More than 40 thousand candidates in Nghe An registered for the 2025 high school graduation exam

On the afternoon of June 18, Prime Minister Pham Minh Chinh chaired a national conference on the organization of the 2025 high school graduation exam.

The conference was held in both direct and online formats, connecting from the Government Headquarters to 63 provinces and centrally-run cities.

The biggest exam ever

The 2025 high school graduation exam is the largest exam ever with the participation of more than 1.1 million candidates across 63 provinces/cities, held at 2,493 testing locations with 50,039 testing rooms. It is expected that about 200,000 personnel will be mobilized to participate in the organization of the exam.

This is the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission.

The exam will take place on June 25, 26, and 27, 2025. Specifically, June 25 is the exam registration date; June 26 and 27 are the official exam dates; June 28 is scheduled as a backup exam date.

In Nghe An province alone, the 2025 exam recorded 40,235 candidates registered, of which 1,326 candidates studied under the 2006 General Education Program. The province organized 72 exam sites, of which 2 were reserved for candidates studying the old program. To serve the exam, Nghe An mobilized 6,594 cadres, teachers, and employees to participate in the tasks at the exam sites.

Candidates taking the exam under the 2018 General Education Program will participate in 3 exam sessions; including 1 exam session for Literature, 1 exam session for Mathematics and 1 exam session of an optional test including 2 subjects from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Technology (Industry, Agriculture), Foreign Languages ​​(English, Russian, French, Chinese, German, Japanese and Korean).

Candidates taking the 2006 General Education Program will participate in 4 exam sessions; including 1 Literature exam session, 1 Math exam session, 1 Natural Science/Social Science optional exam session, and 1 Foreign Language exam session.

The 2025 high school graduation exam takes place in a very special context. This is the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission.

The whole country is implementing administrative reform, streamlining and streamlining the apparatus, converting to a two-level local government model; restructuring and rearranging the inspection system at all levels from the central to local levels; restructuring and rearranging the local police force.

In particular, the number of candidates registering for the exam increased by nearly 100,000 compared to 2024. Meanwhile, the situation of buying and using high-tech equipment is complicated.

In the above context, the preparation and organization of the 2025 High School Graduation Exam must be carried out synchronously, thoughtfully, thoroughly, without subjectivity, and without negligence at any stage.

At the meeting, leaders of ministries, branches and representatives of some localities focused on discussing and analyzing the difficulties and challenges that are arising, and at the same time proposed many specific solutions to ensure that the exam takes place safely, seriously, in accordance with regulations, and achieves the set goals.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: Resolution 29 of the Central Committee affirmed the innovation of the examination method and recognition of high school graduation in the direction of reducing pressure and costs for society, but still ensuring reliability, honesty, and correct assessment of students' abilities, serving as a basis for vocational education and university education enrollment.

This year, the exam is held in the context of the country converting the local government organization model from 3 levels to 2 levels, rearranging administrative units at district and provincial levels, and moving towards reducing administrative focal points from 63 provinces and cities to 34.

In particular, the exam is organized in the context of a 3-level government, but the marking and announcement of results take place when the 2-level government is officially operating. That requires the organization process to ensure smoothness, without leaving any vacancies in tasks.

The Prime Minister directed that the spirit must be thoroughly understood: not to let the restructuring of the administrative apparatus affect the quality of the exam, and even more so not to let it affect the rights of candidates, their families and the whole society. This exam must be organized as a festival for candidates, for each family, for the whole society and for the whole country.

With the viewpoint of "taking candidates as the center and subject", the Prime Minister emphasized the requirement that the exam must achieve 3 "guarantees": Absolutely safe, healthy, honest, and objective in all stages of exam organization; ensure the best responsibility of related subjects, especially the Party committee, government, Fatherland Front and socio-political organizations, educational and training institutions; ensure the most favorable conditions for candidates and their families.

The Prime Minister also noted many contents to organize the exam most successfully, honestly and objectively reflecting the quality of learning and teaching of educational institutions and individual students, localities, agencies and related units; at the same time, orienting some contents for future high school graduation exams, especially research to move towards organizing high school graduation exams on computers, in line with the trend of digital transformation in education.
