Implementing the direction of the Provincial People's Committee Chairman after the meeting on September 6, 2021, up to now, Hung Nguyen District People's Committee has handed over the site clearance milestone to the investor with an area of ​​32.55 hectares to implement the next steps.

The investor concentrates vehicles and machinery to construct the road into the project.

The leaders of Hung Nguyen district affirmed that the work of land acquisition, compensation and site clearance to implement the project has been organized by the district in accordance with the procedures, regulations, and in a public and transparent manner. This is demonstrated by the fact that since March 2018, Hung Nguyen district has established and completed the Site Clearance Council (GPMB) for the eternal ecological park project.

On May 17, 2019, Hung Nguyen district also presided over and coordinated with organizations and individuals to announce the planning of the Eternal Ecological Cemetery Park Project at the hall of Hung Tay Commune People's Committee. Hung Tay Commune People's Committee closely coordinated with departments and offices of Hung Nguyen District People's Committee, surveying units to conduct surveys to determine the area, land type, and land users in the process of establishing a survey and cadastral map to serve the site clearance.

On that basis, in late 2020 and early 2021, the Compensation Council of Hung Nguyen district issued many notices of land acquisition and on December 21, 2020 issued Decision No. 1003/QD-UBND on approving specific land prices to calculate compensation for land acquisition and site clearance for project implementation. The district also held 5 meetings with relevant agencies, organizations, units and households and individuals to announce policies and resolve difficulties in the project's site clearance work.

Hung Tay Commune also issued Notice No. 73/TB-UBND, dated February 26, 2021, on providing evidence related to the eternal ecological park project. However, after the deadline for posting the notice, people could not provide relevant documents to prove that the State allocated the land. The Land Use Origin Review Council of Hung Tay Commune held 4 meetings, all with the participation of the Land Acquisition and Site Clearance Working Group of Hung Nguyen District. After that, the land origin review report was publicly posted from April 20, 2021 to May 4, 2021.

Of the 32.55 hectares of project land that have been handed over to the investor by Hung Nguyen district, more than 22.2 hectares of land have been decided to be recovered by the People's Committee of Hung Nguyen district and have been recovered. Of which, the area of ​​land for traffic and irrigation is more than 1.7438 hectares; the area of ​​land for production forests is more than 18.8 hectares; the area of ​​land for aquaculture is more than 1.5 hectares. Specifically, on September 6, 2021, the People's Committee of Hung Nguyen district issued Decision No. 983/QD-UBND on recovering more than 1.7 hectares of traffic land; more than 4.6 hectares of land for production forests managed and used by the People's Committee of Hung Tay commune to implement the project and approved the compensation plan for site clearance when the State recovers land to implement the project with a total land area managed and used by the People's Committee of Hung Tay commune according to Decision No. 983/QD-UBND with an amount of 73,961 million VND.

On September 10, 2021, the People's Committee of Hung Nguyen district continued to issue Decision No. 985/QD-UBND on the recovery of production forest land and aquaculture land managed by the People's Committee of Hung Tay commune with an area of ​​over 1.5 hectares of aquaculture water surface land and 0.2676 hectares of production forest land. In Decision No. 986/QD-UBND dated September 10, 2021, the People's Committee of Hung Nguyen district approved the detailed plan for compensation and support for project site clearance for an area of ​​over 1.8 hectares managed and used by the People's Committee of Hung Tay commune with an amount of 145,188 million VND.

On October 11, 2021, the People's Committee of Hung Nguyen district continued to issue Decision No. 1083/QD-UBND on the recovery of 13,9641 hectares of production forest land managed by the People's Committee of Hung Tay commune. On October 11, 2021, issued Decision No. 1084/QD-UBND on approving the detailed compensation plan and support for project site clearance with an amount of more than VND 1,776 billion in compensation for trees and water surface for aquaculture.

Based on the review of the land use origin of Hung Tay commune, Hung Nguyen district People's Committee has also issued many decisions approving the compensation and support plans for land acquisition for 4 households and individuals affected by the project with a total compensation and support amount of more than 1,995 billion VND. These are households and individuals with assets on the land and the above households and individuals have agreed to receive compensation for land acquisition according to the approval decisions.

Mr. Truong The Hung - Deputy Director of Phuc Lac Vien Company Limited - Nghe An Universal Cremation Station said that the investor is actively constructing the road to ensure conditions for transportation and traffic in and out of the project. The company also hopes that the authorities at all levels will soon complete the site clearance work to hand over the milestones to the investor for construction, trying to put the 2 crematoriums into operation before November 30, 2021.

The distance between project items and residential areas ensures national technical standards on construction planning.

The location of the Eternal Ecological Cemetery Park project is according to the general planning of Vinh city to 2030, with a vision to 2050.

Compared with the detailed construction planning at a scale of 1/500 approved by the Provincial People's Committee for adjustment in Decision No. 3404/QD-UBND dated September 18, 2021, up to now, there are still more than 46 hectares of land that have not completed site clearance work to hand over to the investor to implement the project.

According to the leader of the Department of Natural Resources and Environment of Hung Nguyen district, of these more than 46 hectares, there are more than 32.1 hectares of land managed and used by the People's Committee of Hung Tay commune and more than 13.9 hectares of land used by households and individuals in the commune; more than 61 square meters of land managed and used by the Electricity sector. Currently, the Land Acquisition Council is extracting, measuring and implementing steps according to the process to proceed with the land acquisition of this land area.

Mr. Le Pham Hung - Chairman of Hung Nguyen District People's Committee affirmed that the district has carried out compensation and site clearance in accordance with the procedures, ensuring the legitimate rights of related households and individuals in accordance with the provisions of law. In the coming time, the district will continue to implement the direction of the Provincial People's Committee, carry out compensation and site clearance steps for the remaining area to hand over to the investor, ensuring full rights and legitimate interests of organizations and individuals in accordance with the provisions of law, creating favorable conditions for the project to be implemented on schedule.

It is expected that on October 15, 2021, at the headquarters of the People's Committee of Hung Tay commune (Hung Nguyen district), the People's Committee of Nghe An province will organize a dialogue and respond to citizens' petitions related to the implementation of the Eternal Ecological Cemetery Park project in Hung Tay commune, Hung Nguyen district.

The members include households and citizens in Phuc Dien hamlet, Hung Tay commune, Hung Nguyen district who have related petitions; representatives of departments and branches: Justice, Planning and Investment, Construction, Natural Resources and Environment, Finance, Agriculture and Rural Development, Transport...; leaders of Hung Nguyen district, leaders of Hung Tay commune, leaders of Phuc Lac Vien Company Limited - Nghe An Universal Transformation Station.
