Deputy Prime Minister Vuong Dinh Hue: Building Vinh city into a coastal city
(Baonghean.vn) - Speaking at the Conference to implement Notice No. 55 dated April 20, 2019 of the Politburo on the development of Vinh city, Deputy Prime Minister Vuong Dinh Hue emphasized 5 issues in the construction of Vinh city.
PROMOTING THE STRATEGIC POSITION OF VINH CITY
Opening his speech at the conference, Deputy Prime Minister Vuong Dinh Hue affirmed: "The past and present have demonstrated the stature and especially important strategic position of Vinh city, the capital of Nghe An province and the center of the North Central region. As a land surrounded by mountains and located next to the East Sea, Vinh has a special position. Kings Dinh, Le, Ly, Tran all paid attention to Vinh and sent talented generals here to guard...".
Over 30 years of construction and development, especially the past 20 years of innovation, Vinh city has achieved many great achievements.
In 2013, Nghe An was issued a separate resolution by the Politburo - Resolution No. 26 "On the direction and tasks of developing Nghe An province until 2020".

To specify Resolution 26 of the Politburo, on December 29, 2015, the Prime Minister signed Decision No. 2468 approving the Project to develop Vinh city into an economic and cultural center of the North Central region. This is a factor that opens up opportunities to change the vision, role and position of Vinh city and Nghe An province, and at the same time creates a new development momentum for Vinh city as a central urban area, the capital of the North Central region. This is also an opportunity for the Party Committee and people of Vinh city and Nghe An province to promote their intelligence and revolutionary spirit, striving to build Vinh city worthy of its historical and cultural values, and at the same time, an opportunity to break through and become a central urban area of the region.

Recognizing the outstanding results achieved by Vinh city after more than 3 years of implementing Decision 2468 of the Prime Minister, the Deputy Prime Minister suggested: We are in the time of celebrating the 50th anniversary of implementing the sacred Testament of President Ho Chi Minh. This is also a year of great significance for Nghe An province, marking the 50th anniversary of the Party Committee, government and people of Nghe An province implementing his instructions in the Letter to the homeland.
"Nghe An province must continue to strongly promote the historical and cultural traditions and potential of Nghe An people, determined to rise stronger, make more efforts, create new momentum, overcome difficulties and obstacles, and develop in accordance with its role as a central province and central city of the North Central region" - the Deputy Prime Minister emphasized.
DEVELOPMENT IS NOT COMMISSIONATE WITH POSITION AND POTENTIAL
In addition to the achieved results, Deputy Prime Minister Vuong Dinh Hue also frankly pointed out the limitations and shortcomings in the implementation of tasks according to Resolution 26 of the Politburo of Nghe An province and Vinh city.
That is: The economic growth rate is quite good but not sustainable, not commensurate with the city's position and has not achieved the set target (8.5%/target 12.5%-13.5% in the period of 2016-2020); budget revenue does not ensure development investment, especially investment in transport infrastructure and urban embellishment. Socio-economic infrastructure has not met development requirements, resources mainly rely on the state budget. Improvement of the investment attraction environment has changed but not commensurate with the potential; has not attracted investment in large-scale, large-scale projects that create major breakthroughs. The situation of projects being behind schedule still occurs, causing waste of resources and resources.

In addition, planning management, especially land planning, construction management, and environmental management, has not been good; the number of enterprises in the area is not large, mainly small and medium-sized enterprises. Some fields such as education - training, health, finance - credit - banking, trade, information technology, etc. are gradually forming regional center factors but are not really clear, the scope, level, influence, and spillover effects of Vinh on the region are still limited.

IMPLEMENTATION PLAN
Based on the assessment, exchange and discussion of key issues, so that Vinh city can soon become a smart city, a center for startups and innovation in the region, Deputy Prime Minister Vuong Dinh Hue suggested that Nghe An province and Vinh city need to continue to carefully study the viewpoints, thoughts and instructions of the Politburo and the Prime Minister to develop Vinh city to soon achieve the criteria of a center of the North Central region in the identified fields.
Developing Vinh in the overall development of Nghe An province and the overall regional planning, taking into account the direct relationship with neighboring districts: Cua Lo town, Nghi Loc, Hung Nguyen, Nam Dan and the districts of Northern Ha Tinh: Nghi Xuan, Duc Tho... Pay attention to spatial planning and infrastructure in the Vinh - Cua Lo connection so that Vinh becomes a coastal city.
The Deputy Prime Minister suggested that the province proactively issue mechanisms and policies to attract resources, focusing on encouraging internal resources and mobilizing investment from domestic and foreign organizations and entrepreneurs, but with a focus and priority on comprehensive development of Vinh city.

"Nghe An provincial government must act and act strongly, say what you will do and do it immediately. Any officials who are negligent in their duties, incompetent, lacking enthusiasm and responsibility need to be replaced. Nghe An should be more creative and more effective in performing their duties, always finding optimal solutions to meet the dynamic requirements of the current economy, in a new context with constantly changing technology. We must find a way to use people's resources reasonably but bring about the best and most sustainable results" - the Deputy Prime Minister noted.
In addition to suggestions and recommendations for provincial and municipal leaders, the Deputy Prime Minister also had comments for businesses and investors. He hoped that investors would keep their investment commitments and implement investment projects on schedule, that is, "do what you say" and "do it for real" and resolutely, and clearly demonstrate the "win-win" viewpoint in business activities. For projects that are behind schedule compared to the committed schedule, he requested the Nghe An provincial government to resolutely review and take timely measures to effectively use land resources and increase the effectiveness of the project's budget contribution.
Economic development must be associated with environmental protection, with social responsibility to ensure sustainable development for businesses and people. We must not let economic development negatively affect the environment and people's lives.
