Supervising the implementation of policies for teachers and educational administrators in Nghia Dan

On May 13, the Supervisory Delegation of the Provincial People's Council's Culture and Social Committee, led by Mr. Chu Duc Thai - Head of the Provincial People's Council's Culture and Social Committee, conducted a supervision visit to Nghia Dan district on the implementation of policies and laws for teachers and education managers.

The delegation surveyed facilities and met with teachers of Nghia Long Kindergarten.

Before working with the People's Committee of Nghia Dan district,
The delegation visited Nghia Long Kindergarten and Nghia Dan 1-5 High School. Through monitoring, it was found that all schools strictly implemented policies and laws on teachers and educational administrators. At the same time, the schools proposed to add more teachers according to central regulations, and have plans to arrange teachers according to the 2018 General Education Program.

According to the report of the People's Committee of Nghia Dan district, as of April 2022, the total number of managers, teachers and staff working in kindergartens, primary schools and secondary schools is 1,764 (1,639 staff, 125 contract), of which 142 are managers; 1,460 are teachers; 162 are staff. In the past time, policies and laws for teachers and educational managers have been implemented promptly, fully and in accordance with regulations such as: recruitment, transfer, rotation, secondment policies, salary policies, preferential allowances, attraction and other benefits...

However, the implementation of policies and laws for teachers and educational managers in the area faces some difficulties such as: The ratio of teachers/class is not enough according to the regulations, the assigned quota of the Provincial People's Committee and the regulations of the Ministry of Education and Training; while implementing Resolution No. 29-NQ/TW on comprehensive fundamental innovation of education, the number of students/class is reduced to improve quality, but to reduce the number of school staff, the number of classes must be reduced and the number of students/class must be increased; the annual transfer and secondment of teachers is facing many difficulties due to regional characteristics; the regime for preschool teachers is low compared to the requirements and working time.

Comrade Tran Dinh Toan - Deputy Head of the Legal Committee of the Provincial People's Council spoke about the policies and regimes for preschool teachers.

At the working session, the District People's Committee proposed a number of issues such as: The Provincial People's Committee should soon issue guidelines on regulations on transferring and seconding teachers so that districts can implement them in accordance with each region; request the Provincial People's Committee to estimate the funding source for salary transfer according to professional titles; promptly issue resolutions and policies to support schools in paying salaries and allowances to teachers under contract according to Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government; have written instructions for the whole province on the issue of paying teaching fees for teachers seconded to education departments; assign teacher staffing quotas according to regulations of the Ministry of Education and Training to properly implement the 2018 General Education program.

Talking to the Supervisory Delegation, Mr. Ngo Van Thanh - Vice Chairman of the People's Council of Nghia Dan district said that: in the past time, the policies for teachers and educational management staff have been well implemented by the district, showing that there are no outstanding petitions or complaints from the sector. For difficulties and problems under the authority of the district, the district will direct the implementation in accordance with regulations.

Concluding the working session, Mr. Chu Duc Thai - Head of the Provincial People's Council's Culture and Social Affairs Committee, Head of the Supervisory Delegation, accepted the opinions and proposals of the District People's Committee. At the same time, he requested the District People's Committee to pay attention to resolving salaries for contract preschool teachers according to Decree No. 06/2018/ND-CP, transferring salaries in accordance with regulations, reviewing the teaching force to have appropriate arrangements and arrangements./.
