Nghe An issues telegram on response to heavy rain, flash floods, landslides, and inundation
(Baonghean.vn) - The Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue has just issued Official Dispatch No. 08/CD-BCH PCTT&TKCN at 3:30 p.m. on July 7, 2021 to localities, departments, branches and irrigation and hydropower companies in the province on response to heavy rain, flash floods, landslides and inundation.
According to news fromNational Center for Hydro-Meteorological Forecasting, from July 7-8, in the Northern and North Central provinces, there will be heavy to very heavy rain with total rainfall of 100-250mm/period, in some places over 300mm/period; on rivers and streams, there is a possibility of a flood in the upper reaches of rivers in the North Central region from 3-7m; downstream rivers have a flood amplitude of 2-4m. There is a high risk of flash floods and landslides in mountainous provinces and localized flooding in low-lying areas along rivers, especially in the provinces of Thanh Hoa, Nghe An and Ha Tinh.
To proactively respond to heavy rains, flash floods, landslides, and inundation, the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests the Chairman and Head of the Steering Committee for Disaster Prevention and Search and Rescue of districts, cities, and towns; the Provincial Military Command; the Provincial Border Guard Command, departments, branches, Irrigation and Hydropower Companies, and related units to implement the following contents:
1. Strictly implement the content of the TelegramNo. 07/CD-TW dated July 6, 2021; Telegram No. 08/CD-TW dated July 7, 2021 of the Central Steering Committee for Disaster Prevention and Control - National Committee for Incident, Disaster Response and Search and Rescue; Telegram No. 07/CD-BCH PCTT&TKCN dated July 6, 2021 of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Nghe An province.

2. Steering Committee for Disaster Prevention and Control of districts, cities and towns:
- Closely monitor developments, prepare response plans for heavy rain, floods, flash floods, landslides; provide timely and complete information to authorities at all levels and people to proactively prevent;
- Organize inspections and reviews of people's residences, prepare response plans, and avoid being passive when natural disasters occur;
- Prepare plans to proactively respond to situations; arrange forces, materials and means on site to deploy measures to ensure people's safety, especially preparing conditions for the evacuation of residents in high-risk areas in the context of the COVID-19 epidemic;
- Prepare plans to operate drainage works when heavy rain occurs, prevent flooding in urban areas and low-lying areas to ensure minimal damage when heavy rain occurs.
- Direct the inspection, review, and preparation of plans to ensure the safety of mines, mineral mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs, important irrigation reservoirs, and small ponds and lakes of households; arrange a permanent force to operate and regulate and be ready to handle possible situations.
3. North Central Region Hydrometeorological StationOrganize close monitoring, forecasting, warning, and timely information on developments of heavy rain, floods, flash floods, landslides, and inundation so that relevant agencies and people know how to proactively deploy response measures.
4. Department of Industry and TradeDirect and inspect the work of ensuring the safety of hydroelectric dams, especially small hydroelectric plants; inspect the work of ensuring the safety of mineral exploration and exploitation activities, to prevent incidents causing human casualties.

6. Department of TransportDirect the control and guidance of traffic at culverts, spillways, deeply flooded areas, and fast-flowing water during heavy rains and floods; arrange forces, materials, and means to promptly handle incidents and ensure smooth traffic on main traffic routes.
7. Provincial Military Command, Provincial Border Guard Command, Provincial PoliceDirect forces stationed in the area to review plans and be ready to deploy forces and equipment to support search and rescue work and overcome flood consequences as requested by the locality when required.
