At the conference, the representative of the Provincial People's Council, Mr. Cao Tien Trung, informed voters about the expected content of the year-end session of the 18th Provincial People's Council; announced some of the implementation of the province's socio-economic development tasks in 2023; difficulties, limitations and key tasks that need to be focused on in the coming time and the results of resolving voters' recommendations in Tuong Duong district.

In the spirit of democracy and frankness, voters of Tuong Duong district reflected and expressed many thoughts and aspirations related to traffic infrastructure; problems related to granting land use right certificates; compensation and support for households affected by hydropower projects in the area;...

Voters in Lo, Khe Ngau, Cua Rao 2, and Thach Duong villages reported that when implementing the Khe Bo Hydropower Project, 204 households were affected and have not yet been granted Land Use Rights Certificates. Voters recommended that the Provincial People's Council give opinions to the Khe Bo Hydropower Plant to be responsible and speed up the process of granting Land Use Rights Certificates to households affected by the project.

Voters in Luong Minh commune reported that after the natural disaster and hydroelectric dam discharge in 2018, 34 affected households in La village were relocated to resettlement areas, but 12 affected households still have no land to live on. Voters requested that authorities quickly come up with a plan to help these 12 households stabilize their lives.

Also related to the compensation and resettlement work for households affected by natural disasters and hydroelectric dams releasing floodwaters in 2018, voter Vi The Hung, Xien Huong village (Xa Luong commune) reported that 14 households in Xien Huong village were affected by hydroelectric dams releasing floodwaters in 2018 and were relocated, but until now people still do not know where to go or where to live.

Voters of Luong Minh commune proposed to soon build a community cultural house in Luong Minh commune. Organize a survey to build a community cultural house for the people of Minh Phuong village.

Voters in Thach Duong village reported that 10 households in Khe Nong area are currently using wooden poles and temporary self-drawn power lines for daily activities, which have now deteriorated and are at risk of affecting the lives of people and animals. Voters requested the provincial and district People's Council delegates to consult with the electricity sector to study the plan to build electric poles and pull herringbone power lines for households.

Voters of Cua Rao 2 village, Xa Luong commune proposed that the authorities allow the land use purpose of the old commune People's Committee to be changed to Cua Rao 2 village to be used as a playground, entertainment area and to organize village and hamlet events according to the criteria of new rural communes and hamlets.

Regarding social security policies, voters of Hop Thanh village commented that Xa Luong commune reached the new rural area target in 2019, Hop Thanh village is not in the particularly difficult village, policies and regimes have been cut, people are no longer entitled to them, especially health insurance cards, boarding student regimes... Voters requested the Provincial People's Council and competent authorities to pay attention and give opinions to the Government to consider policies and regimes for the people of the village.

After receiving comments and suggestions from voters, representatives of Tuong Duong district leaders and district-level departments and branches received and clarified a number of issues under their authority.

Regarding recommendations related to land such as granting of land use right certificates, lack of residential land, compensation and site clearance policies for project implementation in the area, comrade Nguyen Van Hai - Secretary of the District Party Committee, Chairman of the People's Council of Tuong Duong district requested the District People's Committee to direct the Commune People's Committee to compile statistics and report specifically on the demand and land fund to have a plan to convert to residential land.

Regarding the land partially recovered and resettlement land granted to implement the hydropower project, it is the responsibility of the hydropower plant. The Secretary of the Tuong Duong District Party Committee emphasized that after recovering land to implement the project, the investor must be responsible to the affected people. He requested the District People's Committee to direct early handling.

Regarding the proposal related to infrastructure such as cultural houses, domestic water, electricity grid,... The Chairman of the District People's Council suggested that the commune needs to pay attention and review the National Target Program and other capital sources, to consider prioritizing essential items...

After the explanation of the leaders and the district-level departments and units, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu acknowledged the reflections and suggestions of the voters. At the same time, he highly appreciated the sense of responsibility of the leaders of Tuong Duong district who assigned all the departments, offices and district-level agencies to attend the meeting with voters to receive and explain the opinions and grasp the difficulties and problems from practice to continue to have solutions to direct and resolve.

Answering further questions and recommendations from voters, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized that Khe Bo Hydropower Plant must be responsible for completing the documents and procedures for granting land certificates to people, and submitting them to the Department of Natural Resources and Environment for approval by competent authorities. The Deputy Secretary of the Provincial Party Committee assigned that this December, the investor, Khe Bo Hydropower Plant, must have documents to transfer to the local authorities to complete the procedures for granting certificates to people.

Regarding compensation related to Khe Bo Hydropower Project, the Deputy Secretary of the Provincial Party Committee requested the investor to have a specific document, replying to the locality so that officials and people know where the problems are, so that they can coordinate to resolve them completely. For households like Mr. Vi The Hung (Xa Luong commune), Khe Bo Hydropower must work directly and reply in specific documents to the family.

Regarding basic construction investment; issues related to land use planning, resettlement; allowance regime for village, block and hamlet cadres; health insurance and boarding regime for communes meeting new rural standards;... The Deputy Secretary of the Provincial Party Committee also provided specific information to voters.
