On July 17, 139 offshore fishing boats of Quynh Long commune fishermen arrived at Lach Quen port, but Tran Ngoc Bien's boat and the fishermen on board were still unable to be contacted.

On the afternoon of July 16, Quynh Thuan Border Guard Station contacted this fishing boat and asked the fishermen to quickly return to the anchorage to avoid the tropical depression and storm No. 3 about to make landfall.
Early morning of July 18, Captain Tran Ngoc Bien contacted the local authorities and functional agencies directly. Currently, his fishing boat and 17 fishermen have safely docked.
