First of all, let me express my joy, excitement and honor to be part of the district's extremely important political event - that is, to attend the 22nd Congress of Que Phong District Party Committee, term 2020 - 2025.

On behalf of the Provincial Party Committee Standing Committee and the provincial delegation, I warmly welcome the distinguished guests and 236 delegates, representing 5,272 party members in the entire Party Committee, to the Congress. Dear Congress!

During the past term, despite many difficulties and challenges, with high determination, the Party Committee and people of all ethnic groups in Que Phong district have promoted the tradition of solidarity, constantly made efforts and strived to achieve many achievements in all fields.

The economy has grown quite well, the economic structure has shifted in the right direction. Production and business in some industries and fields have changed positively, many effective economic development models have been deployed and replicated. Many strong products and commodities of the district have been formed such as: passion fruit, yellow flower tea, japonica rice, bon bo, medicinal plants, raw sugarcane, etc.

There has been much progress in culture and society, the cultural identity of ethnic groups has been cared for, preserved and promoted. Continuing education has been taken care of. People's health care has been improved..Policies for ethnic minorities in mountainous areas, social security policies and poverty reduction work have achieved positive results.

During the last term, the district has proposed many policies and solutions and effectively implemented resolutions and projects on national defense and security. Successfully completed the tasks of training and practicing district-level defense zones and commune-level defense combat exercises. Actively coordinated to resolve arising issues and strengthen solidarity and friendship with localities of Laos bordering the district.

The work of building the Party and the political system has received attention and achieved practical results. The leadership capacity and fighting strength of the Party organization have been improved. The quality of activities of the Fatherland Front and mass organizations has made much progress. The implementation of the Central Resolution 4 (term XI, XII) in conjunction with Directive No. 05-CT/TW and regulations on setting examples has had many positive changes.

On behalf of the Provincial Party Standing Committee, I would like to warmly commend and congratulate the achievements that the Party Committee and people of all ethnic groups in Que Phong district have achieved in the past term.

In addition to the achieved results, the Que Phong District Party Committee needs to seriously recognize and focus on discussing solutions to overcome some shortcomings, limitations, and shortcomings. That is: Economic growth, budget revenue, and per capita income have not yet met the Resolution's targets. The mobilization of resources to implement the goals of the new rural construction program has not yet met the set plan.

The management of natural resources and environment is still limited; illegal exploitation of natural resources and minerals still occurs. Some projects and works are slow to be effective. The quality of teaching and learning is still low compared to general requirements, the gap in education between remote and central areas is still quite large.

The quality of medical examination and treatment has not met the requirements. Drug abuse, human trafficking, illegal overseas labor, and illegal proselytizing pose many potential complications. The leadership capacity and fighting strength of some Party organizations have not met the requirements of the new situation, and in some places, violations of Party principles and discipline have occurred.

The activities of the Fatherland Front and people's organizations in participating in Party and government building, supervision and social criticism still have many limitations.

I propose that the Congress clarify the causes of shortcomings and limitations in the past term and carefully discuss solutions to overcome difficulties and challenges, maximize the strengths of the district in the coming term, strive and rise in socio-economic development, and gradually build Que Phong into a well-off district among the mountainous districts in the West of Nghe An.

Dear Congress!

In the coming period, our mountainous areas will continue to receive the State's attention through mechanisms and policies to support economic, cultural, health, educational development, and ensure social security...

The development potential of Que Phong district is still quite large, especially in exploiting the district's potentials in terms of land, forest capital, and tourism. The restructuring of the agricultural sector between livestock and crop cultivation, the innovation and redirection of products and goods... will face many difficulties because the current investment level in the area is not large and not deep. Comrades need to pay attention to exploiting favorable factors.

Basically, I agree with the direction, goals, targets, tasks, and main solutions that the Political Report approved at the Congress. I would like to note only a few additional contents as follows:

The first:Implement well the planning work, especially the overall planning for socio-economic development, planning for agricultural, forestry and fishery development, planning for new rural areas...Continue restructuring the agriculture, forestry and fishery sector towards increasing value per unit area; develop products and goods based on favorable local soil and climate conditions, in which it is necessary to pay attention to the reasonable development of perennial forestry trees and medicinal plants associated with processing and product consumption linkages. Strengthen management and protection of mineral resources, minimize impacts that change the natural environment, and ensure sustainable development.

