(Baonghean.vn) - Inspecting administrative reform work in Quy Hop district, the inspection team requested the district to strengthen inspection and supervision to rectify the implementation of discipline and administrative order, improve public ethics, especially the working attitude of cadres, civil servants and public employees in communicating with citizens.

Measuring citizen satisfaction
Reporting to the inspection team, Vice Chairman of Quy Hop District People's Committee Vo Sy Son said that Quy Hop district has issued an administrative reform plan, administrative procedure control activities, and reviewed administrative procedures in various fields.
Implementing public posting of administrative procedures according to regulations, at the district level, 277 administrative procedures have been posted at the One-Stop Transaction Center; posting administrative procedures on the district's Electronic Information Portal for the convenience of people to look up and refer to when needed.

At the same time, the District People's Committee has paid attention to applying information technology in the direction, administration and implementation of public duties. The VNPT-iOffice document management and work management software has been deployed at the District People's Committee office and 21 communes and towns. 100% of civil servants have been created accounts for operation.
In addition, the District People's Committee has installed equipment to assess satisfaction and a mailbox to collect opinions from organizations and individuals in handling administrative procedures at the District's Reception and Results Department for people to evaluate. In addition, the District also created a form to directly ask for opinions at the desks of staff working at the One-Stop Department.
Through inspections at some departments, offices and Chau Quang commune, the inspection team assessed that some administrative procedures were still slow to be resolved (81 records), and were still resolved at specialized departments. The district has paid attention to reviewing and evaluating administrative procedures but the results have not been high.
Inspection at commune level shows that there is no record of administrative procedure settlement for handling administrative procedures; the phone number for receiving feedback and recommendations on administrative reform has not been made public.

According to Tran Anh Tuan, Deputy Head of the Department of Administrative Reform, Department of Home Affairs, the implementation of discipline and administrative discipline in some agencies and units is not serious; in the performance of official duties, a number of cadres, civil servants and public employees are still limited in skills and work handling style; and the behavior in office culture is not good.
"The district is requested to strengthen inspection and supervision of the implementation of discipline and administrative order, improve public ethics, and rectify the working attitude and style of cadres, civil servants, and public employees in communicating with citizens," said Mr. Tran Anh Tuan.
Creating highlights in administrative reform
Concluding the meeting, Director of the Department of Home Affairs Le Dinh Ly assessed that Quy Hop district has not yet created a highlight to carry out the key tasks of the Administrative Reform Year. The district needs to be resolute in leadership and direction to set out more specific tasks, while strengthening propaganda work from the district level to the commune level as well as the people, closely linked to inspection and supervision work.
In addition, the district needs to focus on reviewing administrative procedures in the district and communes, providing a roadmap for simplification and shortening the processing time; modernizing administration; paying attention to training and fostering skills for cadres, civil servants and public employees; improving public ethics, good discipline and order for cadres and civil servants, etc.

Results of receiving and handling administrative procedures of Quy Hop District People's Committee:
2018: Total number of received records: 29,804 records, number of resolved records: 29,709 records, of which 29,709 records were returned on time, 93 records are being resolved. First 7 months of 2019: Total number of received records: 25,150 records, number of resolved records: 24,634 records, of which 24,550 were returned on time, 81 records were returned late, 284 records are being resolved.
