(Baonghean.vn) - The discussion session at the 9th session of the Vinh City People's Council for the 2016-2021 term took place on the afternoon of July 15, raising many pressing issues of people's livelihood and inadequacies in the promulgation of mechanisms and policies.

Inadequacies in mechanisms and policies
The issue that many ward and commune delegates are concerned about is that currently, with the development and urbanization requirements of Vinh city, it requires a huge amount of investment to upgrade infrastructure. However, according to the investment support mechanism, the city is divided into levels from 20 - 80% based on land exploitation, so this field is very difficult to implement.
Delegate Dinh Nho Tai (Chairman of Nghi Duc Commune People's Committee) and delegate Nguyen Xuan Huan (Chairman of Trung Do Ward People's Committee) both stated the reality: There are many projects with an investment rate of 5 - 10 billion VND. According to the current mechanism, the city only supports 50%, the locality 50%, while in both localities, land funds have not been exploited for several years, and mobilizing people according to the socialization policy is almost impossible.
Therefore, delegates suggested that Vinh city leaders re-study to change the investment mechanism flexibly according to reality, suitable for each locality over the years, not according to the whole period.

Also interested in the city's investment mechanism and policies, delegate Hoang Thi Hai Yen - Director of the Vietnam - Germany Children's Cultural House expressed concern that the city is a key tourism center of the province, but currently lacks "large-scale" infrastructure and branded tourism products. Therefore, the People's Council and People's Committee of the city need to study to find solutions to attract investment and develop infrastructure associated with tourism products in the coming time.
Besides, some delegates also hope that the People's Council and People's Committee of the city will continue to research and promulgate strong enough mechanisms and policies to promote the development of high-tech agriculture associated with the construction of beautiful new rural areas.
Many delegates also expressed concerns about the investment policy and the conversion of the market management model to a cooperative model. Because they were concerned about disagreements between traders and the choice of cooperative management apparatus.

Regarding this issue, Mr. Nguyen Van Lu - Standing Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Council affirmed that the policy of investing and converting the market management model is necessary, thereby responding to objective trends and promoting urban economic development.
However, the biggest obstacle at present is that people’s thinking is not clear, there is even a situation where people put pressure on the majority to oppose this policy. The responsibility of specialized departments and wards and communes is to propagate and mobilize small traders to materialize this model…
Another issue that continues to be raised for the People's Council and People's Committee of the city is the issue of developing educational infrastructure to meet the learning needs of children in the area. According to forecasts in the 2019-2020 school year, Vinh city will increase by about 3,000 students and will continue to increase in the coming years. This reality requires appropriate policies and strategies, including promoting socialization programs and projects in education to meet practical needs.

Resolutely resolve pressing issues
An issue that voters have reflected and recommended at many voter meetings and raised at City People's Council meetings is the issuance and reissuance of Land Use Certificates (LURCs) for people in communes merged into the city such as Nghi Lien, Nghi An, Nghi Duc.
According to delegate Tran Thi Cam Tu (Chairwoman of the City Party Committee's Inspection Committee), the current backlog of land use right certificates is due to the fact that the records are no longer available or that the issuance is not authorized. In addition, the illegal purchase and transfer of land use rights or the actual land area of the people does not match the documents... are things that the Vinh City People's Committee needs to take more drastic action to resolve.
Regarding the small-scale livestock farming models that exist in residential areas, causing environmental pollution, some delegates suggested that the Provincial People's Council and People's Committee need to have mechanisms and policies for small-scale livestock farming households in residential areas to change their occupations, similar to the previous policy of eliminating agricultural vehicles.

Also related to the civilized urban appearance, some delegates suggested that the City People's Committee direct specialized agencies to coordinate with Nghe An Urban Environment Company to study and select suitable garbage collection locations associated with collection methods to avoid causing pollution at the current collection points.

To ensure the effective resolution of the city's current difficulties, problems and shortcomings, many delegates also proposed that the City People's Committee promote administrative reform, strengthen supervision of the roles and responsibilities of cadres and civil servants, especially leaders. Because the current work is increasingly demanding, while the payroll is increasingly streamlined, if there is no innovation in working style, methods, attitudes and control mechanisms, it will be difficult to complete the tasks and the common goals of the city will be difficult to implement effectively.
