Appearance of 4 communes of Nghi Loc district about to be merged into Vinh city
(Baonghean.vn) - According to the Project to expand the administrative boundaries and urban space of Vinh city, the entire natural area and existing population size of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) will be transferred to Vinh city for management.
Nghe An is promoting the necessary procedures to submit to the Government and the National Assembly Standing Committee for consideration, expected in the first quarter of 2024. Below is the history of formation and scale of the above 4 communes.
1. Nghi Xuan
Before 1945, Nghi Xuan land belonged to Dang Xa commune. In May 1946, the commune level was abolished, and the commune-level administrative units of Nghi Loc district were merged into 24 communes.

In April 1947, Nghi Loc district was reorganized from 24 communes into 13 communes. Ngu Phong and Hop Thai communes merged into Ngu Hai commune. In 1954, Nghi Loc district divided 13 communes into 38 communes, at that time Ngu Hai commune was divided into 3 communes: Nghi Hai, Nghi Phong, Nghi Xuan, belonging to Nghi Loc district. Nghi Xuan commune has been operating stably until now.
Nghi Xuan commune has a total natural area of 6.16km2; population as of 2022 is 11,227 people, located about 11km northeast of Vinh city; East borders wards: Nghi Hai, Nghi Hoa (Cua Lo town), West borders Nghi Phong commune, South borders Phuc Tho commune.
Total budget revenue in 2022 reached 28.5 billion VND. Nghi Xuan commune is the first unit of Nghi Loc district to reach the new rural finish line, since 2014.
2. Happiness and Longevity
The land that is now Phuc Tho used to belong to Dang Xa commune. In May 1946, the commune level was abolished, and the commune-level administrative units of Nghi Loc district were merged into 24 communes; including Hai Yen commune, including the villages of Co Dan, Co Bai, Loc Tho, and Phuc Loi.
In July 1947, after merging 24 communes into 13 of the entire Nghi Loc district, Hai Yen commune and Van Xuan commune merged into Xuan Hai commune.

In 1953, Nghi Loc district established 38 new communes on the basis of 13 previous communes. Xuan Hai commune was divided into Nghi Thai and Nghi Phuc communes. In 1956, Nghi Phuc commune was divided into Nghi Phuc and Nghi Tho communes. On April 21, 1969, implementing Resolution No. 201/NV of the Minister of the Interior, Nghi Phuc and Phuc Tho communes merged into one commune with the new name Phuc Tho and have been operating stably until today.
Phuc Tho commune is about 10km east of Vinh city center, with a natural area of 6.12km2; population by the end of 2022 is 9,865 people; East borders Xuan Truong commune (Nghi Xuan, Ha Tinh); West borders Nghi Thai commune, South borders Hung Hoa commune (Vinh city), North borders Nghi Xuan and Nghi Phong communes.
In 2022, the commune's total budget revenue will reach 25.5 billion VND. Phuc Tho commune will achieve new rural standards in 2016 and advanced new rural standards in 2022.
3. Nghi Thai Commune
Similar to the two communes above, before 1945, Nghi Thai commune belonged to Dang Xa commune. In May 1946, the commune level was abolished, and the commune-level administrative units of Nghi Loc district were merged into 24 communes.

In 1954, Nghi Loc district divided 13 communes into 38 communes, at that time Xuan Hai commune was divided into 2 communes: Nghi Thai and Nghi Phuc. Nghi Thai commune has been operating stably since then.
Nghi Thai commune currently has a natural area of 9.5km2, with a population of 10,684 people by the end of 2022; bordering Phuc Tho commune to the East, Hung Loc commune (Vinh city) to the West, Hung Hoa commune (Vinh city) to the South and Nghi Phong commune to the North.
In 2022, the commune's total budget revenue reached 35.2 billion VND. In 2014, Nghi Thai commune was one of the first 7 communes in Nghe An province to be recognized as meeting new rural standards, since 2014.
4. Nghi Phong
Before 1945, Nghi Phong land now belonged to Thuong Xa commune. In May 1946, the commune level was abolished, and the commune-level administrative units of Nghi Loc district were merged into 24 communes. In April 1947, Nghi Loc district reorganized 24 communes into 13 communes. Ngu Phong and Hop Thai communes merged into Ngu Hai commune.

Nghi Phong commune has a natural area of 10.34km2, with a population of 10,348 people by the end of 2022; bordering Nghi Xuan and Nghi Thach communes to the East, Nghi An and Nghi Duc communes (Vinh City) to the West, Phuc Tho and Nghi Thai communes to the South, and Nghi Truong commune to the North. In 2022, the commune's total budget revenue will reach 29.85 billion VND. The commune will meet new rural standards in 2018.
