A clinic in Vinh city was fined 35 million VND and had its license revoked.

On the afternoon of September 20, Nghe An Department of Health issued a Decision to revoke the medical practice license of the Medical Clinic in Vinh City.
This move was made after the Nghe An Department of Health decided to inspect this clinic from August 23 to September 18.
The reason for revoking the license is that there are not enough practitioners suitable for the clinic's scope of professional activities.
According to the inspection results, this clinic did not ensure the adequate quantity and quality of emergency equipment and medicines; The technical name in the price list of medical examination and treatment services was not consistent with the approved name.
At the time of inspection, the clinic did not perform internal medicine, dermatology, X-ray, or ENT examinations or treatments. Doctors in these specialties were not present at the clinic.
Also at the time of the inspection, the person in charge of testing at the clinic was not working. The test results during office hours were performed by technicians but used the stamp and signature of the person in charge of testing.
Along with the decision to revoke the operating license, for these violations, the Department of Health fined this Clinic 35 million VND.
Previously, in May 2019, also at this clinic, the Immigration Department of the Provincial Police discovered that 5 Chinese people, including 2 doctors and 3 employees, were residing and working illegally without permission from the competent authority. Specifically, Ms. Zhang AiHue (born in 1963) is a doctor who examines patients and imparts experience to nurses at the clinic; Mr. An JunLi (born in 1968) is a doctor who examines patients; Mr. Ke ZhiXiong (born in 1974) works in the office and manages human resources at the clinic; Mr. Hu ZhongWen (born in 1968) is an employee who checks and arranges equipment and machines; and Mr. Li BingQing (born in 1988) is an employee who purchases equipment and supplies at the clinic.
On June 6, 2019, Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed 5 decisions to impose administrative penalties on these 5 citizens, each of whom was fined 20 million VND and forced to immediately stop the violation and complete all procedures to be licensed by competent authorities of Vietnam before practicing or engaging in other activities in Vietnam.
This is believed to be the first case of a medical facility in Nghe An employing a doctor of Chinese nationality. This clinic has much higher prices for medical examination and treatment services than other private clinics in the area.
At the time of the recent inspection, this clinic still had two Chinese doctors, one in charge of the Obstetrics department, the other working in the Surgery department.
