Vinh City Party Committee: Studying Uncle Ho regularly and voluntarily
(Baonghean) - As a first-class city directly under the province, Vinh City Party Committee has up to 100 grassroots Party organizations, including 47 Party Committees, 53 grassroots Party cells and 719 Party cells directly under the grassroots Party Committee with 23,280 Party members. The City Party Committee is also the unit with the largest number of grassroots Party organizations and Party members compared to districts and towns in Nghe An.

These characteristics create great advantages for the central urban area of the North Central region in implementing emulation movements and socio-economic development, but at the same time, they also create great difficulties and pressure for the city's leaders in directing and operating, especially in implementing resolutions and directives into real life. Therefore, the assessment of 2 years of implementing Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle by the Vinh City Party Committee shows strong movements in the political and ideological life of cadres and party members. In addition, many key grassroots cadres have received disciplinary measures for violating the Party's principles.
Exemplary Female Lieutenant Colonel Captain
The Vinh City Police is considered by the Vinh City Party Committee to be a typical unit in implementing Directive 05 of the Politburo, in which the Administrative Police Team for Social Order Management (CSQLHC on TTXH) is one of the typical units of the Vinh City Police.

Arriving at Vinh City Police, we were suggested by the unit leader to visit the Social Order Administrative Team. And what was quite surprising was that here I met a female Lieutenant Colonel - the only Captain of the city police force. What is easy to notice about this female Captain is her open and friendly smile. She said that to relieve the pressure of a special task, one must find joy in work. She said this because, on average, every day the Social Order Administrative Team must receive and process more than 400 files from organizations and individuals regarding administrative procedures.
Overcoming difficulties, she proactively advised the unit commander to deploy and install the resident management software at the One-Stop Transaction Center. Thanks to this system, the time for handling administrative procedures has been shortened from 15 days to 7 days and soon to only 3 days. This has facilitated organizations and individuals when participating in resolving issues related to household registration, household registration, residence registration, registration of activities of industries with conditions on security and order, inspection and management of accommodation activities, liquefied petroleum gas, etc.

In particular, the Social Order Police Team is also a typical unit of Vinh City Police in implementing the program "Saturday for the people" and the campaign "Building the style of police officers in Uncle Ho's homeland, brave and humane, serving the people". Accordingly, officers and soldiers of the Social Order Police Team sacrificed their Saturday off to directly go to residential areas to guide people in completing procedures for residence registration, issuing household registration books and taking fingerprints to issue ID cards.
In 2017, the officers and soldiers of the Social Security Administration Department arranged for officers to go to wards, communes, and medical facilities to carry out procedures to issue free ID cards for 1,346 cases, and fingerprinted 120 cases at home for the elderly, the weak, and the lonely. And from the beginning of 2018 until now, the officers of the Social Security Administration Department have carried out procedures and issued free ID cards for nearly 1,000 people.
Lieutenant Colonel Nguyen Thi Thanh Hoa also said that the team has 36 comrades, but 27 of them are female. Overcoming difficulties in daily life, the sisters always show dedication and creativity in their work; ready to receive and complete tasks according to practical requirements. "To carry out the task, the sisters also have to work shifts, work at night, and sacrifice their days off, while there is no regime, but we encourage and tell each other: as police officers, accepting a little disadvantage is also the right thing to do" - Lieutenant Colonel Nguyen Thi Thanh Hoa shared.

In the 2 years of implementing Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, the City Party Committee has formed and developed many typical models and good practices in studying and following Uncle Ho. The Green Sunday movement is regularly deployed by the city on the first Sunday of every month, and has received the support of the people. Thereby, it has created spacious, green - clean - beautiful alleys.
There have been many typical models in humanitarian and charitable activities such as: "Bowl of love porridge", "Pot of love rice", "Charity rice meal"... for the poor in hospitals. The "Raising pigs to save" movement of the City Women's Union has collected nearly 850 million VND, supported and built 22 new charity houses, awarded 71 scholarships to children of members in difficult circumstances, 16 savings books for mothers of martyrs, single women, 227 health insurance cards for poor members...
City Farmers' Association members contributed nearly 7.2 billion VND, more than 8,000 working days, and dug and filled more than 6,600 hectares.3soil, sand, donation nearly 1,700m2rice field, more than 400m2garden land, demolished 260m of fence, participated in building and repairing 3km of canals, 64km of traffic roads... to implement the new rural program.

At Nghe An Maternity and Pediatrics Hospital, the Youth Union members learn and follow Uncle Ho's example by establishing a Live Blood Bank. In 2017, medical staff, doctors, and union members of the hospital donated 71 units of blood to provide timely emergency care to pediatric patients.
In Doi Cung ward, people in block 1 voluntarily built "Humanitarian charity boxes" placed in households for the past 9 years, collecting over 100 million VND to help difficult cases in the area...
Key solutions
Implementing Directive No. 05 of the Politburo, Vinh City Party Committee identified a number of key contents to make breakthroughs and create changes in the implementation of political tasks as well as ideological work. Accordingly, the Standing Committee of the City Party Committee has focused on directing the implementation of contents such as: Clearing traffic safety corridors, ensuring urban order and environmental sanitation in the city; Building the image of exemplary and prestigious Party members, civil servants and public employees of Vinh City among the people, renewing their style and manners, being close to the people, listening to the people, and having dialogue with the people; Continuing to maintain and build typical collectives and individuals in studying and following the ideology, morality and style of Ho Chi Minh...
In particular, the city's Party Committees at all levels have made the implementation of Directive No. 05 a key content in the action program to implement the Resolution of the Party Congresses at all levels in conjunction with the implementation of the Resolution of the 4th Central Committee (Term XII) and Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province by 2020, Decision No. 2468/QD-TTg of the Prime Minister approving the Project to develop Vinh city into an economic and cultural center of the North Central region by 2020...
Comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee said that with the characteristics of having many grassroots Party organizations, Party cells and the largest number of Party members in the province, Vinh City is also a key area for economic growth in Nghe An. Therefore, all political tasks and ideological work are implemented synchronously and resolutely by the entire political system of the city, bringing about positive results.

Accordingly, in linking the implementation of Directive No. 05 with the Resolution of the 4th Central Committee (term XI and term XII) of the Party, the Vinh City Party Committee has strictly handled many violations. Through the review work according to the Resolution of the 4th Central Committee (term XII), the Vinh City Party Committee has disciplined more than 20 comrades, including expelling 4 comrades from the Party for violating the Party's principles. This has both educational and deterrent effects and has created a widespread influence in the political and ideological work of the City Party Committee.
With the results achieved after 2 years of implementing Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, Vinh City Party Committee continues to determine: making the study and following of Uncle Ho a regular activity, a voluntary action within the Party, the socio-political system, creating a change in the awareness and action of Party organizations, the government, unions and each cadre and Party member. This is also an important solution contributing to the effective implementation of Vinh City's socio-economic goals in the following years.
