'Shape' of 4 components of the nearly 200 million USD anti-flooding project in Vinh City

(Baonghean.vn) - The project development objective is to reduce flooding risks in the main urban area, enhance urban management capacity, support integrated infrastructure development and develop the ability to adapt to climate change in Vinh City.

At the 20th session, the People's Council of Nghe An province, term XVII, unanimously approved the policy to implement the Project "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province".

The project has a total estimated investment of 4,514 billion VND, equivalent to 195 million USD. Of which, the World Bank loan is 130 million USD, domestic counterpart capital is 65 million USD. The project is divided into 4 components.

Component 1Integrated drainage and connection investment, with 2 sub-components.

Specifically, subcomponent 1 is to improve the integration of secondary and tertiary sewers through investment in construction and renovation of sewers that do not have sufficient drainage capacity; at the same time, supplement and complete the secondary and tertiary drainage network of the central area to ensure drainage capacity, connecting to the existing primary drainage system such as: Bac Canal, ditch No. 1, Hong Bang ditch, ditch No. 2, Dong Vinh ditch, Vinh river.

Construct and upgrade the Southwest pumping station on an area of ​​about 1.2 hectares; including main items such as: pumping station, drainage gates, and construction of auxiliary works.

Construct a secondary collection network along primary stormwater drainage ditches and roads to collect wastewater separately for the central area of ​​the city.

Build a level 3 collection network along residential axes to connect to the level 2 collection network, build a pilot household connection for an area. Build transfer pumping stations to collect wastewater, upgrade existing wastewater pumping stations.

Subcomponent 2 will improve the connection of routes to increase adaptability such as: constructing Le Mao road extension of about 1.1 km (starting point at Vinh riverside road, ending point at National Highway 1 avoiding Vinh, construction boundary according to planning 48 m; upgrading Cao Xuan Huy road with the starting point connecting to the bridge over Vinh river, the ending point connecting to Pham Hong Thai road, length of about 0.5 km, construction boundary according to planning 24 m; upgrading Tran Nguyen Han road with the starting point connecting to Nguyen Truong To road, the ending point connecting to Ngo Duc Mai road, length of about 1.95 km, construction boundary according to planning 36 m;...

Component 2The project is to expand the storage capacity to reduce urban flooding, including 2 sub-components: building Hung Hoa 2 lake with an area of ​​45 hectares and the surrounding area of ​​about 135 hectares; at the same time building and upgrading 2 canals connecting Hung Hoa 1 lake with Hung Hoa 2 lake, etc.; building Hoi Chua drainage pumping station.

Component 3The project is to renovate and upgrade public spaces deployed on Vinh River. This component includes 2 sub-components.

Subcomponent 1 is to upgrade and renovate the Vinh River, about 5.8 km long, from the confluence with the Ke Gai River to Ben Thuy wharf to become the main drainage axis for the western area and the southern basin of Vinh city.

Constructing embankments along both river banks, upgrading and renovating management roads, building bridges connecting the two river banks at the Vinh - Ke Gai river junction; synchronously constructing technical infrastructure systems including rainwater drainage systems, sewer systems for collecting wastewater, water supply systems, lighting systems, communications, landscapes, trees, and walking paths.

Subcomponent 2 will synchronously build a green tree and landscape system to expand public space for Vinh River to ensure tourism development and sustainable development of Vinh city.

Component 4The project will develop an integrated flood risk management information system, improve wastewater treatment plant operations, and support project implementation.

Project implementation period is 6 years (2022 - 2027).
