Attending Group 3 were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial and district-level departments and branches, and elected Provincial People's Council delegates in the localities: Thanh Chuong, Nghia Dan, Tan Ky, Yen Thanh and Thai Hoa town.

Discuss some issues of concern to voters

Provincial People's Council delegate Tran Thi Thanh Huyen (Thanh Chuong district) proposed that the Provincial People's Council and People's Committee direct the Department of Transport to deploy solutions to ensure traffic safety during the construction process to handle landslides on the section passing through Nguoc mountain, on National Highway 46.

Along with that, delegate Tran Thi Thanh Huyen also recommended that the province be more timely in implementing the cement support policy for new rural areas so that localities can take advantage of it before the rainy and stormy season and in implementing the agricultural support policy related to African swine fever.

Also concerned about the issue raised by voters, delegate Ngo Van Thanh - Vice Chairman of the People's Council of Nghia Dan district proposed that the province have a policy to support funding for extracting and measuring land use right certificates for cases of donating land for new rural construction and projects serving the common interests of the community; at the same time, review, inspect, and have solutions to overcome cases where the province has granted licenses to exploit sand and gravel, causing environmental pollution and having negative impacts and consequences on people's lives.

The issues raised by delegates were received and clarified by the Department of Natural Resources and Environment, Department of Finance, and Department of Transport.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee also received and directly explained a number of contents; in which there were concerns about the low efficiency of agricultural production, the most important reason being that the profit from investment in the agricultural sector is not high compared to other industries and fields, making it difficult to attract businesses; there are not many high-tech agricultural models and value chain production in the area. This is an issue that the province continues to worry about, proposing solutions to promote the efficiency of agricultural production and improve the lives of farmers.

Regarding some licensed establishments exploiting sand and gravel, causing consequences and affecting the lives of people in some localities; Vice Chairman of the Provincial People's Committee Nguyen Van De said that the province is currently perfecting the Provincial Environmental Impact Assessment Report Appraisal Council to tighten the appraisal stage before investing in projects; at the same time, enhance the responsibility of local authorities in the appraisal stage and give initial opinions on investment projects. Along with that, it is necessary to strengthen inspection and handling of violations. In addition to the responsibility of the province, localities also need to promote and be more responsible in this story.

There are solutions to overcome limitations and difficulties.

In addition to appreciating the innovation and determination in the direction of the Provincial Party Committee, the management and participation of the Provincial People's Council and People's Committee to create many positive results in socio-economic development in the first 6 months of 2024; discussing at Group 3, some delegates also raised some concerns, requesting the Provincial People's Council, People's Committee and branches and localities to have effective solutions.

Delegate Pham Tuan Vinh suggested that it is necessary to clarify the causes in order to have solutions to overcome in the last 6 months of 2024 related to the GRDP growth rate not completing the proposed scenario, especially the service growth decreased, lower than the same period in 2023; or the 2 administrative reform indexes PCI and PAPI decreased.

Expressing agreement with the Provincial Party Committee's policy that when considering investment projects using land, it is necessary to study the investment rate per land area, delegate Pham Tuan Vinh suggested further research and assessment of the appropriate income level of workers in the area to help investors correctly assess the labor market when establishing projects, facilitate labor recruitment and ensure the rights of workers in the area.

Some discussion opinions suggested that competent authorities study and have solutions to increase the implementation rate of works and projects with land acquisition according to resolutions issued by the Provincial People's Council; discuss draft resolutions to be submitted to this session, including a draft resolution on spending levels for education and dissemination of laws.

Speaking at the discussion session of Group 3, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council informed: Through the supervision activities of the Provincial People's Council on the implementation of socio-economic goals and targets for the period of 2021-2025 issued by the Provincial People's Council, there are still difficulties in implementing some goals and targets, one of the reasons is that in the process of building targets, the province has not fully anticipated the difficulties from factors from the world and the Covid-19 pandemic, natural disasters, and epidemics. This is an issue that needs to be learned from to build plans and targets for a more in-depth period.

The Standing Vice Chairman of the Provincial People's Council also acknowledged the quality of opinions discussed in the group and suggested that issues that have not been explained should be summarized and continued to be discussed in the hall this afternoon; at the same time, he suggested that representatives of departments and branches need to exchange and create unity in viewpoints and guiding thoughts in leadership on the issues discussed, contributing to overcoming difficulties, obstacles and limitations arising in social life.
