Vinh City speeds up renovation and handover of houses and land in collective housing areas

(Baonghean.vn) - In order to create conditions for people to improve their housing conditions and gradually renovate and upgrade old and dilapidated apartment buildings, Nghe An province and Vinh city are focusing on speeding up the handover and leasing of land and houses in old apartment buildings.

Support households in railway housing areasrent a house

Apartment D2 is located on the west side of Quang Trung street, intersection with Phan Chu Trinh street, block 10, Quang Trung ward (Vinh city). It is a collective housing area ofVietnam Railway Corporation.

According to the Government's Decree on the rearrangement of state-owned housing, since 2018, the State Capital and Asset Management Committee and the Railway Corporation have handed over the land to Nghe An province. In Decision No. 3728/QD-UBND dated October 11, 2021, the People's Committee of Nghe An province assigned the People's Committee of Vinh city to manage and handle legal procedures.

In recent years, the province has been renovating theApartment complex on the east side of Quang Trung Streetand building D2, although not yet in the renovation plan, is deteriorating quite quickly.

The inspection results also show that the housing area is degraded and dangerous at level C, so it will need to be repaired, upgraded, and renovated. To ensure the safety and rights of households when repairing and upgrading, households must have documents proving their right to use the apartment. However, because the process of collecting documents is quite complicated and time-consuming, after the people's petition, the Provincial People's Committee has issued a document assigning the Vinh City People's Committee and the City Land Fund Development Center to review and speed up the procedures for renting houses (owned by the State) for households living here.

Mr. Dinh Van Truong - Chairman of Quang Trung Ward People's Committee said: In the process of verifying the origin of apartment use at house D2, although the number of households is not large, but due to many periods, the apartment was granted to parents who are railway workers but now inherited for their children to use or transferred to others, some households were granted on paper but now lost, so verifying the origin is quite difficult. Thanks to efforts and concentration, up to this point (end of March 2023), the ward has basically completed the inspection and verification so that the Land Fund Development Center can prepare a dossier as a basis for carrying out procedures for signing housing lease contracts according to regulations.

Specifically, out of 60 households, 23 households have been approved by the Provincial People's Committee to rent houses and currently the households have provided information so the Land Fund Development Center (authorized by Vinh City People's Committee) has implemented the procedures for signing old house rental contracts. The remaining 37 households have more complicated documents proving the origin of use, but based on the instructions of the Department of Construction and Vinh City People's Committee, Quang Trung Ward has verified and requested the city to carry out house rental procedures for the remaining households according to regulations. Currently, the households are providing information and supplementing documents according to instructions.

According to the unit price approved by the Provincial People's Committee, in addition to the cases of exemption and reduction of rent according to regulations, households in D2 will rent houses at 5 levels, in which the first floor is rented at 11,040 VND/m2.2use/month, 2nd floor is 10,080 VND/m2use/month, 3rd floor is 9,600 VND/m2usage/month, 4th floor is 8,640 VND/m2usage/month and 5th floor is 7,680 VND/m2used/month.

Removing difficulties, speeding up the renovation and handover of degraded collective and apartment buildings

To ensure people's safety during the rainy and stormy season and to beautify the urban area, since 2007, the Provincial People's Committee has issuedProject to renovate and demolish old apartment buildings, including policy mechanisms to gradually eliminate or upgrade collective housing areas.

In addition, the apartment buildings in Quang Trung ward are also a special type of collective housing that has been severely degraded, so the province has developed a separate renovation plan. Thanks to that, up to now, 14/21 apartment buildings in Quang Trung ward have been renovated. Of which, area A has been completed and is in the process of acceptance and handover, area B is completing some internal items and is continuing to clear and relocate to construct area C.

A representative of the Quang Trung Ward People's Committee said: Among the remaining 7 apartment buildings, most of them belong to Area C, many houses have not been renovated. Currently, the buildings in Area C have degraded to dangerous level D, so renovation is extremely urgent. To construct Area C, it is necessary to start from building C8 first, but the relocation is quite difficult. However, on March 28, the last remaining household finally agreed to move to another place to hand over the site to the ward.

Learning more, we learned that, along with renovating severely degraded apartment buildings, one of the problems in urban beautification is upgrading the infrastructure of the remaining old collective housing areas, which is facing many difficulties. Mr. Dang Hieu Lam - Chairman of the People's Committee of Cua Nam Ward said: Through review, Cua Nam currently has 14 old collective housing areas, of which 9 are planned in the ancient citadel and 4 are outside, with nearly 400 households, so it will take more time to handle.

Sharing the same view, Mr. Nguyen Xuan Huan - Chairman of Ben Thuy Ward People's Committee shared: Ben Thuy currently has 5 old collective housing areas related to textile enterprises in the area. These are all former employees of textile enterprises, the old collective housing has degraded, poor infrastructure, so every time the rainy season comes, this area often floods. Households actually use it, but most of them have lost their documents. In addition, the 2007 Project to renovate old collective housing of the Provincial People's Committee has expired, so the support policies on infrastructure and land allocation in the form of valuation for people are no longer in effect, so it is not known how to apply it?

For example, in the residential areaFormer Thanh Nghe Tinh Food Company,Now is the General Trading Company in Hong Son ward, the residential area has a land area of ​​700m2217 households have lived on the old shop row since 1994 until now. Now, to arrange and convert households who want to be granted land use right certificates, they must pay 100% of the land use fee (52 million VND/m2) so the households have not agreed. Therefore, the households are asking the city and province to reconsider.

According to Mr. Phan Xuan Vinh - one of the households living in the collective, his family bought a shop and has been living there since 1994. If the State has a reasonable plan to collect money, specifically according to the land price regulated by the State for this area, then his family and other households will comply and have the conditions to upgrade their houses to do business and live.

Talking to us, a representative of the Land Management Department, Department of Natural Resources and Environment said: Implementing the Project to remove and renovate old collective housing areas attached to Decision 109/QD-UBND in 2007, Nghe An has resolved and handled about 130 out of 150 old collective housing areas and apartment buildings, and in Vinh City, there are currently about 20 old collective housing areas facing problems, with no solution yet. Decision 109/QD-UBND has expired, so the support policies have also expired and cannot be applied.

In fact, for old collective housing areas where households are stable and now in accordance with the planning, the city and province have created conditions for people to legalize their use by depositing money in the form of valuation to issue land use right certificates to people. After being granted the certificates, people can rebuild their houses or transfer them. With the current legal difficulties in handling collective housing, the Department of Natural Resources and Environment and the Provincial People's Committee have asked for opinions from the Ministry of Natural Resources and Environment on the handling plan./.
