On January 18, 2021, the Prime Minister issued Official Dispatch No. 17/TTg-QHQT approving the proposal for the Project "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province", from preferential loans from the World Bank (WB), including the component: Upgrading Vinh River... These are important legal bases for planning and effective use of Vinh River.

Vinh River plays a very important role for the city such as: Transport of goods by waterway; Fast drainage during flood season; Regulating the climate of the surrounding area in the summer; Maintaining the stability of groundwater levels in the basin... The project "Sustainable urban development and adaptation to climate change in Vinh city" will focus on investment items and work to be done including: Dredging the riverbed and building embankments along the river; upgrading and renovating management roads along the two river banks; synchronous construction of technical infrastructure systems including drainage systems, lighting systems and other infrastructure systems; building landscapes, trees and walking paths along both river banks...

With the investment in synchronous renovation and upgrading of Vinh River, it creates a new highlight in beautiful, civilized and modern urban landscape architecture, a central axis of trade, services and tourism in the South of the city, contributing to promoting socio-economic development, improving people's lives and improving environmental sanitation conditions.

Pursuant to Decision No. 703/QD-UBND dated December 9, 2019 of the People's Committee of Nghe An province on land allocation to Trong Dong Real Estate Investment Joint Stock Company and Him Lam Nghe An Joint Stock Company in Vinh Tan ward and Construction Permit No. 11GP/SXD dated March 11, 2022 for the consortium of Trong Dong Real Estate Investment Joint Stock Company and Him Lam Nghe An Joint Stock Company at the Vinh Tan Ward Housing Project, Vinh City, Nghe An province, up to now, the investor has been carrying out many construction items such as: Compensation for site clearance, construction of technical infrastructure, completion of embankments, leveling and completion of traffic routes in the project. The investor has also fulfilled its tax payment obligation to the State with a total land use tax amount of nearly 53.3 billion VND.

Vinh Tan Ward Housing Project has an area of ​​5.5 hectares with 184 3.5-storey semi-detached villas, 15-storey luxury apartments, 5-storey social housing, kindergarten and some utility and landscape works. The project has a total investment of about 590 billion VND.
