Recognizing the current situation, focusing on building civilized urban areas

(Baonghean) - Nghe An Newspaper had a dialogue with comrade Bui Van Lan - Party Secretary, Chairman of the People's Council of Quang Tien Ward, Thai Hoa Town about issues arising in the process of implementing the Project to build a ward that meets civilized urban standards.

PV: Could you please tell us about the purpose, significance and results of the project to build Quang Tien ward to meet urban civilization standards?

Comrade Bui Van Lan: The purpose and meaning of the project is to focus on building Quang Tien ward to meet civilized urban standards, forming a civilized and cultural lifestyle in the ward, creating a driving force to promote socio-economic development, worthy of being one of the central wards of Thai Hoa town.

The project aims to strengthen the management of architecture and urban construction according to planning; strengthen the State management of urban construction order; improve the quality of cultural families and cultural blocks, deepen the movement of building cultural families, create a healthy cultural environment from within each family as a solid foundation for building a ward that meets urban civilization standards.

With such meaning, the Party Committee has issued a thematic resolution, directed the ward People's Committee to develop a plan, and at the same time led the political system to propagate and mobilize people to implement. As a result, there has been a clear change with a series of invested projects: Upgrading the 3-level school system to ensure modernity and spaciousness worth over 8 billion VND. Up to now, 3/3 schools have met the standards, striving to reach level 2 standards in 2016; the medical station has also been invested with over 3.8 billion VND, meeting the initial medical examination and treatment needs of the people. In particular, responding to the urban beautification movement, the State supported cement, people contributed money to buy sand and gravel, labor, electricity and water, the whole ward has built nearly 8 km of grade A roads.

The fields of culture, society, and environmental sanitation have also seen quite positive changes. 12/12 blocks have achieved and maintained the title of Cultural Village, notably Tay Ho Block 1, which has maintained the title of Provincial Cultural Village for 18 consecutive years; 2 blocks have maintained the title of Cultural Village for 15 consecutive years (Quang Phu Block, Block 250), Block 250 is being selected to build a model of Provincial Typical Cultural Village in 2016. The system of cultural houses and basic institutions has been invested in, with 9/12 houses being renovated and upgraded to be spacious and clean. Quang Tien Ward has implemented environmental sanitation fee collection, contracted with the unit to collect and transport waste to the town's centralized landfill, so there has been no unsanitary backlog of waste.

Reporter: Although there has been strong direction from the ward party committee and the involvement of the political system, reality shows that there are still shortcomings such as lack of traffic safety and order, the urban environment has not yet been put into order, and people's awareness in building a civilized urban lifestyle is still not good. So what is the current situation and what is the cause, comrade?

Comrade Bui Van Lan: Although there have been positive changes, the requirements set forth in environmental sanitation, clearing corridors to ensure traffic safety, and granting permits for private housing construction have not been met.

Garbage is still not dumped in the right places as prescribed. Regarding traffic safety, there is still disorder at some locations, especially at the end of the working day at the intersection of Tay Hieu Road and Xuong 250. The reason is that small traders at Quang Tien Market spill out onto the street to trade, some households display their goods on the sidewalk, even onto the road... causing disorder in traffic safety. Regarding this issue, the Party Committee has also strengthened propaganda and education for cadres, party members, and people on policies, especially Directive 12 of the Provincial Party Committee on traffic safety, directing the government to strengthen State management to restore discipline in the area, strictly handle violating party members, and set an example for the people to follow... The Front of socio-political organizations has propagated and mobilized union members to comply... however, there are still limitations.

Another limitation is that the planning of specialized streets is still limited, so there is still chaos in the arrangement of shops and stores of small traders. The awareness of trading and urban commercial culture is still not implemented in a disciplined manner by households. Violations of arbitrarily expanding and illegally building new private houses by people still occur...

PV: The goal is that in 2016, Quang Tien must be recognized as a civilized urban ward. So, how will the ward Party Committee strengthen its leadership and direction of this task, comrade?

Comrade Bui Van Lan: Obviously, building Quang Tien ward to meet urban civilized standards is a very important goal that the entire Party Committee is striving for. However, we are determined to ensure progress according to plan while paying special attention to the quality and sustainability of the criteria. To ensure this requirement, Quang Tien implements the following solutions:

Firstly, enhance the leadership and direction of Party committees and authorities at all levels as well as the work of gathering and uniting the implementation of the Vietnam Fatherland Front and mass organizations. The Party Committee continues to effectively lead the implementation of the specialized resolution on building wards that meet urban civilized standards; strengthen close coordination between sectors, levels, fronts, mass organizations, socio-political organizations, mobilize the active participation of people in building wards that meet urban civilized standards...

Second, strengthen propaganda and education to raise awareness of building wards that meet urban civilized standards. Propaganda and education on building wards that meet urban civilized standards widely and synchronously create a widespread mass movement, raise awareness and sense of responsibility of the community for building, preserving and promoting cultural life, civilized lifestyle, maintaining environmental hygiene, not encroaching on corridors and sidewalks, and protecting trees.

Third, promote the role and strictly implement the conventions on cultural families, cultural blocks, cultural agencies, and urban civilized wards. Add criteria on building a cultural lifestyle and building urban civilized wards to the village conventions and conventions, considering them as criteria for evaluating and recognizing annual cultural titles.
