Raising the issue of agricultural and fishery production, delegate Ho Van Dam (Quynh Luu district) proposed that the Provincial People's Committee should have clear orientation and solutions.crop restructuringhave high economic value suitable for each crop season; at the same time, there are solutions to overcome the situation of abandoned production land, especially in the current winter crop.

Delegate Ho Van Dam also proposed that the province should evaluate the effectiveness of offshore fishing, thereby proposing solutions to accompany fishermen in investing in building ships and fishing gear, linking with processing, consumption, and improving the efficiency of fishing.

The issue raised by delegate Vi Van Quy (Quy Hop district) was the lack of land for production for people in mountainous areas, especially when workers affected by the Covid-19 pandemic return, with the risk of increasing the rate of poor households and falling back into poverty. The province was asked to find solutions to create livelihoods for people in mountainous areas.

Responding to issues raised by the Provincial People's Council delegates, delegate Nguyen Van De - Director of the Department of Agriculture and Rural Development shared: The orientation and overall planning of crops and livestock in the province has been advised by the Department of Agriculture and Rural Development to the People's Committee to issue the Project on restructuring the agricultural sector, period 2013 - 2020; planning to convert crop structure on rice land to 2020, vision to 2030; in which the key content is to convert the structure of crops and livestock with high added value.

At the same time, every year, in the spring, summer-autumn and winter crop production plan, the Department has a direction to change the crop structure to suit each stage and each locality.

In the coming time, the Department will continue to develop a project on key products and a project on developing commercial crops to clearly orient the crop structure and land conversion for implementation.

Regarding solutions to limit the situation of abandoned agricultural land, especially in the winter crop, the Department is advising the Provincial People's Committee to submit to the Provincial People's Council to amend and supplement agricultural development policies, including policies to encourage land accumulation.

Regarding the delegate's proposal for policies to support fisheries development, the Director of the Department of Agriculture and Rural Development also informed: In the past, the Central and the province have had many policies, such as supporting fishing boat construction, supporting horizontal detectors, and long-range communication devices.

To continue supporting fishermen, the industry is currently researching and advising the Provincial People's Committee to propose to the Provincial People's Council to amend and supplement a number of policies and mechanisms for the marine industry, period 2021 - 2025.

Responding to the issue of production land for people in mountainous areas, delegate Nguyen Van De said that recently, the province has focused on transferring 11,734.73 ha/12,026.16 ha of land from 11 agricultural and forestry farms to localities for management to hand over to people for production (currently there are more than 300 ha to continue to be handed over in the coming time).

Along with that, the implementation of the land and forest allocation policy, phase 2018 - 2020 has also been completed 56% of the progress. Currently, due to funding, the province allows to extend until 2023 and in the next few years, when completed, it will create a land fund for production for the people.
