Con Cuong district builds 2 teaching and learning scenarios for the 2021-2022 school year
(Baonghean.vn) - Con Cuong district has developed two teaching and learning scenarios for the 2021-2022 school year to apply quickly, promptly, and appropriately to the developments of the Covid 19 epidemic in the area.
September 1,People's Committee of Con Cuong districtpromulgatePlan No. 122/KH-UBND on implementing teaching and learning tasks to respond to the Covid-19 epidemic in the 2021-2022 school year.
It stated: The Covid-19 epidemic in Con Cuong district is basically under control, from August 20, 2021 to now, no F0 cases have appeared; in addition to strictly implementing disease prevention measures, people strictly follow the "5K" recommendations, strictly implement isolation and social distancing. The District People's Committee is making efforts to find vaccine sources to vaccinate people; the whole district has had 4,440 people vaccinated, of which over 20% of managers, teachers and staff have received the first dose of the vaccine; citizens returning to their localities from work are being quarantined and strictly controlled, with no cases of infection in the community.

Recently, Con Cuong district has conducted a survey on the current situation of teaching and learning in the context of the Covid-19 epidemic. Thereby, it is determined that the proportion of learners with devices toonline learninghigher than in 2020; the team of managers and teachers actively studied to improve their information technology skills to meet the requirements of online teaching. The Department of Education and Training has actively coordinated and proactively implemented measures to prevent and control the Covid-19 epidemic; propagated and instructed students and parents to raise awareness about disease prevention and control, school hygiene, disinfection, sterilization, installation of additional hand washing systems; prepared conditions for organizing online teaching; instructed students to study at home via the Internet, radio and television.
However, the telecommunications infrastructure in Con Cuong district is not yet guaranteed, many low-lying villages still do not have telephone coverage or Internet (Khe Bu, Khe Na, Khe Nong (Chau Khe); Ke Tat, Pa Ha (Thach Ngan); Khe Thin (Luc Da); Khe Bung, Co Phat (Mon Son).
The awareness, level of management and guidance of students to study online at home of a number of parents are still limited. The percentage of students without devices (smartphones, computers, etc.) to participate online is 50.8% (at secondary school level), 35.6% (at primary school level) and more than 30% (at high school level). Notably, in some schools, the number of students who cannot study online is up to 75% (Chau Khe Primary School 2); 71.27% (Thach Ngan Boarding Secondary School).

Faced with the complicated and unpredictable developments of the Covid-19 pandemic, Con Cuong district has developed two teaching and learning scenarios to ensure the best organization of teaching and learning to respond to the developments of the Covid-19 pandemic.
Scenario 1:Con Cuong district has a case of community transmission, the whole district (or some localities in the district) implements social isolation according to Directive No. 16/CT-TTg of the Prime Minister. All educational institutions organize online teaching (except for preschools), study on television, study according to videos provided by the Education sector (except for areas without internet, 3G, 4G signal - In these areas, schools organize to deliver lessons through the community Covid-19 Team; teachers performing this task must be vaccinated with at least 1 dose).
Scenario 2:The entire district has no community transmission cases after 14 days since the discovery of the most recent community case, implementing social distancing according to Directive No. 15/CT-TTg of the Prime Minister. The teaching plan for this scenario is as follows:
For preschool education: Do not organize teaching and do not gather children to go to school until there is direction and guidance from the Department of Education and Training.
For primary level:All educational institutions should take advantage of this time to organize direct teaching by organizing classes with less than 20 students per class; organizing multiple shifts during the day; studying on both Saturdays and Sundays. It is required to prepare school facilities well, disinfect schools and classrooms, ensure environmental hygiene; arrange for staff, teachers, employees and students to wash their hands with sanitizer before entering the school and classroom; strictly implement the "5K" recommendation; measure body temperature before entering the classroom; take and pick up students to ensure epidemic prevention and control measures; strive for teachers to receive at least 1 dose of vaccine before going to class.
Implement program allocation and reduction according to the instructions of the Ministry of Education and Training and the Department of Education and Training (if any).

For primary schools for ethnic minorities:Organize concentrated, direct learning but must ensure measures to prevent and control the Covid-19 epidemic. Specifically, screening at home before entering school (parents and students must declare their health); students eat, stay, and sleep in groups with the group studying in class; groups do not contact each other for at least 14 days; strictly manage, do not allow students to leave the school campus, limit teachers and staff from going home during teaching and working hours at school (in case there is a special reason to go home, when returning to school, they must have a valid Covid-19 rapid test certificate and must pay for it themselves); implement social distancing right at school, divide study shifts reasonably; allocate and reduce the program load according to the instructions of the Ministry of Education and Training (if any).
For town primary schools, Bong Khe Primary School:No boarding yet.
For secondary school level:
- With Thach Ngan Secondary Boarding School and Con Cuong Secondary Boarding School:Organize concentrated, direct learning but must ensure measures to prevent and control the Covid-19 epidemic. Specifically: Screening at home before entering school such as: Parents and students must declare their health; Students eat, stay, and sleep in a group room with the group studying in class; groups do not contact each other for at least 14 days.
Implement strict management, do not allow students to leave the school campus, limit teachers and staff from going home during teaching and working hours at school (in case of special reasons to go home, when returning to school, they must have a valid Covid-19 rapid test certificate and must pay for it themselves); implement social distancing right in the school, divide the study shifts reasonably. Implement program allocation and reduction according to the instructions of the Ministry of Education and Training (if any).
- For the remaining secondary schools (mainly in favorable areas):Teaching will mainly be conducted online (except for those who cannot participate in online learning - for these students, the school will organize direct teaching. In special cases, teachers will be assigned to guide students to study on television, combined with giving assignments.

For high school level:Online teaching will be conducted (High schools will develop their own plans).
In order for the teaching and learning work of the 2021-2022 school year to achieve the best results, in Plan No. 122/KH-UBND, the People's Committee of Con Cuong district sets out specific tasks for the Department of Education and Training, related departments and offices; authorities of communes, towns, unions, associations... to focus on implementing.
