Quynh Luu temporarily suspends the merger and separation of school units.

Previously, according to planmergerQuynh Luu district primary and secondary schools in the period of 2019 - 2021, in the school year 2019 - 2020, Quynh Luu district merged 4 primary and secondary schools in 4 communes: Ngoc Son, Quynh My, Quynh Tho and Quynh Thuan. Currently, the schools have completed the merger.

By the 2020-2021 school year, the district will continue to merge Quynh Thang A Primary School and Quynh Thang B Primary School into Quynh Thang Primary School.

At the same time, merge the Primary and Secondary Schools of Quynh Thach, Quynh Hau, Quynh Tam and Quynh Long communes into Quynh Thach, Quynh Hau, Quynh Tam and Quynh Long Primary and Secondary Schools.

In addition, Minh Luong Secondary School will be separated to merge with Quynh My Primary School and Quynh Luong Primary School to establish two inter-level schools including Quynh Minh Primary and Secondary School and Quynh Luong Primary and Secondary School.

Similarly, Ba Ngoc Secondary School will be separated and merged with Quynh Ba Primary School and Quynh Ngoc Primary School to form two inter-level primary and secondary schools. According to the plan, the merger will be completed before July 1, 2020.

Regarding this merger, in the past time, in Quynh Luu district, there have been many comments. However, most of them said that the merger was not effective and had many shortcomings and difficulties, especially in directing and assigning professional tasks. For example, at primary level, students only study 35 minutes/period. Meanwhile, secondary school students study 45 minutes/period, making the same school but different recess times.

In addition, the implementation of professional work faces many difficulties because each level of education has its own characteristics. Even the school principal, although managing two levels of education, only has expertise in one training field.

Faced with this problem, some schools have submitted a request for permission to temporarily suspend the merger. In particular, the People's Committee of Quynh Thach commune has submitted two requests to the People's Committee of Quynh Luu district regarding the above content. Specifically, Quynh Thach commune currently has 2 schools with 36 classes (22 primary classes, 14 secondary classes) with nearly 1,300 students. The scale of school development in the next 5 years will gradually increase, by 2024 - 2025 there will be 44 classes for both primary and secondary schools. If the merger is carried out, it will cause difficulties in management, operation, and professional activities between the two levels of education.

With these difficulties, at the beginning of the 2020-2021 school year, the People's Committee of Quynh Luu district also issued a document requesting permission to adjust the time for merging and separating school units in the area.

After discussion, the Standing Committee of Quynh Luu District Party Committee also issued a document agreeing on the policy of adjusting the time of merging and separating school units in the area to 2021 so as not to affect management work, education quality and to have time to consider and study more opinions of professional sectors.

According to the Department of Education and Training, by March 2020, the entire sector had merged and reduced 34 schools, including 3 kindergartens, 19 primary schools, and 12 secondary schools. In addition, 36 kindergartens and 40 primary schools were reduced.

According to the Department's direction, from this school year, localities will proactively develop and coordinate to advise on the approval of the Education Development Plan for the period 2021-2030 in the local Master Plan to ensure scientific, appropriate and feasible.