Mobilize all resources for investment in building economic and social infrastructure and improving the efficiency of public investment; prioritize investment in key projects and works that are connected and widespread, creating momentum and ensuring development.

Continue to build and develop craft villages, villages with crafts, pay attention to developing small-scale industries. Strengthen guidance, encouragement, and support for people to develop farm and family economy. Expand Kim Son town associated with developing trade and services. Attract the development of cultural, historical, eco-tourism, experience, and community tourism.

Rankthree:Focus on directing the improvement of education quality, narrowing the gap in teaching quality between remote communes and central areas.

Pay close attention to preserving and promoting the fine cultural values ​​of the ethnic groups in the area. Further improve the quality of health care, population and family work; determined not to let early marriage and incestuous marriage occur. Continue to mobilize all resources to carry out poverty reduction work to ensure effectiveness and sustainability.

Rankprivate:Effectively carry out the work of building a national defense posture associated with a solid people's security posture. Pay attention to propaganda, dissemination, and legal education for the people in many appropriate forms; closely combine propaganda with mobilization, education with struggle.

Strengthening the organization of inspection and control activities to promptly detect violations of the law and crimes, resolutely combating drug crimes, human trafficking, illegal immigration, forest encroachment and acts violating national border sovereignty, etc.

Actively coordinate well with localities of Laos to ensure border security, effectively and promptly resolve issues arising under the authority of the locality, associated with enhancing the effectiveness of foreign affairs, especially people-to-people diplomacy. In the process of building new rural areas, in addition to the goals of economic development and improving people's lives in all aspects, it is also necessary to pay attention to population distribution and reasonable infrastructure investment to ensure a solid and safe border position.

Rankyear:Focus on improving the leadership capacity of Party committees at all levels, especially the ability to concretize and organize the implementation of Party policies and resolutions. Take care to strengthen grassroots Party organizations and Party cells, especially in places with many difficulties.

There are appropriate and practical solutions to effectively implement Directive 05-CT/TW of the Politburo on "Continuing to promote studying and following Ho Chi Minh's ideology, morality and lifestyle", promoting the exemplary role of leaders and key cadres. Rectify and improve the effectiveness and efficiency of State management from district to grassroots in all fields, especially in implementing policies and guidelines on social security.

Continue to improve the quality of activities of the Fatherland Front and mass organizations; effectively mobilize union members, association members and people, promote the role of village elders, village chiefs and prestigious people in the community so that they can attract people to actively and effectively participate in implementing the Party's policies and the State's laws in the locality.

Along with focusing on evaluating the results of the implementation of political tasks in the past term, discussing and deciding on tasks and goals for the new term, the Congress also has the important task of electing the 22nd District Party Executive Committee and electing the delegation to attend the 19th Provincial Party Congress.

I propose that the Congress uphold its responsibility to wisely select and elect the 22nd District Party Executive Committee, ensuring standards and structure, representing qualities, qualifications, enthusiasm, and the ability to successfully organize and implement the Resolution of the Congress; and elect a delegation representing the intelligence and voice of the Que Phong District Party Committee to attend the 19th Provincial Party Congress.

Immediately after the Congress, the new District Party Executive Committee is requested to urgently concretize the Congress Resolution into programs, projects and plans for timely and effective implementation.

Dear comrades!

For over 90 years, since the Party was established, the people of all ethnic groups in Que Phong district have always believed in and followed the Party with all their heart and soul. They have found a way out, a way out of poverty, backwardness, and inequality in the Party's principles, goals, and policies, and the State's laws and policies.

And indeed, the lives of the people have changed dramatically, from living conditions, to education, to health care and enjoyment of cultural and spiritual values. The people have been fully guaranteed equal national rights, because the national issue has always been the central, consistent, and fundamental content of our Party and State.

In response, the people have always shown their unanimity, support and good implementation of the Party's policies and guidelines during the previous war period as well as in the current renovation process. That spirit, together with solidarity within the community and solidarity among ethnic groups living in the area, has become a valuable asset and a great strength to overcome difficulties and develop as it is today.

We believe that the Party Committee and people of all ethnic groups in Que Phong district will continue to promote that precious tradition, arouse dynamism, creativity, self-reliance, and self-reliance to overcome obstacles, and strive to successfully implement the goals and tasks set forth by the Congress.
