Promoting the tradition of building Vinh into a civilized and modern city

Promoting the potential and position of a class I city, Vinh is gradually rising, affirming its leading role in Nghe An province and moving towards becoming the center of the North Central region.

Vinh city today is located mainly on the land of Vinh Yen and Yen Truong, Ngo Truong commune, Chan Loc district, ancient Nghe An town. This is a land of talented people, rich in patriotic traditions. Exactly 230 years ago, in 1788, on the way to Thang Long capital, the army defeated 290,000 Qing troops, when passing through Nghe An town, in the eyes of military genius Nguyen Hue, Vinh was a place: "Spacious terrain, bright weather, can be chosen to build a new capital".

It can be said that the land between Dung Quyet mountain and Ky Lan mountain is a sacred land, with dragons, unicorns, turtles, and phoenixes, near water and leaning against mountains, with high mountains and wide rivers as natural ramparts, it is an ideal land to build a capital city. From then on, King Quang Trung issued an edict to La Son Phu Tu Nguyen Thiep about building Phuong Hoang Trung Do citadel. Unfortunately, everything was still unfinished when Quang Trung fell seriously ill and passed away. However, the event of Emperor Quang Trung building Trung Do Phuong Hoang citadel opened an important milestone in the formation and development of Vinh city.

Through the stages of construction, development and growth, Vinh city has affirmed itself as one of the fast-growing and sustainable urban areas in the country. In the early years of the 20th century, Vinh was a large industrial city in the Central region. On December 10, 1927, the Governor-General of Indochina issued a decree to merge Vinh town, Ben Thuy town and Truong Thi town into Vinh - Ben Thuy city. The August Revolution was successful, but not long after that, the French colonialists returned to invade Vietnam. Vinh went through "scorched earth resistance" to defeat the French and the Americans.

Identifying the important position of Nghe An and Vinh city in the development of the North Central region in particular and the whole country in general, Resolution 26 of the Politburo and Decision No. 2468 demonstrate the special attention of the Politburo and the Government to Nghe An and Vinh city - the hometown of beloved President Ho Chi Minh.

After 10 years of being a class I city, 5 years of implementing Resolution 26-NQ/TW of the Politburo and Decision No. 2468/QD-TTg of the Prime Minister, Vinh has achieved important results. The average economic growth rate reached 8.63%; added value increased by 11.38%, accounting for about 24.6% of the total added value of the province; average income per capita increased from 22.2 million VND (in 2007) to 85 million VND in 2018; city budget revenue in 2017 reached 2,494.8 billion VND; economic structure shifted in the right direction.

The city has soon completed the National Target Program on New Rural Development; initially formed high-tech agricultural economic zones in suburban areas. Promoted promotional activities and investment attraction. Transport infrastructure, airports, internal and external traffic have been upgraded; many new routes have been built, creating conditions for economic development and expanding urban space. New urban areas, apartment buildings, offices, high-rise hotels, supermarkets, multi-functional complexes... have been formed, changing the appearance of Vinh city to be spacious and modern.

The city has always been the leading unit of the province in terms of education quality with many achievements at the provincial and national levels. 63/82 schools have met national standards, reaching a rate of 76.8%. Health care has gradually met the people's needs for medical examination and treatment. The whole city currently has 285 medical facilities (10 provincial hospitals, 1 city hospital, 9 private hospitals, 1 medical university, 252 specialized clinics and other types). People's lives have been improved, and a civilized urban lifestyle has been gradually formed. Policies to attract workers, especially high-quality human resources, have been focused on. Up to now, some areas have had regional center factors such as services, finance, trade, health, education - training, ...

Party building and political system building work has been strengthened. Activities of the Fatherland Front and socio-political organizations have been vibrant and creative, the great national unity bloc has been increasingly consolidated, and cultural and sports movements have been increasingly developed.

In order for the city to develop more rapidly and sustainably, in the coming time, the Party Committee and people of the city will focus on performing well the following tasks:

Second,Speed ​​up the progress of construction, approval and management of planning. Expand urban space, connect Vinh with Cua Lo towards becoming a coastal city. Urgently complete the zoning plan of wards and communes, planning and land use plans... Prepare the database to build the Master Plan for socio-economic development of the city for the period 2021-2030, scientific, practical and sustainable development.

Third,Focus all resources on infrastructure investment. Coordinate well with central and provincial agencies in attracting investment to complete each phase of the Cua Lo port cluster system; expand and upgrade Vinh Airport, expand international flights; prepare conditions for investment in the Hanoi - Nghe An - Vientiane expressway through Vinh city. Call for investment in projects on trade, shopping centers, entertainment, recreation, resorts, high-class ecological urban areas, traffic intersections and modern underground technical infrastructure...

Fourth,Strengthening the construction of a cultural and civilized urban lifestyle; improving people's knowledge and community awareness; building a strategy for Vinh people in the new period in the direction of modernity, civilization, hospitality and friendliness. Strengthening human resource training, attracting, employing and protecting talents. Improving the quality of education, the city's education sector must be a center for youth start-ups; strengthening international links in education and training activities. Improving the quality of social security work, ensuring progress and fairness, creating more jobs, contributing to increasing people's income.

Five is,Strengthen national defense and security, build a solid national defense posture, a solid people's security posture, create a stable political and social environment for development. Improve the leadership capacity and fighting strength of the Party organization; the effectiveness and efficiency of the government apparatus, promote the people's mastery; apply information technology, towards e-government, "Smart City". The entire political system and people strive to build Vinh city to be civilized, rich, beautiful and worth living.
