potential and advantages of the commune to complete the criteria for building advanced new rural areas by 2025.

The Party Committee of the commune has identified the key tasks as follows: exploiting the advantages of the Lam River area to build and develop commodity production areas, specialized land along the river and over 7.2 hectares of alluvial land, forming commodity production with a structure of growing medicinal plants, high-quality vegetables, clean technology products, closed value chains to create products with high productivity and quality. Developing livestock in the direction of concentrated production, farms, and ranches ensuring food hygiene and safety. Speeding up the implementation of planning for the central area of ​​the commune, attracting and filling up the Lang area to build infrastructure, attracting investment in production projects or factories in the Lang area and the Bui tree area to increase budget revenue and create jobs, develop traditional occupations such as civil carpentry, mechanics, construction, and processing agricultural products.

Some targets and tasks for the 2020 - 2025 term:

Total production value by 2025 will reach 175.5 billion VND.

Average income per capita is about 50 million VND/person/year.

By 2025, the poverty rate will decrease to 1%, lower than the district average.

Strive for the average annual rate of cultural families to reach 90%.

Maintain the commune to meet national standards on health and national standards on primary schools.
