Continuously improve administrative reform indicators
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a document on the implementation of tasks and solutions to improve efficiency, overcome shortcomings and limitations in administrative reform in the first 6 months of the year; improve the indicators: PAR INDEX, SIPAS and PAPI in 2022. One of the tasks that sectors and localities are focusing on implementing is promoting administrative procedure reform and improving public ethics of cadres and civil servants.
Review and simplify administrative procedures
In order to reform and shorten the time for handling administrative procedures, the People's Committee of Quynh Luu district is implementing a pilot model of administrative reform. That is, receiving documents and returning results via public postal services for a number of administrative procedures in the land sector;online applicationfor 5 procedures in the field of establishment and operation of business households.

Quynh Luu district also simultaneously implements the model of "Resolving administrative procedures in one session" for registration of mortgages of land use rights and assets attached to land; changing mortgage contents and deleting mortgages of land use rights and assets attached to land; procedures for establishing and operating business households.
“The district directs relevant units to review and reduce administrative procedures, propose to abolish unnecessary administrative procedures. Reduce the time to handle some administrative procedures for people and businesses such as registering business licenses; remove mortgages on assets attached to land and administrative procedures on household registration and household registration”.
At the People's Committee of Dien Chau district, with efforts in administrative reform in 2021, the district's administrative reform ranking index rose from 4th in 2020 to 2nd in the province. To continue improving the administrative reform index, the district has focused on directing the implementation of interconnected administrative procedures for birth registration, death registration, permanent residence cancellation, death benefits, and funeral expenses; maintaining interconnection for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old. At the same time, the district directed and guided communes and towns to promptly implement the process of certifying electronic copies from originals according to the provisions of Decree 45 of the Government.

Dien Chau district is also directing to continue reviewing to reduce some processing time for some procedures under the district's jurisdiction, creating favorable conditions for people and businesses to process administrative procedures under their jurisdiction as soon as possible.
For provincial departments and branches, they are also focusing on reviewing, simplifying and shortening the time to handle a number of administrative procedures and groups of procedures. In particular, implementing Plan 247 of the Provincial People's Committee, a number of departments have reviewed and simplified 15 administrative procedures and groups of procedures in the fields of construction; land; domestic goods circulation; judicial records, civil status; emulation - rewards and roads.
Improving public ethics
According to the announcement of the Government's Steering Committee for Administrative Reform,Administrative reform indexNghe An's 2021 PAR Index ranked 17/63 provinces and cities, up 1 place compared to 2020. The satisfaction index of people and organizations with the services of State administrative agencies (SIPASP) ranked 35/63 provinces and cities, up 13 places compared to 2020.

According to the announcement of the United Nations Development Program in Vietnam in 2021, Nghe An's Provincial Governance and Public Administration Performance Index (PAPI) ranked 15th out of 63 provinces and cities. The results of these indexes demonstrate the high determination of Party committees and authorities from the province to the grassroots level; of departments, branches, localities and units.
However, according to the assessment of Nghe An Provincial People's Committee in 2021, some component indexes of PAR INDEX in some areas: Direction and management of administrative reform; administrative procedure reform, public finance reform, building and improving the quality of cadres and civil servants, ranked 13/63 (11/63 in 2020) provinces and cities, down 2 places; the administrative modernization index did not reach the maximum score; there have not been many new initiatives on administrative reform, especially breakthrough initiatives. The ranking and component indexes of the SIPAS index are still low compared to other localities. For PAPI, the public service index and public service provision index are in the low average group. Some component contents in the content axes are still low.

To improve the indicators, the Provincial People's Committee has directed agencies, localities and units to focus onimprove the quality of staff and civil servantsperform duties in positions related to processing and resolving records for businesses and investors in terms of both expertise and public ethics. At the same time, strengthen supervision, inspection and examination of public service to limit the situation of "hiding records", "returning records", causing difficulties and troubles for businesses... Resolutely handle cases of officials and civil servants causing harassment, with strict penalties as a deterrent. Implement timely, complete and serious apologies to individuals and organizations in handling administrative procedures for records that are overdue for processing.
Along with that, promote the application of information technology in directing, operating, and deploying public services at levels 3 and 4 to facilitate, limit contact, cause inconvenience and difficulties for people and businesses. On the other hand, strengthen measures to grasp the opinions and feedback of people and businesses on the service attitude of officials and civil servants.
“Reforming administrative procedures, attitudes and responsibilities of officials, civil servants and public employees is one of the key contents in administrative reform. Therefore, the departments, branches and localities should resolutely review and simplify the components of documents and implementation procedures; promptly resolve administrative procedures for organizations and individuals. Along with that, improving the public ethics of officials and civil servants... will contribute significantly to improving the PAR INDEX, SIPAS and PAPI indexes in the province”.
