Nghe An encourages localities to consider adjusting the names of communes after the rearrangement.

On the morning of April 29, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired a meeting of the Provincial Party Committee Standing Committee and the Provincial Steering Committee on the arrangement of commune-level administrative units to listen to and give opinions on a number of related contents.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with comrades in the Provincial Party Committee Standing Committee, members of the Provincial Steering Committee and leaders of a number of departments and offices.

On April 28, with high consensus, 100% of the Provincial People's Council delegates attending the meeting voted to pass the Resolution on approving the policy of rearranging commune-level administrative units in Nghe An province in 2025.

According to the Resolution, the whole province currently has 412 commune-level administrative units (including 362 communes, 33 wards, and 17 towns). After the rearrangement, Nghe An province has 130 commune-level administrative units (including 11 wards and 119 communes); a reduction of 282 commune-level administrative units (including 243 communes, 22 wards, and 17 towns), a reduction rate of 68.45%.

The project to reorganize commune-level administrative units in 2025 of Nghe An province was approved by 96.1% of voters representing households. Voting results at meetings of People's Councils at all levels also showed a high consensus rate.

The whole province has 6 localities naming new commune-level administrative units after new place names: Ky Son, Tuong Duong, Thanh Chuong, Quy Chau, Quy Hop, Que Phong; 14 units named after district place names with serial numbers; of which, Vinh city has a unit named after Cua Lo place name and Nam Dan district has 1 unit named after Kim Lien commune place name.

At the meeting, members of the Provincial Party Standing Committee, members of the Provincial Steering Committee, and local leaders all agreed to change the name from district-level administrative units with serial numbers to names associated with places, history, and culture.

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung acknowledged the efforts of the District Steering Committees in implementing, developing and approving the Project on administrative unit arrangement in the province.

Nghe An has closely followed the Central Government's direction, implemented the issued regulations in a democratic manner, and received the consensus of the majority of people, voters, officials, and party members; ensuring the proposed progress. The administrative unit arrangement project has been approved, with a very high rate of support from people, voters, and People's Council delegates at all levels.

Currently, the general trend of localities across the country has been to adjust the names, basically not using the name of the district-level unit with serial numbers to name the commune-level administrative units after the arrangement. For that reason, the Provincial Steering Committee unanimously encourages localities to reconsider naming administrative units after the arrangement in the spirit of not using the name of the district-level unit with serial numbers to be consistent with the general spirit of localities across the country.

Regarding the content of the adjustment of the Resolution of People's Councils at all levels, basically consider adjusting the names of commune-level administrative units after the rearrangement; do not adjust the administrative boundaries of communes after the rearrangement. Regarding the orientation, take the name of the district-level administrative unit to name a central, representative commune of that district.

The remaining communes, based on the Central's guidelines, choose names that are concise, easy to remember, easy to understand, and can be associated with place names, history, and culture, but must create high consensus among the people.

Provincial Party Secretary Nguyen Duc Trung requested that districts implement the name adjustment process to ensure compliance with regulations, consult household representatives, and approve it through the People's Councils at the commune and district levels.

Districts study the naming plan and send it to the Department of Home Affairs before May 5 for synthesis and review. The time to complete the next steps, for district-level units, is before May 7; for provincial-level units, through the Provincial People's Council on May 8.

Provincial Party Secretary Nguyen Duc Trung requested members of the Steering Committee and key leaders of districts and communes to focus on leadership and direction to create unity, first of all, unity of thought among key officials, then among officials, party members and people. Organizing and implementing the collection of opinions and approval of People's Councils at all levels to create high consensus.

Members of the Provincial Steering Committee, members of the Provincial Party Standing Committee, and members of the Provincial Party Executive Committee, as assigned, proactively work with responsible units and localities to ensure unified leadership and direction.

Emphasizing the importance of propaganda work, Provincial Party Secretary Nguyen Duc Trung requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission to continue to pay attention to propaganda work and orient public opinion to create consensus among cadres, party members and people of all walks of life in the arrangement of commune-level administrative units, especially the adjustment of names to suit the requirements and general trends. Press and media agencies should strengthen information and propaganda to cadres, party members and people.
