Nghe An implements 31 social housing and housing projects for low-income people

(Baonghean.vn) - Currently, the People's Committee of Nghe An province is assigning departments, branches, sectors and project investors to organize and implement 31 social housing projects and housing for low-income people in the province. It is expected that after completion, there will be an additional 22,519 social housing apartments.

The issue of housing for officials, civil servants, public employees and low-income workers is one of the issues of concern in the current period. This is the content that delegates are interested in proposing at the Dialogue Conference between the Provincial Party Standing Committee and department-level managers and experts in the Provincial Agencies Bloc in 2023.

Expressing her concerns, comrade Dang Thi Phuong Lan - Party Cell Secretary, Head of the Department of Building Cultural Lifestyle and Family, Department of Culture and Sports raised the question: What mechanisms and policies do provincial leaders have to support and solve housing problems for cadres, civil servants, public employees and low-income workers so that they can continue to fulfill their aspirations of dedication and contribution to the overall achievements of the province?

Clarifying the opinions of interested delegates, comrade Nguyen Truong Giang - Member of the Provincial Party Executive Committee, Director of the Department of Construction said:

Currently, the Government has a number of specific preferential policies on social housing for low-income people. Specifically, exemption from land use tax, corporate income tax policy, VAT and preferential policies on bank loans.

However, VAT and corporate income tax policies have not been adjusted according to the Housing Law. Preferential loans for housing projects have not been implemented synchronously.

Implementing the Housing Law, the Provincial People's Council issued Resolution No. 51/2016/NQ-HDND dated December 16, 2016 on a number of policies to support social housing construction investment projects in Nghe An province.

According to regulations, support is provided through three mechanisms, specifically: Incentive mechanisms for social housing projects to reduce selling and rental prices; Creating conditions for cadres, civil servants, public employees and low-income workers to borrow preferential loans from the Social Policy Bank or credit institutions designated by the State to buy or rent social housing; Providing cadres, civil servants, public employees and low-income workers with preferential loans to repair and renovate houses.

Accordingly, the incentive mechanism for social housing projects to reduce selling prices is: Exemption from land use fees and land rent for land areas allocated or leased by the State for investment in social housing construction. The provincial budget supports 100% of the cost of topographic and geological surveys and detailed planning for project construction based on the estimated value approved by competent authorities, but not exceeding 1 billion VND/project. The provincial budget supports 100% of the cost of site clearance compensation according to the State's compensation unit price after approval by competent authorities. The provincial budget supports 100% of the volume of site leveling, based on the design and estimate approved by competent authorities, but not exceeding 1 billion VND/project. The provincial budget supports 80% of the investment cost for the construction of technical infrastructure systems (public lighting, playgrounds, internal roads, trees) within the scope of social housing projects, based on the design and estimates approved by competent authorities, but not exceeding 3 billion VND/project. The provincial budget invests in roads and drainage systems to the project fence.

The Director of the Department of Construction also said: Recently, the province has completed and put into use 7 social housing projects for officials, civil servants, public employees and low-income workers with 836 apartments.

In the coming time, 8 projects have been selected for investors, including 4 housing projects in the Southeast Economic Zone and 4 projects where investors have reserved 20% of their land fund for commercial housing.

The Department of Construction advised the province to include 24 projects in the planning. It is expected that by 2030 there will be about 22,500 apartments.

Currently, there are 93,000 social housing apartments for low-income people nationwide. It is expected that by 2030 there will be about 1 million apartments for low-income people, of which 293,000 apartments will be for officials, civil servants and public employees.

“In the past, although the Provincial People's Council has issued policies for the implementation of social housing projects, the level of investment in social housing projects has not been high. The reason is that the support level is low and not attractive. Currently, the Ministry of Construction has submitted to the Government a social housing support policy, some shortcomings will be adjusted.

In the coming time, the Department of Construction will advise the Provincial People's Committee and People's Council to amend Resolution No. 51/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council on a number of policies to support social housing construction investment projects in Nghe An province to be more suitable to reality" - the Director of the Department of Construction shared more.
