At the meeting, delegates from Yen Thanh province and district focused on reviewing the implementation results of the Resolution of the 19th Provincial Party Congress; Resolution of the 27th District Party Congress; Results of the implementation of Conclusion No. 95-KL/TU dated July 5, 2021 of the Provincial Party Executive Committee on the implementation of Project No. 01-DA/TU dated August 10, 2016 of the Provincial Party Committee on building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020; Conclusion No. 189-KL/TU dated October 16, 2020 of the Provincial Party Standing Committee on continuing to implement the Project on Developing Party Members and Party Organizations in Private Enterprises and Foreign-Invested Enterprises in Nghe An Province, 2014-2020 period (Project No. 5155); results of implementing the arrangement of administrative units and merging schools in Yen Thanh district.

Effectively carry out political tasks

Reporting to the working delegation of the Provincial Party Committee, Comrade Nguyen Quy Linh - Secretary of Yen Thanh District Party Committee affirmed: With dynamism in leadership, management, promoting favorable factors, overcoming and limiting difficulties and challenges, the Standing Committee and the Executive Committee of the District Party Committee have focused on leading and directing the effective implementation of political tasks associated with the targets and tasks set forth by the Resolution of the 27th District Party Congress.

Accordingly, the District Party Committee issued Action Program No. 01-CTr/HU dated July 1, 2020 on implementing the Resolution of the 27th Yen Thanh District Party Congress, term 2020-2025; issued 23 Resolutions, projects, and plans to implement the Resolution of the Party Congress.

After more than 2 years of implementing the Resolution of the 27th District Party Congress, 15/32 targets have been achieved. Of which: 2/7 economic targets; 7/14 social targets; 3/5 environmental targets; 3/5 targets on Party building and the political system. The average economic growth rate in the 2020 - 2022 period reached 9.65%, achieving the Congress plan (Congress Resolution 9.6-10.6%).

Total social investment reached 11,650 billion VND, an average annual increase of 15.88%, reaching 71.91% of the Congress Resolution. The economic structure shifted in the right direction: Agriculture - Forestry - Fishery decreased from 39.67% to 37.33%; Industry - Construction increased from 24.09% to 28.13%; Service industry reached 34.54%.

State budget revenue achieved positive results, all revenues met and exceeded the set schedule; State budget revenue is estimated to reach 793 billion VND in 2022, exceeding 65% of the Congress Resolution (480-500 billion), up 74.29% compared to the beginning of the term.

Yen Thanh district has attracted many large projects, put into operation or being urgently deployed such as: An Hung Garment Factory, TH Group's Rice Factory, Tho Thanh Trade Center, Yen Thanh Town model urban area... Continuing to attract a number of key projects: An Hung 2 Garment Factory Project in Tho Thanh Commune, Shoe Factory in Tang Thanh Commune, Garment Factory in Long Thanh Commune, APG Group investing in developing high-tech agriculture...

After being recognized as a district meeting new rural standards, the district and commune authorities are focusing on building advanced new rural areas and model new rural areas. In 2021, Yen Thanh district has 5 communes meeting advanced new rural standards; and according to the plan in 2022, 7 communes will strive to reach advanced new rural standards and 2 communes will reach model new rural standards.

Party committees and authorities regularly pay attention to building a clean and strong Party; strengthening solidarity within the Party and consensus among the people; improving the capacity and fighting strength of grassroots Party organizations and the contingent of cadres and Party members. Along with that, they focus on thoroughly grasping and implementing the Party's Resolutions, guidelines and State policies into life in a timely manner; and doing a good job of inspection and supervision.

The district pays special attention to Party development work. Implementing Project 01-DA/TU, the district has 42 hamlets in 22 communes. By September 30, 2022, the total number of hamlets under the Project is 19 hamlets in 13 communes; 34 party members have been admitted to the hamlets under Project 01; The results of Project 5155-DA/TU and Conclusion 189-KL/TU in the district have established 7 enterprise party cells; Admitted 87 new party members (from 2014 to present); established trade union and youth union organizations in enterprises.

After 3 years of implementing Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW, the whole district has reduced 4 district-level public service units, 3 secondary and primary schools and school points, 117 teams, departments and equivalents in public service units. Reduced 159 hamlets, blocks and hamlet-block party cells, 795 youth union branches, association branches... Significantly reduced 2,714 positions receiving salaries and allowances from the state budget.

The quality of the staff from the district to the grassroots level has been focused on improving in all aspects, gradually meeting the requirements of the tasks in the new situation. The fields of culture and education have many positive changes, national defense and security have been maintained. The district has focused on building and consolidating the political system.

Take drastic action

Discussing at the meeting, leaders of departments, agencies and branches in the province made assessments, suggestions and proposed additional solutions on the contents of leadership, direction, implementation of planning, disbursement of public investment capital, investment projects; solving difficulties and problems in staff arrangement; the shortage and surplus of teachers as well as Party building work to complete the goals and targets of the Resolution of the District Party Congress for the term 2020 - 2025.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu highly appreciated the results in implementing the Resolutions of the Party Congresses at all levels and the Projects on developing Party organizations and Party members; and reorganizing the state administrative apparatus in Yen Thanh district. The district has focused on directing resolutely and closely with specific projects and programs, with many creative ways of doing things. That demonstrates solidarity and consensus within the organization, working together to complete assigned tasks.

Based on the analysis of the shortcomings and limitations, and pointing out the causes, comrade Hoang Nghia Hieu suggested that Yen Thanh district should continue to promote the spirit of solidarity, high political determination, take drastic actions, and step up propaganda work to implement the policy.Resolution of the Provincial Party Congress and successful implementation of the Resolution of the District Party Congress for the 2020 - 2025 term.

Along with that, closely follow the direction of superiors to organize a preliminary review of 2.5 years of implementing the Resolution of the District Party Congress for the 2020 - 2025 term, draw lessons to overcome limitations, propose solutions to successfully implement the targets of the Resolution of the District Party Congress; approved programs, projects, and plans; the national target program on new rural construction.

Along with that, the Standing Committee of Yen Thanh District Party Committee needs to continue to direct the raising of awareness and responsibility of Party committees, Party organizations, organizations in the political system and cadres and Party members in implementing the goals and targets of Project 01, Project No. 5155 according to the Conclusions of the Standing Committee of the Provincial Party Committee.

At the same time, the Standing Committee of the District Party Committee needs to develop a program and plan to seriously, resolutely and effectively implement Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee and the plans of the Politburo of the Provincial Party Committee Standing Committee on "Strengthening the consolidation and construction of grassroots party organizations and improving the quality of party members in the new period", contributing to building a truly clean and strong Party and political system; improving the leadership capacity and fighting strength of the Party organization to meet the requirements and tasks in the new situation. In particular, paying attention to creating a source of training positive factors to recruit outstanding masses into the Party.

The Deputy Secretary of Nghe An Provincial Party Committee suggested that Yen Thanh district should continue to enhance the responsibility of leaders in organizing, arranging and merging the apparatus. Strengthen propaganda work to cadres, party members and people in implementing the merger of apparatus and administrative units; and effectively implement the work of payroll management.

Continue to focus on resolving outstanding issues and problems after merging organizational structures, especially merging administrative units at commune level and blocks, hamlets, villages, schools, etc.
