Research recommends that the province decentralize the implementation of a number of policies to support investment and development.
(Baonghean.vn) - Working with the People's Committee of Quynh Luu district, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh proposed that the district proactively study and recommend the province to decentralize the implementation of some policies for the district, ensuring faster and more timely implementation.

On the morning of October 3, the Standing Committee of the Provincial People's Council had a working session with the People's Committee of Quynh Luu district to supervise the implementation of a number of resolutions issued by the Provincial People's Council since the beginning of the 2021-2026 term up to now related to mechanisms and policies for investment in socio-economic development in the province.
Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation chaired the meeting. Also participating in the monitoring delegation was Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation.
Implement 4/11 resolutions
Before working with the People's Committee of Quynh Luu district, the monitoring delegation of the Provincial People's Council directly met with a number of fishermen and members of the Folk Song Club of Quynh Nghia commune, to grasp the implementation of policies and mechanisms issued by the Provincial People's Council.
The monitoring delegation noted some shortcomings in the implementation of the salt production support policy for salt farmers; it is necessary to add more allowances and funding for purchasing loudspeaker equipment for the Vi and Giam Folk Song Club; the process and procedures for recognizing core artisans are still difficult...

Working with the People's Committee of Quynh Luu district, according to the local report, within the scope of 11 resolutions supervised by the Provincial People's Council; Quynh Luu district has implemented 4 resolutions.
Including Resolution No. 30 on regulations on social assistance standards and support policies for some social protection subjects; Resolution No. 22 on some policies for industrial and handicraft development; Resolution No. 18 on some policies to support agricultural and rural development; Resolution No. 29 on support policies for artisans, clubs in the field of intangible cultural heritage and artists working at the Nghe An Provincial Traditional Arts Center.

To implement the resolutions of the Provincial People's Council, the People's Committee of Quynh Luu district issued 22 documents for direction. The policies implemented in the district according to the resolutions issued by the Provincial People's Council have contributed to promoting the implementation of socio-economic development goals and targets, and removing difficulties for people and businesses.
The total budget for implementing the 4 resolutions in the area in 2022 and 2023 is more than 21 billion VND, with 1,786 beneficiaries. Of which, Resolution No. 18 on a number of policies to support agricultural and rural development has implemented the most policies and beneficiaries with 1,737 cases.

At the meeting, members of the monitoring delegation raised many concerns related to a number of policies that the Provincial People's Council has not yet implemented locally.
For example, for Quynh Luu district, developing the fisheries economy is one of the focuses, however, policies to support the exploitation and protection of aquatic resources have not been implemented; or policies to support the consumption of agricultural products according to the value chain, food hygiene and safety, and support farms to build settling ponds... have not been implemented.

Regarding the industrial and handicraft development policy according to Resolution No. 22, support for infrastructure construction outside the fence of one industrial cluster has only been implemented. Some policies are slow to be implemented.

In addition, a member of the monitoring team also made some recommendations to Quynh Luu district that it is necessary to review children attending non-public preschools whose parents work in industrial parks outside the area to ensure they enjoy the policy.

Proactively propose the province and departments and branches to decentralize the implementation of a number of policies.
Concluding the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation emphasized: Quynh Luu district is a locality with a large area, population and important position - one of the growth poles in the provincial planning. Therefore, it is recommended that the district continue to carefully study the resolutions and policy mechanisms in each resolution, associated with reviewing the subjects, ensuring that the policies issued by the Provincial People's Council are effectively implemented in practice.
The district needs to focus on disseminating policies to beneficiaries; on the basis of reviewing policies in each resolution and beneficiaries as a basis for proposing the province to allocate resources close to local needs, paying special attention to policies that do not have beneficiaries.

Strengthen access and coordination with provincial departments and branches to guide the process and procedures for disbursing policies and removing difficulties and obstacles; proactively research and propose to the Provincial People's Committee and departments and branches to decentralize the implementation of some policies for districts to ensure more timeliness.
The Standing Vice Chairman of the Provincial People's Council also received and discussed a number of recommendations and proposals from Quynh Luu district related to a number of processes and procedures for implementing a number of difficult policies; supplementing funding for agricultural policies and prioritizing the allocation of resources to restore a number of degraded relics in the area. The district also proposed that the province allow adjusting the support funding source from one content to another in the total annual budget...
