Nghe An: Highlights of September 11

*Lrelated toBan Mong Reservoir ProjectWorking with leaders of Nghe An province, Permanent Deputy Minister of Agriculture and Rural Development Ha Cong Tuan said that the Ban Mong Reservoir Project is an urgent project. Therefore, the work of completing the dossier for converting forest use purposes must be carried out actively and urgently.

The Ban Mong Reservoir Project is located in Nghe An and Thanh Hoa provinces. The project consists of 4 components. According to the design, the flooded area of ​​the reservoir is determined at elevation +76.4m.

After blocking the water and building the main Ban Mong dam irrigation system in Nghe An province, it will affect part of the forest area, forestry land and other types of land of 3 districts and 7 communes and towns of Nghe An and Thanh Hoa provinces. The total forest area to be converted is 1,131.23 ha (Nghe An: 544.78 ha; Thanh Hoa: 586.45 ha). Including: 316.19 ha of protective forest; 679.5 ha of production forest and 135.53 ha of forest outside the forestry planning.

In order to implement the policy of requesting to change the purpose of forest use to implement the project, Nghe An province has completed the relevant documents and procedures. At the same time, it established a Council to appraise the documents to submit the policy of changing the purpose of forest use to other purposes to implement the Ban Mong Reservoir Project.

The Draft Law on Residence (amended) consists of 7 chapters and 39 articles regulating the right to freedom of residence of Vietnamese citizens in the territory of the Socialist Republic of Vietnam; registration and management of residence; rights and responsibilities of citizens, households, agencies and organizations regarding registration and management of residence.

Commenting on the draft Law on Residence (amended), the delegates agreed with the necessity, content, and structure of the draft law, especially on the policy of changing the method of residence management from household registration books and temporary residence books to management by personal identification numbers... Regarding the implementation provisions, the majority of delegates agreed to choose the option that from the effective date of the Law (July 1, 2021), the issued household registration books and temporary residence books will still be used and have the value as documents confirming residence according to the provisions of this law until December 31, 2022...

The rubber tree planting project of Nghe An Rubber Development Investment Joint Stock Company has been approved by the Provincial People's Committee in Decisions No. 1708/QD-UBND.NN dated April 29, 2009; No. 5990/QD-UBND dated November 11, 2009; No. 5334/QD-UBND dated December 6, 2011 and No. 4081/QD-UBND dated September 13, 2013 in the three districts of Anh Son, Thanh Chuong and Que Phong, with an area of ​​10,759.6 hectares.

However, through reviewing the land allocation and land lease records kept at the Department of Natural Resources and Environment, it is shown that, up to now, Nghe An Rubber Development Investment Joint Stock Company has not yet prepared a record to carry out land allocation and land lease procedures to implement the rubber tree planting investment project according to the provisions of the 2013 Land Law. Therefore, the Department of Natural Resources and Environment requests Nghe An Rubber Development Investment Joint Stock Company to report on the company's land use situation in each district, specifically: The planning area approved by the Provincial People's Committee; the area put into use; the time of land use for the area put into use...
