At the ceremony, the leaders of the Department of Home Affairs announced the decision to transfer and appoint officials of the Chairman of the Provincial People's Committee. By the end of May, there were 37 reservoirs managed by irrigation companies with a capacity of less than 50%. Reservoirs managed by communes and cooperatives: The remaining water volume of the reservoirs is about 40% - 70%. The water level at the headworks of Ban Ve Hydropower Reservoir and Khe Bo Reservoir is mostly lower than the design water level. If there is no additional rainfall in the coming time, and the hot weather with high temperatures and strong southwest winds continues, water shortages will occur, especially in the upcoming summer-autumn crop, estimated at about 13,000 hectares of rice in Nghe An.drought.

At the trial, the defendants admitted their crimes, expressed remorse, and asked for a lighter sentence. Considering the entire case, the court sentenced Phan Tien Sy to 5 years in prison, Nguyen Tho Huy to 30 months in prison, Nguyen Tho Vinh to 42 months in prison, Ngo Sy Loi to 30 months in prison suspended, Nguyen Van Thanh to 24 months in prison suspended, Ho Dinh Lai to 21 months in prison suspended, Nguyen Thi Tram to 21 months in prison suspended, Phan Thi Vinh to 18 months in prison suspended, Phan Van Minh to 18 months in prison suspended, and Nguyen Duc Thien to 15 months in prison suspended.
