Pursuant to Official Dispatch No. 493/TTg-KSTT dated June 1, 2023 of the Prime Minister on administrative procedure reform and business environment improvement, the Chairman of Nghe An Provincial People's Committee requests Directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns:

-Departments, branches, sectors, localities:

Focus on reviewing, cutting and simplifying administrative procedures (AP) related to investment, production, business activities and people's lives, ensuring to cut and simplify at least 20% of regulations and cut at least 20% of compliance costs according to the Government's direction in Resolution No. 68/NQ-CP dated May 12, 2020, Resolution No. 76/NQ-CP dated July 15, 2021 and Resolution No. 131/NQ-CP dated October 6, 2022, in which, research and propose to immediately cut unnecessary procedures and intermediate steps; overlapping and unquantifiable business conditions to ensure transparency in inspection, appraisal, assessment and approval; overlapping specialized inspection activities with the participation of many agencies and units; at the same time, research and propose solutions to socialize qualified public administrative services.Completion time: Before July 28, 2023;

Continue to evaluate and restructure the processes and operations of administrative procedures provided on the National Public Service Portal and the Provincial Administrative Procedures Information System in accordance with the provisions of Circular No. 01/2023/TT-VPCP dated April 5, 2023 of the Minister, Head of the Government Office stipulating a number of contents and measures for implementation in digitizing records, results of administrative procedure settlement and performing administrative procedures in the electronic environment in the direction of taking users as the center, avoiding formalities, movements, insubstantiality and ineffectiveness.Completion time: Before July 15, 2023;

Conduct statistics, review, reduce and simplify at least 20% of internal administrative procedures to improve the effectiveness and efficiency of the State administrative apparatus according to the Plan issued with Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister and Plan No. 793/KH-UBND dated November 14, 2022 of the Provincial People's Committee on promulgating the Plan to review and simplify internal administrative procedures in Nghe An province for the period 2022-2025.Completion time 1: Before October 2, 2023; 2nd time: Before October 2, 2024;

Continue to publicly and transparently provide complete, accurate and timely information on administrative procedures and receive and resolve 100% of administrative procedures on the Provincial Administrative Procedures Information System so that people and businesses can access, monitor, supervise and evaluate the implementation of administrative procedures. Review, advise on the announcement, update and publicize all components of administrative procedures on the National Public Service Portal and the Provincial Administrative Procedures Information System;

Strengthen accountability, effectively receive and handle feedback and recommendations from organizations and individuals on administrative regulations to promptly handle difficulties, problems and inadequacies for people and businesses. End the situation of shirking responsibility, not handling or prolonging the handling time;

Continue to improve and upgrade the One-Stop Department and effectively organize the innovation of the one-stop and interconnected one-stop mechanism in handling administrative procedures, ensuring the principle that enterprises and people are the center in accordance with the requirements of Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government on amending and supplementing a number of articles of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and interconnected one-stop mechanism in handling administrative procedures and Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister approving the Project "Innovation in implementing the one-stop and interconnected one-stop mechanism in handling administrative procedures".

-Department of Planning and Investment:Preside over and coordinate with relevant departments and branches to regularly monitor, manage, urge, synthesize and advise on reports on the situation and results of implementing policies and solutions to improve the business environment and enhance the province's competitiveness to support people and businesses under the direction of central ministries, branches and the Prime Minister.

-Department of Justice:Preside over and coordinate with the Provincial People's Committee Office to improve the quality of comments and appraisal of administrative procedure regulations in draft legal documents to ensure that only administrative procedures that have been assessed for impact and are truly necessary, reasonable, legal and effective are issued in draft legal documents under the authority of the Provincial People's Council and People's Committee.

- Provincial People's Committee Office:Strictly implement the assessment of service quality for people and businesses in handling administrative procedures and providing public services based on real-time data as prescribed in Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister approving the set of indicators for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures and public services in real time in the electronic environment;

Coordinate with the Department of Home Affairs to advise on solutions to improve service quality and satisfaction of organizations and individuals, focusing on strengthening the work of inspection, discipline and administrative discipline; advise the Chairman of the Provincial People's Committee to strictly handle and publicly announce cadres, civil servants, public employees, agencies and units that cause delays and inconvenience, especially creating additional procedures, records, documents, and requirements that are not in accordance with regulations in the process of receiving and handling administrative procedures for people and businesses;

Preside over and coordinate with departments, branches and sectors to monthly summarize the implementation results of the contents and report to the Provincial People's Committee according to Decision No. 3352/QD-TCT dated September 30, 2020 on promulgating the Operating Regulations of the Inter-sectoral Working Group to promote administrative procedure reform and improve the investment environment.

Requesting directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to urgently implement the above contents.
