Overcoming limitations in judicial work, ensuring rights for organizations and individuals

In 2019, the Department of Justice commented on 290 documents, reviewed 84 draft documents, and inspected 39 legal documents issued by the Provincial People's Committee. Through inspection, the Department discovered 2 documents with content inconsistent with legal provisions.
Regarding mediation work at the grassroots level, there are currently 5,570 mediation teams with 38,096 mediators. In 2019, the industry received 3,722 mediation cases, of which 2,824 cases were successfully mediated (reaching a rate of 75.87%), successfully mediated many complicated and prolonged cases, creating trust and prestige among the people.
The work of civil status, authentication, adoption, registration of secured transactions, and state compensation has achieved many results. The implementation of administrative procedure reform in the work of judicial records has been promoted, creating more and more favorable conditions for people and organizations; 33,074 judicial records have been processed and issued, an increase of 135.7% compared to the same period in 2018; criminal records have been cleared for 855 cases.

State management of judicial support has been strengthened. The field of asset auctions by asset auction organizations has been promoted. In 2019, auction organizations conducted 1,173 successful auctions, collecting VND 2,402,748,796,662, the total auction service fee collected was VND 8,655,029,228, and paid VND 712,810,941 to the state budget.
The State Legal Aid Center (GLA) of Nghe An province has handled 1,025 cases and organized 11 grassroots communication campaigns for especially disadvantaged communes, villages, hamlets, and villages.
At the conference, officials and civil servants of the Department of Justice also frankly pointed out the shortcomings and limitations. Specifically, the work of developing and promulgating legal documents still has some shortcomings, there is a situation where some sectors do not understand the process of promulgating legal documents, promulgate illegal documents; the implementation of monitoring the implementation of the law is still slow in inter-sectoral coordination due to unclear, specific and untimely mechanisms and instructions.
State management in some areas such as household registration at the district level is still confusing; judicial support work has not kept up with demand, especially in the fields of lawyers and bailiffs...

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee acknowledged the results achieved by the leadership, cadres and civil servants of the Department of Justice in the past year. At the same time, he requested that in the 2020 plan, the Department of Justice should focus on the following contents: Continue to carry out the quality of commenting and appraising draft legal documents to ensure constitutionality, legality, unity and synchronization.
In addition, continue to propagate and disseminate new laws and codes issued by the National Assembly, legal documents that the public is interested in in many forms. Strengthen inspection and examination work, promptly remove difficulties and obstacles at the grassroots level. Monitor the implementation of laws in the province, focusing on sensitive areas directly related to people and businesses such as land management, traffic, environment, handling of administrative violations...
