Do Luong: Creating an important premise for the success of Party congresses at all levels

Promoting the practical capacity of Party committee personnel

Do Luong District Party Committee has 72 subordinate grassroots Party organizations and the total number of party cells subordinate to grassroots Party Committees is 371. According to comrade Nguyen Tat Hiep - Head of the Organization Board of Do Luong District Party Committee, good direction of the congresses of party cells subordinate to grassroots Party Committees will create an important premise for directing successful grassroots and upper-level Party Congresses, so the congresses of party cells for the 2020-2022 term in the area are being carried out methodically.

In the merged rural block Party cells, the District Party Committee directed the grassroots Party Committee to implement strict and democratic procedures for the Party cell and temporary block and hamlet command committee personnel. Thanks to that, after the merger, the results of the election of the hamlet chief through people's meetings and the election of the Party cell committee, Secretary, and Deputy Secretary through the Party cell congress for the 2020-2022 term were basically those who were temporarily appointed; at the same time, Do Luong continued to implement the model of Party cell secretary concurrently being the block and hamlet chief in 54/190 blocks and hamlets; Deputy Party cell secretary concurrently being the Head of the Front Work Committee in 100% of blocks and hamlets; 116 Party cell committee members concurrently being the hamlet chief. In the whole district, only 20/190 blocks and hamlets have the hamlet chief who is not a Party member.

At the grassroots Party Congress, the Standing Committee of Do Luong District Party Committee established 10 steering groups and issued plans, notices, and instructions based on the directives and instructions of the Central and Provincial Party Committees for implementation. Selected as a model congress unit at the commune level to gain experience in directing grassroots congresses, up to now, the Party Committee of Boi Son commune has completed the personnel work process for the 2020-2025 term and submitted it to the District Party Committee. Accordingly, the personnel introduced to elect the new term Party Committee in Boi Son includes 17 comrades; of which 14/17 have university degrees and are studying at university; 3 comrades have college and intermediate degrees. In terms of politics, 100% have intermediate political qualifications or higher.

According to comrade Le Thi Hong Ha - Secretary of the Commune Party Committee, what is more important in Boi Son, the personnel introduced for election to the Party Committee for the 2020 - 2025 term all have good practical working capacity and through the steps of surveying and taking votes of confidence in the Standing Committee, Executive Committee and key officials all have a very high confidence rate, over 80%.

Comrade Nguyen Tat Hiep - Head of the District Party Committee's Organization Board affirmed that the work of preparing personnel for the grassroots Party Committee in Do Luong was very favorable. Because the personnel work in the 2015 - 2020 term was taken care of by the Do Luong District Party Committee and specified the standards for the qualifications of cadres at each position. Along with that, it is necessary to create conditions for opening training classes, especially intermediate political classes in the district to "popularize" the political level of the team. Along with that, the Standing Committee of the District Party Committee also pays attention to grasping the grassroots, supervising, monitoring, and evaluating cadres through movements as well as the ability to handle problems arising in practice; at the same time, it is resolute in arranging and reassigning suitable cadres.

Within 4 years (2016 - 2019), Do Luong District Party Committee has arranged and reassigned 116 grassroots cadres under the management of the District Party Committee Standing Committee. Through this, the grassroots cadres are on the one hand screened and reassigned according to their capacity and strengths; on the other hand, it helps cadres see more clearly their responsibilities to strive to complete their tasks well.

However, according to the Head of the Organizing Committee of Do Luong District Party Committee, when implementing the policy of bringing regular police to the commune, it is very difficult to arrange the current team of police chiefs; because currently in the payroll of civil servants in many communes there is a surplus and there needs to be specific policies. On the other hand, the over-age secretaries of the commune Youth Union in some communes also do not have a plan for arrangement.

Clearly identify breakthroughs in the new term

The preparation work for the new term congress was required by the Standing Committee of the Do Luong District Party Committee to attach importance to all stages, especially the key tasks, the tasks of Party building and rectification; clearly pointing out the advantages, disadvantages, causes, subjective causes and drawing lessons in leadership, direction and implementation. On that basis, determining the directions, goals, targets, tasks and specific solutions for the next term that are close to the actual situation and highly feasible.

At each base, we have also focused on building documents, promoting democracy, and widely collecting opinions from cadres, party members and people, including successful children living far away from home. For Trung Son commune, according to Party Secretary Vuong Thi Quy, the political report of the Party Congress has been approved by the 4th executive committee. Accordingly, the orientation of the commune's economic breakthrough is to develop safe and sustainable agriculture, becoming the agricultural center of the district. To do this, we must actively convert land to a new step, associated with promoting land accumulation; change the way farmers do business in the form of association and cooperation from production to consumption, increasing production value and income for farmers.

In the field of culture and society, we identify a breakthrough in building Trung Son people with cultural behavior and a civilized lifestyle. In the work of Party building, we identify a breakthrough in the quality and sense of responsibility of cadres and party members, building the style of "party members go first, the country follows". According to the Secretary of the Party Committee of Trung Son commune: To do so, we must do a good job of supervising and managing cadres and party members, associated with improving the quality of recruiting party members who are truly exemplary people.

In Boi Son commune, the breakthrough identified by the Party Committee is to focus on attracting investment resources to build infrastructure to meet development requirements; associated with attracting production projects, especially clean and safe agricultural production projects to effectively exploit alluvial land. The semi-mountainous area will focus on renovating mixed gardens, developing hill garden economy with fruit trees as the mainstay combined with hill chicken farming... In the work of Party building, the quality of cadres is taken as a breakthrough to build a strong Party organization and political system.

At the district level, comrade Le Minh Giang - Standing Deputy Secretary of Do Luong District Party Committee affirmed: The district focuses on Party building and the political system through improving the leadership capacity and fighting strength of the Party organization. In terms of economy, the focus will be on attracting investment projects to develop industry, trade - services, eco-tourism; developing agriculture with export products such as rice, peanuts, etc. In this term, Do Luong also sets out the determination to expand and develop Do Luong town with a more worthy space and appearance. At the same time, better care will be taken for education - training, people's health care, etc.
