This dialogue conference between the Standing Committee of the Provincial Party Committee and the leaders of the departments and experts in the Provincial Agencies Bloc is a broad political activity and has been welcomed and paid attention to by the leaders of the departments and experts. This is the second time since 2019 that the leaders of the departments have had the opportunity to meet directly, dialogue, and exchange their thoughts and aspirations with the Standing Committee of the Provincial Party Committee. It is also an opportunity for the Standing Committee of the Provincial Party Committee as well as the leaders of the departments and branches to hear the thoughts and aspirations and answer the concerns and difficulties in the process of performing the tasks of the team of cadres, civil servants and public employees.

Recently, the Central Government has been encouraging cadres, civil servants, and public employees in general and department-level managers in particular, as well as department leaders, to dare to think, dare to do, and dare to take responsibility. However, currently, the law also has overlapping regulations, leading to a situation where civil servants and public employees are still afraid of work and do not dare to be decisive in solving and handling work.

I hope that after this conference, comrades who are undertaking important tasks in departments and branches will have a voice. And I also hope that after the conference, comrades of the Provincial Standing Committee, leaders of departments and branches will have documents and policy adjustments to ensure the implementation of tasks for the team of department-level managers and specialists. Because we want when performing any task, we must clearly identify the person, the work, the responsibility, and the extent to which they are allowed to do it. We encourage people who dare to think and dare to do, but we must also determine for them the scope of safety. In addition, there must be a regime and policy worthy of creativity, innovation and breakthrough.

The team of department heads and deputy department heads currently plays a very important role. This is the key team in consulting and handling professional work, thereby deciding the effectiveness and progress of work handling in each industry and each field.

Personally, I think that the Dialogue Conference between the Standing Committee of the Provincial Party Committee and the leaders of the departments and experts in the Provincial Agencies Bloc is very meaningful. Firstly, the conference is the recognition of the provincial leaders for the team of department heads, deputy department heads and experts. Secondly, the provincial leaders, through the conference and the voices of the department leaders, know the effectiveness and efficiency of handling work in each field.

However, the Central Government is currently promoting the fight against corruption and violations, which has inadvertently caused apprehension among cadres, civil servants, and public employees, of which the team of department heads and deputy department heads are most concerned. Because this team must take the main responsibility for consulting and handling work.

I hope that the Dialogue Conference between the Provincial Standing Committee and department-level managers and experts will be held regularly to create cohesion, coordination, and unity of will and action throughout.

As we know, departmental managers and specialists play a very important role in the state apparatus. However, this team is also facing many difficulties in carrying out their assigned tasks. As a female cadre, I see that in addition to the common difficulties of departmental leaders, female cadres also face some difficulties in balancing and arranging reasonable time between work and family. Therefore, to ensure professional quality, each female cadre needs to arrange time reasonably and harmoniously.

In recent times, female cadres have received attention and priority from the entire political system. Policies have created a lot of motivation for capable female comrades. In the coming time, I hope that in addition to paying attention to the working environment, the provincial leadership will also pay more attention to this group in the work of promoting and rotating leaders. It is necessary to pay attention to properly assessing their level of dedication, as well as their strengths, so that women can further develop their professional work as well as move towards higher roles.

This dialogue conference between the Standing Committee of the Provincial Party Committee and department-level leaders and experts in the Provincial Agencies Bloc aims to convey the will and political determination of the provincial leaders to department-level leaders and experts.

After 2 months of preparation, the Standing Committee of the Provincial Party Committee of the Provincial Agencies - the standing agency organizing the conference, organized 4 channels to survey opinions from department-level leaders and experts, including: Survey on the Provincial Electronic Information Portal, the Bloc Party Committee's Electronic Information Page, and surveys of people and businesses. We received 2,065 opinions from cadres, party members and the masses.

It can be said that from the department-level management leaders to the experts are very interested in this event, and at the same time, we also hope that through this conference, the Standing Committee of the Provincial Party Committee will listen to the thoughts, aspirations, suggestions and proposals with the common goal of moving towards the development of the province. We think that this conference takes place at a time when the Party Committees at all levels are conducting a mid-term review, setting us the need to strive to complete the goals and resolutions set by the Party Congresses at all levels at the beginning of the term.

The conference is an opportunity for delegates to frankly dialogue with each other, discuss issues of concern and worry, and convey messages for the development of Nghe An province as Uncle Ho always wished.

Up to now, through monitoring, we have seen that the quality of the team of department heads and deputy department heads in our province is very good. However, in the process of implementing tasks, some contents on institutions and policies are still lacking in synchronization and are still entangled. We think that through this conference, those obstacles and bottlenecks will be resolved.
