Conclusion of the Chairman of the Provincial People's Committee on the Draft Planning of Nghe An Province
(Baonghean.vn) - The Provincial People's Committee has just announced the conclusion of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Planning Council at the working session to listen to and give opinions on the Draft Planning of Nghe An province for the period 2021-2030, with a vision to 2050.
On April 14, 2022, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Planning Council chaired a meeting to listen to and give opinions on the Draft Planning of Nghe An Province for the period 2021 - 2030, with a vision to 2050 (hereinafter referred to as the Provincial Planning). Attending the meeting were members of the Provincial Planning Council, the Working Group of the Provincial Planning Council and the planning consultancy unit.

After listening to the consulting unit report on the content of the Draft Provincial Planning; opinions of the delegates attending the meeting; Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Planning Council concluded as follows:
1.Provincial Planning Workis a particularly important task, deciding the long-term development of Nghe An province in the next 10 years and vision to 2050. The establishment of the Provincial Planning according to the provisions of the 2017 Planning Law is a new and difficult content, especially in the context of national and regional planning that have not been approved. The Provincial People's Committee highly appreciates the efforts of the consulting unit; departments, branches, sectors and localities have participated, closely and effectively coordinated in the process of developing the Draft Provincial Planning; to date, the initial draft documents have been completed to submit to the Provincial Planning Council, including: (i) Provincial Planning Synthesis Report; (ii) Provincial Planning Summary Report; (iii) Report of 49 integrated contents of sectors, fields and localities; (iv) Related map system.

2. To continue to complete the content of the Draft Provincial Planning to ensure quality and progress for submission to the Provincial People's Committee, report to the Provincial Party Standing Committee and competent agencies, the Provincial People's Committee requests departments, branches, sectors, People's Committees of districts, cities, towns and consulting units to implement the following contents:
2.1. Urgently complete the Draft Provincial Planning to ensure the following requirements:
- The content of the Provincial Planning must closely follow Decision No. 1179/QD-TTg dated August 4, 2022 of the Prime Minister on approving the planning task of Nghe An province for the period 2021-2030, with a vision to 2050; ensure full content according to Article 27 of the Law on Planning and Article 28 of Decree 37/2019/ND-CP of the Government; closely follow the goals, viewpoints, and orientations of the Resolution of the 19th Provincial Party Congress; fully update new contents suitable to current practical conditions; ensure consistency and connection of major orientations between national, sectoral, and regional planning with the Provincial Planning.
Continue to carefully review drafts and related documents; the content of the Provincial Planning needs to be presented in a focused, concise and brief manner; do not propose to include overly detailed content in the planning... causing difficulties in the implementation process later; review and handle inter-sectoral and inter-district issues to ensure consistency, synchronization and effectiveness.
2.2. Provincial departments, branches and sectors and People's Committees of districts, cities and towns:
- It is necessary to identify the development of the Provincial Planning as a key political task of 2022; Directors of departments, branches, and sectors; Chairmen of People's Committees of districts, cities, and towns must directly lead and direct the implementation of work content related to the sectors and localities under their charge.
- Responsible for reviewing, checking, supplementing information, data, comments, assessments, viewpoints, goals, targets, solutions, development plans, list of priority investment projects according to the sectors and fields under their management, focusing on key and key projects to propose for inclusion in the Provincial Planning. Continue to coordinate with the Department of Planning and Investment, consulting units to unify and complete development planning plans for the sectors under their management, especially in: Transport infrastructure, energy, digital transformation, industrial parks, industrial clusters, forestry development, urban development; district and inter-district development plans; land allocation and zoning plans.
- Departments, branches, sectors and localities are fully responsible for the content of their agencies, units and localities proposed to be included in the Provincial Planning, ensuring completeness, accuracy and feasibility in the implementation process after approval. In addition to the contents according to the sectors and fields in charge, it is necessary to study and contribute comments on the following contents: viewpoints, goals, targets, plans, development scenarios, and general key orientations of the province. Comments from departments, branches, sectors and localities must be sent in writing (or edited directly into the draft reports) to the Department of Planning and Investment for synthesis.
- Assign relevant departments and units, according to their assigned functions and tasks, to coordinate with the Department of Planning and Investment; consulting units to work and collect comments from central ministries and branches (according to the vertical sector in charge) on the Draft Provincial Planning, to be completed no later than May 15, 2022.
2.3. Department of Planning and Investment coordinates with Consulting Unit:
- Seriously and fully absorb the opinions of the sectors and localities at the meeting and the written comments of the units to continue to comprehensively review the Provincial Planning dossier; complete and report to the Provincial People's Committee and the Provincial Party Standing Committee to listen and give opinions at the regular meeting in April 2022.
- Review and standardize some contents and data in the Draft Provincial Planning to ensure completeness and accuracy.
- Organize to collect opinions from experts, the Provincial Socio-Economic Advisory Group; the Vietnam Fatherland Front Committee of Nghe An Province; and the community according to regulations. Strive to complete the contents of the Provincial Planning dossier to submit to the Central Appraisal Council and submit to the Prime Minister for approval to ensure quality and progress.
