Clinic using many Chinese doctors in Vinh City was fined again

(Baonghean.vn) - After having its license revoked for 2 months, and having just changed its name and resumed operations for a few days, the clinic in the center of Vinh City was again fined.

On December 28, a source from Nghe An Provincial Police said that this unit had just fined Hung Dung General Clinic (address 12, Nguyen Phong Sac Street, Vinh City) 20 million VND for illegally employing Chinese people.

This clinic was formerly known as Vinh General Clinic, located in the city center.

A year ago, on December 4, 2018, this clinic was fined by authorities after it was discovered that it had employed six Chinese people to practice without a license from the competent authority.

In May 2019, also at this clinic, the Immigration Department of the Provincial Police discovered that 5 Chinese people, including 2 doctors and 3 employees, were residing and working illegally. Specifically, Ms. Zhang AiHue (born in 1963) is a doctor who examines patients and imparts experience to nurses at the clinic; Mr. An JunLi (born in 1968) is a doctor who examines patients; Mr. Ke ZhiXiong (born in 1974) works in the office and manages human resources at the clinic; Mr. Hu ZhongWen (born in 1968) is an employee who checks and arranges equipment and machines; and Mr. Li BingQing (born in 1988) is an employee who purchases equipment and supplies at the clinic.

On June 6, 2019, Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed 5 decisions to impose administrative penalties on these 5 citizens, each of whom was fined 20 million VND and forced to immediately stop the violation and complete all procedures to be licensed by competent authorities of Vietnam before practicing or engaging in other activities in Vietnam.

On September 20, 2019, the Nghe An Department of Health issued a decision to revoke the medical practice license and suspend the operation of this clinic. This move was made after the Nghe An Department of Health decided to conduct an inspection that lasted nearly a month. The reason for revoking the license was that there were not enough practitioners suitable for the scope of professional activities of the clinic.


According to the inspection results, this clinic did not ensure the full quantity and quality of emergency equipment and medicines; the technical name in the price list of medical examination and treatment services did not match the approved name. Also at the time of inspection, the person in charge of testing at the clinic was not working. The test results during office hours were performed by technicians but used the stamp and signature of the person in charge of testing. Along with the decision to revoke the operating license, for these violations, the Department of Health fined Vinh General Clinic 35 million VND.

After about 2 months of suspension, this clinic changed its name to Hung Dung General Clinic and was granted an operating license by the Department of Health from November 21, 2019. However, on December 19, Nghe An Police discovered that Hung Dung General Clinic continued to employ 5 Chinese people, of whom only 3 had full procedures for practice licenses and work permits, for the correct purpose of entry.
