Vice Chairman of the Provincial People's Committee Bui Dinh Long worked with Anh Son district on the orientation of administrative unit arrangement.

Attending the meeting were representatives of the leaders of the Provincial People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council, the Office of the Provincial People's Committee and representatives of the Departments of Home Affairs; Finance; Construction; Culture - Sports and Tourism; Ethnicity and Religion.

Also attending were the Standing Committee of Anh Son District Party Committee and relevant departments and offices.

Stable socio-economic development

At the meeting, representatives of Anh Son district leaders reported on the socio-economic development situation in the first quarter of 2025 and the work of arranging administrative units and building a 2-level local government model.

In the first quarter of 2025, Party committees, authorities, the Fatherland Front and socio-political organizations from district to grassroots levels will pay attention to leading and directing the good implementation of policies and social security regimes; directing spring crop production to ensure the season; the socio-economic development plan, ensuring national defense and security in 2025 will be focused on leading and directing implementation right from the beginning of the year.

The total production value of Anh Son district in the first quarter reached 2,185 billion VND. Of which: The value of agricultural - forestry - fishery production reached 477 billion VND; The total value of industrial and construction production reached 1,124.7 billion VND; The total value of commercial and service production reached 583.5 billion VND.

Budget collection in the locality in the first quarter basically ensured progress, total revenue was estimated at 26.1 billion VND, reaching 37% of the provincial estimate, 29% of the district People's Council estimate, equal to 102% over the same period. Total budget expenditure was estimated at 335,845 million VND, reaching 30.1% of the yearly estimate, up 11.7% over the same period.

Implementing the policy of eliminating temporary and dilapidated houses for poor households, households with housing difficulties and policy families, Anh Son district has focused on directing the entire political system, mobilizing maximum resources for effective implementation. By March 27, 2025, Anh Son district has started construction of 84 houses, of which: The number of houses under the Program to support people with meritorious services is 82/163 houses (including 35 new houses, 47 houses repaired); the number of houses under the National Target Program for socio-economic development in ethnic minority and mountainous areas is 2/6 houses.

Implementing the direction of the Politburo, the Secretariat, the guiding documents of the Provincial People's Committee, the Department of Home Affairs on the arrangement of commune-level administrative units and the implementation of two-level local government, the district has developed plans, collected opinions, submitted to the Standing Committee of the District Party Committee, the Standing Committee, the Executive Committee of the District Party Committee, and agreed to submit to the province a plan to merge commune-level administrative units in the district.

At the same time, Anh Son district has reviewed cadres and civil servants when implementing the arrangement and reorganization of administrative units; developed plans for the arrangement and use of public assets; and plans for the location of new administrative unit headquarters.

At the meeting, through the working group, Anh Son district proposed that the Provincial People's Committee and the Department of Home Affairs provide general guidance and direction in the arrangement of administrative units for unified implementation at the grassroots level. In addition, some problems in the process of implementing the arrangement of administrative units were also discussed by the Standing Committee of Anh Son District Party Committee with the working group.

New administrative units must be close to the people.

Acknowledging the results achieved in the first quarter of 2025 of Anh Son district, comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Head of the working group highly appreciated the leadership and direction of the Standing Committee of Anh Son District Party Committee in socio-economic development, budget revenue and expenditure and temporary housing elimination in the area.

Besides, there are some problems such as budget revenue not meeting expectations, disbursement of some key projects is not really high, and some projects are still slow.

Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested that the Standing Committee of Anh Son District Party Committee continue to pay more attention to the tasks of socio-economic development, national defense and security. In particular, the district needs to focus on urging the disbursement of public investment capital; speed up the construction progress of projects in the area, especially the Rescue and Rescue Road project on the left bank of Con River, the project to expand the Vietnam - Laos martyrs' cemetery, the MDF wood production project and some urban areas in the area.

Comrade Bui Dinh Long also requested Anh Son district to focus on completing settlement records of completed works and projects and preparing records and reports of unfinished works for handover.

In addition, continue to complete the progress of supporting construction and repair of houses for poor and near-poor households in the area.

Regarding the arrangement of administrative units, Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested that the district carefully study and develop a plan that both ensures the criteria and is suitable for natural and social conditions in the merger; pay attention to naming and arranging surplus assets. In particular, pay attention to arranging the administrative center in accordance with the traffic infrastructure system and planning of the region.

At the same time, focus on reviewing the training level, expertise, age, and work experience of the staff, civil servants, public employees, and workers to be proactive in developing plans for staff arrangement after the rearrangement. Pay attention to resolving policies and regimes for staff, especially for staff and public employees who retire according to policy.

Continue to widely propagate the policy of reorganizing and streamlining the apparatus, doing well the political and ideological work, creating high consensus and unity in society, especially among cadres, party members and people in the area on the policy of reorganizing administrative units at all levels.
