Quynh Luu needs to evaluate and classify all levels in implementing administrative reform.
(Baonghean.vn) - That is the request of the inspection team of the results of administrative reform implementation of the Department of Home Affairs in Quynh Luu district on the morning of November 28.
Changes in administrative reform
Identifying administrative reform (AR) as a key task in leadership and direction, the Standing Committee of Quynh Luu District Party Committee issued Action Program No. 25 dated August 19, 2015 on promoting AR and improving the quality of cadres, civil servants and public employees in the period 2015 - 2020.

In particular, administrative procedure reform (AP) is one of the contents that the District People's Committee focuses on directing in the process of implementing the administrative reform task. Currently, the Quynh Luu District People's Committee has 303 APs.
Administrative procedures are publicly posted at the One-Stop Department of the District People's Committee via a touch screen. In implementation, administrative procedures are shortened, resolved promptly, meeting the needs of individuals and organizations.
The implementation of the one-stop, one-stop mechanism at the District People's Committee and 33/33 communes and towns continues to be improved. Up to now, 100% of administrative procedures at the district level and communes and towns have been put into the one-stop mechanism.

Results of handling administrative procedures in 2017: The total number of received records was 17,334, of which 10,746 records were processed and returned on time; 36 records were processed and returned past due. In 2018 (as of October 30, 2018), the total number of received records was 10,063. Of which 10,003 records were processed and returned on time; 30 records were processed and returned past due.
Currently, 100% of units have applied software such as Microsoft Office shared software, specialized software: managing executive documents on the network environment, accounting-financial management software; using internal networks (LAN).

Applying VNPT-Ioffice document management software for all levels of sectors and communes and towns to replace HCM software. Continuing to implement modern one-stop software at the District People's Committee and 33 communes and towns.
Overcoming existing problems and limitations
Through the inspection of the implementation of administrative reform work at the departments and offices of the District People's Committee and the two communes of Ngoc Son and Quynh Chau, the inspection team of the Department of Home Affairs pointed out that some agencies, professional units, and public service units of the district have not been active in directing and guiding the grassroots; there are no new solutions and initiatives in administrative reform work.
Some procedures are still handled at specialized departments, and there are still redundant documents in the processing of documents, causing delays in processing. Some departments still issue regulations on the functions and tasks of specialized departments according to old regulations, etc.

Concluding the meeting, Deputy Director of the Department of Home Affairs Le Dinh Ly acknowledged and highly appreciated the results of administrative reform in Quynh Luu district; at the same time, he suggested that the district should focus on continuing to review, simplify, and reduce the time to handle administrative procedures.
The inspection team also requested that Quynh Luu district overcome limitations and shortcomings such as: reviewing and removing redundant components of the dossier; amending and promulgating functions, tasks, and organizational structure of specialized departments according to new regulations.

There should be clear regulations on the assignment and decentralization of leadership and direction tasks on administrative reform work. Fully promulgate the set of administrative procedures for departments, offices, communes and towns; regulations on assessment and classification of administrative reform work implementation at all levels in the district.
Arrange, use, ensure the structure, quantity, and quality of cadres, civil servants, and public employees in performing tasks.
