Official session of the 22nd Congress of Que Phong District Party Committee, term 2020 - 2025
(Baonghean.vn) - On the morning of August 18, the Que Phong District Party Committee opened the 22nd Congress of Delegates for the 2020-2025 term. Attending the Congress were 236 outstanding delegates elected from grassroots Party Committees and Party cells, representing the intelligence, belief, will and determination of nearly 5,300 Party members in the entire Party Committee.
Attending and directing the Congress were comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee. Also attending were comrades of the Provincial Party Standing Committee: Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Committee; Le Duc Cuong - Head of the Provincial Party Committee's Internal Affairs Committee; Colonel Nguyen Ngoc Ha - Commander of the Provincial Military Command. Also attending were comrades: Hoang Viet Duong - Vice Chairman of the Provincial People's Council, Bui Dinh Long - Vice Chairman of the Provincial People's Committee and leaders of provincial departments, branches and sectors.
Many important results
Speaking at the opening of the official session of the Congress, Secretary of Que Phong District Party Committee Truong Minh Cuong affirmed: In the 2015 - 2020 term, the Party Committee and people of Que Phong district have promoted the tradition of their homeland, overcome difficulties, strived to gain many important achievements in socio-economic development, national defense - security, Party building and political system, creating momentum for the district to rise up.

“The guiding ideology of the Congress is: Building a strong political system. Promoting the strength of great solidarity among ethnic groups; focusing on exploiting potentials, strengths, and sustainable development; ensuring national defense, security, and foreign affairs; determined to make Que Phong a well-off district in the Northwest region of Nghe An province” - Comrade Truong Minh Cuong emphasized.

On behalf of the Presidium, comrade Le Van Giap - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Que Phong district briefly presented the Political Report. The average economic growth rate in the area in the period of 2016-2020 reached 8.42%/year; average income per capita increased from 19.98 million VND in 2015 to 28.85 million VND in 2020; the economic structure of the industry shifted positively and in the right direction. The total social investment capital in the period of 2016-2020 reached over 5,000 billion VND.

Annual budget revenue in the area reaches and exceeds the estimate assigned by superiors; total revenue for 5 years reached 150,357 billion VND/121,480 billion VND, exceeding 23.77% of the estimate.
The district has paid attention to investment attraction. During the term, it has attracted investment in the project of processing non-timber forest products in Dong Van commune and the project of processing marble in Tri Le commune with a total investment of over 450 billion VND.

The total capital mobilized for infrastructure construction in the period of 2016 - 2020 was 3,090 billion VND (the district alone managed 1,339 billion VND), which has significantly contributed to improving infrastructure, enhancing production capacity and people's lives, especially infrastructure for transportation, irrigation, schools, medical stations, community cultural houses, etc.

The new rural construction program has received focused leadership and direction from Party committees and authorities at all levels. In 2019, Que Son commune was recognized as meeting new rural standards; by 2020, 20 villages and hamlets had met new rural standards. The average number of criteria in the district reached 12.58 criteria/commune, an increase of 4.2 criteria compared to 2015.
There has been much progress in culture and society, the cultural identity of ethnic groups has been preserved and promoted; people's health care has been enhanced; the quality of teaching and learning has been improved; employment and social security have been achieved. The poverty rate has rapidly decreased from 51.43% in 2015 to 26.49% in 2019.

Party building work is regularly paid attention to and has achieved many important results in all aspects. The political system from district to grassroots level is being cared for and strengthened more and more firmly.
There have been many innovations in personnel work. The review and evaluation of personnel, the selection, promotion, appointment, rotation, and transfer of personnel processes have been well implemented, ensuring democracy and consistency between evaluation, use, and arrangement of personnel.
The district pays attention to directing the work of developing party members, paying special attention to women, ethnic minorities, farmers, intellectuals and young people. During the term, 931 party members were admitted (103% of the Resolution).
At the Congress, the opinions presented clarified, deeply evaluated, reviewed and learned from the past term, determined the goals, directions, tasks and specific solutions for the coming term in the fields of socio-economy, national defense - security, Party building and the political system.
Dynamic and creative for development
Speaking at the Congress, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong commended and congratulated the achievements that the Party Committee and people of all ethnic groups in Que Phong district have achieved in the past term.
The Deputy Secretary of the Provincial Party Committee proposed that the Congress clarify the causes of shortcomings and limitations in the past term and carefully discuss solutions to overcome difficulties and challenges, promote the district's strengths to the highest level in the coming term, strive to rise up in socio-economic development, and gradually build Que Phong into a well-off district among the western mountainous districts of Nghe An.

Emphasizing that in the coming period, our mountainous areas will continue to receive the State's attention through mechanisms and policies to support economic, cultural, health, educational development, and ensure social security...
Que Phong's development potential is still quite large, especially in exploiting the district's potentials in terms of land, forest capital, tourism... Therefore, restructuring the agricultural sector between livestock and crop cultivation, innovation, and product and commodity redirection... will have new driving forces.

Comrade Nguyen Van Thong requested Que Phong district to carry out planning work well, especially the overall planning for socio-economic development, planning for agricultural, forestry and fishery development, and new rural planning...
In particular, the district needs to improve and enhance its capacity to receive, manage and exploit projects and national target programs invested by the Government and partners in the area. Mobilize all resources to invest in building economic and social infrastructure and improve the efficiency of public investment.
Deputy Secretary of the Provincial Party Committee Nguyen Van Thong expressed his belief that the Party Committee and people of all ethnic groups in Que Phong district will continue to promote the tradition of solidarity, arouse dynamism, creativity, self-reliance and self-strengthening spirit to overcome obstacles, and strive to successfully implement the goals and tasks set out by the Congress.

At the Congress, delegates elected 36 comrades to the 22nd District Party Executive Committee, term 2020 - 2025; voted to introduce the position of Secretary of Que Phong District Party Committee for the 22nd term for comrade Truong Minh Cuong - Secretary of the District Party Committee for the term 2015 - 2020.
Development breakthroughs of Que Phong district in the 2020-2025 term
1. Strengthening human resource development, associated with comprehensive fundamental innovation in education and training; promoting traditional cultural values, renewing thinking, overcoming stagnant ideology; strongly arousing aspirations, will to rise up, be dynamic, creative, innovative, and develop.
2. Promote the application of science and technology in production to improve productivity, quality, efficiency and competitiveness, especially in commodity agricultural production.
3. Continue to identify forest economic development as the district's advantage to prioritize planting raw material forests, create favorable conditions for enterprises to cooperate in forest planting, and form raw material areas to serve processing enterprises.
4. Promote the potential and advantages of scenic spots, historical and cultural relics, call on businesses to invest in infrastructure, form eco-tourism and community tourism tours associated with preserving and promoting national cultural identity.
