Hung Nguyen clarifies responsibilities and resolves 75 pressing issues from the grassroots level

75 pressing issues
At the dialogue, in a democratic and frank spirit, more than 30 village-level officials raised 75 issues requesting the district to intervene and resolve. The issue that received many opinions was solving jobs for workers whose land was recovered.
Mr. Ngo Van Dung - Secretary of the Party Cell of Khoa Da 2 Hamlet, Hung Tay Commune, reported that in Khoa Da 2 Hamlet and some other hamlets, 100% of agricultural land was recovered, causing many farmers to be unemployed and at risk of falling back into poverty. Therefore, he requested the district to study and solve employment issues for workers whose land was recovered.
In reality, in Hung Yen Bac commune, there are many households with many children who want to let their children live separately but do not have land, leading to the encroachment of agricultural land to build houses. Mr. Nguyen Van Luu - Secretary of Party Cell 3 of Hamlet 3 suggested that the district pay attention to planning and arranging residential land for auction, both to ensure additional budget revenue and to serve the people's need for residential land.

Also related to land, many opinions reflect the situation of illegal land encroachment, granting land without authority, granting Land Use Right Certificates to people, requesting the district to intervene to resolve the issue thoroughly, reducing public frustration.
Some opinions suggested that the district increase support for cement to build rural roads; have solutions to improve facilities, equipment and awareness and responsibility of the medical staff at the district medical center, because many sick people do not come to this facility for examination and treatment but go to Nghi Loc and Vinh city.

It also includes strengthening the handling of overloaded vehicles on some routes, especially Provincial Road 8B; preventing multi-level marketing in residential areas; planning residential land for people, limiting encroachment on agricultural land...
Some opinions also raised concerns about the quality, awareness, and responsibility of the grassroots cadres and civil servants; the settlement of property issues, staff arrangement after the merger of hamlets and communes, etc.
Responsibility for resolution lies with the district, commune and people.
At the dialogue, on behalf of the Standing Committee of the District Party Committee, Comrade Hoang Van Phi - Secretary of the District Party Committee, Chairman of the District People's Council clarified the responsibility for solving the 75 issues raised at the district and commune levels and from the people themselves.
Regarding job creation for land recovery workers, the district has worked with the VSIP Project Management Board to attract Hung Nguyen children to work in the projects, first of all giving priority to workers whose land has been recovered.
Regarding the issue of planning residential land for auction, the Secretary of the Hung Nguyen District Party Committee affirmed that the district will be responsible for directing the Department of Natural Resources and Environment to coordinate with localities to study and resolve the issue.

Particularly for the issue of illegal land encroachment, granting land without authority, granting land use right certificates to people, the responsibility lies first and foremost with the facilities and people. The responsibility of the district has been and will continue to direct the Department of Natural Resources and Environment to review, inspect and handle.
Responding to the proposal on the canal route due to the impact of the VSIP Project, the District Party Secretary also clarified the responsibility of the government and people for not promptly proposing when the project was under construction; at the same time, he requested that localities learn from experience and proactively propose issues that may arise related to people's lives when implementing the North-South Expressway project, because if this project is constructed by foreign investors, it will be very difficult to supplement the construction works that arise later.
At the end of the dialogue, District Party Secretary Hoang Van Phi also requested localities to review and clarify the contents raised at the conference and propose plans and roadmaps to resolve issues under the jurisdiction of district and commune levels.
