Bus trips to avoid the epidemic

At around 5:00 a.m. on July 20, the car stopped for breakfast at a restaurant near Con Cuong town market and returned to Ky Son at 8:00 a.m. on July 20. Immediately afterwards, the authorities quarantined and investigated 14 close contacts. At 8:30 the next day, July 21, 9 other citizens went to the epidemic control checkpoint in Hong Tien village, Chieu Luu commune to make a medical declaration. These 9 people, including 7 adults and 2 children, rode motorbikes, departing from Binh Duong province on July 18, following the Ho Chi Minh road to their hometown in Ky Son. Among them were Mr. LBC and his wife with their two children in Nam Can commune. Before returning, these 9 people prepared food and drinks. On the way, if they were hungry or tired, they stopped to eat and rest along the way. They did not enter shops or motels.

In the afternoon of the same day, the Hong Tien Covid control checkpoint continued to receive 12 people returning from Binh Duong by motorbike. These citizens are from the communes of Nam Can, Na Ngoi, Ta Ca, Tay Son, Dooc May, etc. who work for hire in the South. The Covid-19 epidemic broke out, 19 southern provinces and cities implemented Directive 16, lost their jobs and income, so they decided to return to their hometowns by motorbike. It is forecasted that in the coming days, the number of workers from the southern provinces returning to their localities will continue to increase.
Promoting "4 on-site"
According to statistics from the Department of Labor, Invalids and Social Affairs, Ky Son district has more than 2,000 workers working in the southern provinces. With the outbreak of the epidemic and job losses, most of these people want to return to their hometowns to avoid the epidemic. Many people have rented cars or driven motorbikes from the southern provinces to Nghe An.

“One advantage of Ky Son district is that most communes in the area have boarding schools, meeting all the conditions such as electricity and water systems, restrooms, resting rooms, etc. to set up centralized quarantine areas, ready to welcome citizens from epidemic areas back to their hometowns,” said Mr. Le Hong Lap - Head of the Department of Labor, Invalids and Social Affairs of Ky Son district.

To prepare for receiving workers from the southern provinces in particular and the areas implementing Directive 16 in general, the People's Committee of Ky Son district has assigned specific tasks to the police, military, health and the Department of Labor, Invalids and Social Affairs to make detailed plans to avoid the risk of spreading the epidemic in the area. At the same time, it has activated concentrated quarantine areas at the commune level, promoted the role of security, military and grassroots health forces; and implemented the "4 on-site" motto to fight the epidemic.
“The district will organize screening, classification, and centralized quarantine for returning citizens at centralized quarantine areas and paid service quarantine areas if citizens have a need; testing procedures will be carried out according to the epidemic prevention and control regulations of the Ministry of Health, the National Steering Committee for Covid-19 Prevention and Control, and the Steering Committee for Covid-19 Prevention and Control of Nghe An province,” said Mr. Nguyen Huu Minh, Head of the Steering Committee for Covid-19 Prevention and Control, Chairman of the People's Committee of Ky Son district.

According to the plan, all Ky Son citizens returning from the southern provinces and areas implementing Directive 16 will be quarantined for 14 days in quarantine areas. Citizens of each commune will be quarantined in that commune. At the same time, strictly manage citizens in concentrated quarantine areas according to regulations on Covid-19 prevention and control. Ensure logistical conditions such as: food, accommodation, daily activities... for citizens in concentrated quarantine areas. Ensure security, order, fire prevention and fighting safety in concentrated quarantine areas and families receiving citizens.
On July 20, the People's Committee of Nghe An province issued Plan No. 396 on welcoming citizens affected by the Covid-19 epidemic from Ho Chi Minh City and southern provinces and cities who urgently need to return to Nghe An. The subjects are the elderly, children, pregnant women, freelancers, unemployed people, people stranded due to visiting relatives, work, students, etc. According to the plan, citizens returning to Nghe An will be quarantined at concentrated quarantine areas of Nghe An province under the responsibility of the Provincial Military Command; centralized quarantine is managed by the People's Committees of districts, cities and towns.
