(Baonghean.vn) - Nghe An Provincial People's Committee has just issued the Conclusion of the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh at the working session to evaluate the performance results in 2022 and the first quarter of 2023 of the Nghe An Provincial Public Administration Service Center.

On March 21, 2023, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a working session to evaluate the performance results in 2022 and the first quarter of 2023 of the Nghe An Provincial Public Administration Service Center (hereinafter referred to as the Center).

After listening to the report of the Provincial People's Committee Office assessing the Center's performance in 2022 and the first quarter of 2023; comments from delegates attending the meeting, Comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee concluded as follows:

1.The Center's activities have significantly contributed to improving the effectiveness and efficiency of administrative procedure settlement of State agencies in the province; contributing to building a government that accompanies and serves, aiming at the satisfaction of people and businesses, contributing to attracting investment, improving the business environment, promoting the socio-economic development of the province. The Provincial People's Committee acknowledged and highly appreciated the results of the Center's activities, notably the following tasks:

- The Center's proactive and decisive advice on handling and supervising the settlement of administrative procedures for organizations and individuals and the close and timely coordination of departments, branches and sectors in receiving and settling administrative procedures;

- The system of regulations on organization and operation, and coordination regulations of the Center with departments, branches and sectors are consulted promptly, in accordance with the practical situation of the locality; facilities and working conditions of cadres, civil servants and public employees are invested synchronously and modernly, and departments are arranged to support organizations and individuals to meet the requirements;

- The Center has proactively implemented many solutions such as: Rearranging the queuing area, taking numbers, upgrading the software for taking numbers by image, arranging and setting up the area to support online application submission, creating a video tutorial for online application submission - coordinating with the Provincial Youth Union and telecommunications service providers to arrange staff to support people in updating subscriber information and submitting online applications at the Center's assigned area. Receiving online applications and submitting applications via the Public Postal Service has brought into play its advantages, creating favorable conditions for people and businesses;

- The centralized result return activity is effectively implemented, through the result return activity to grasp the situation and quality of file handling of the units, evaluate the coordination between the units and the Center; the fee collection activity, charges for handling administrative procedures through the service of Vietcombank Nghe An branch in the form of collection on behalf of the Center is implemented centrally, creating favorable conditions for civil servants and public employees in receiving and handling administrative procedures.

- Communication work is always focused on by the Center; the change of brand identity has been implemented according to requirements; the posting and publicization of administrative procedures, the content of the address for receiving feedback and recommendations are carried out seriously and resolved promptly.

2. In addition to the achieved results, the Center's activities still have some limitations and shortcomings that need to be overcome in the coming time, namely:

- Relevant departments, branches and sectors are still not proactive, not actively advising the Provincial People's Committee and the Chairman of the Provincial People's Committee on solutions to shorten the time to handle administrative procedures, reduce costs and human resources, improve the quality of receiving and handling administrative procedures at the Center; lack of initiative, lack of solutions to increase the rate of online records;

- Some departments, branches, sectors and centers lack initiative in coordinating with the Center and with each other in receiving and resolving administrative procedures for individuals and organizations;

- Some procedures for receiving and handling administrative procedures are not guaranteed: Implementation on the Administrative Procedure Handling Information System is not in accordance with regulations; the digitization of records and results of handling administrative procedures is not timely and not complete; digital signatures have not been implemented; the rate of records requiring additional information or being withdrawn by organizations and individuals is still high; the rate of overdue records is still high, there is no Apology Form for organizations and individuals when handling overdue administrative procedures or the Apology Form does not meet the requirements as prescribed in Decree No. 61/2018/ND-CP;

- The dispatch of cadres, civil servants and public employees to work at the Center at times did not meet the transaction needs of people and businesses. There was still a situation of overload and local congestion at some counters. The professional procedures and reception methods of cadres, civil servants and public employees were not really optimal and effective.

- The provincial administrative procedure settlement information system has many functions and features that do not meet the requirements prescribed by law and usage needs, the access speed is often slow, affecting the work of receiving and processing records; The connection, sharing, interconnection, and synchronization of data between the provincial administrative procedure settlement information system and the systems of ministries and branches have not been completed, leading to difficulties in the work of settling, monitoring, managing, supervising, evaluating the quality of administrative procedure settlement, statistics and reporting (the software system for issuing judicial records of the Ministry of Justice; the national portal on business registration of the Ministry of Planning and Investment, the online public service system and driver's license management provided by the Ministry of Transport);

- There is still disorder in front of the Center gate.

In the coming time, to continue promoting the achievements of the Center and overcome the above-mentioned shortcomings and limitations, the Provincial People's Committee assigns the Center, relevant departments, branches and sectors to proactively advise the Provincial People's Committee and leaders of the Provincial People's Committee on solutions to reform administrative procedures: promptly announce administrative procedures, advise on solutions to shorten the time to handle administrative procedures...
